EMP – CONSTRUCTION PHASE 4-13
Strategy: Prevent introduction of new weed species or proliferation of pests as a
result of construction works.
stock, soil and fill material.
Corrective Action: Prepare and implement a weed control program.
4.5 Element C.5: Erosion and Sediment control and
Stormwater and Water Quality Management
4.5.1 Element C.5 (a) Erosion and Sediment Control
(Construction Phase)
Policy: To prevent erosion of cleared areas and the transport of sediment and soil to outside
construction area. To prevent or minimise the risk of detrimental impacts on receiving
waters and aquatic ecosystems resulting from discharge of water from site during
construction by ensuring released stormwater complies with water quality criteria.
(refer Conditions 14.1, 78-90; Council Policy, EP Act)
Strategy: To ensure that erosion and sedimentation is adequately controlled during the
construction phase.
Responsibility: Site Environmental Officer and Superintendent. Surface and infiltration water
monitoring to be undertaken by specialist consultant appointed by the developer.
Management Actions:
1. Design and pre-construction management issues are presented in Element D.2.
2. Erosion and Sediment control measures shall be progressively constructed in accordance with the
latest approved engineering drawing as advised by the Superintendent. The Erosion and
Sediment Control Plan has been prepared in accordance with the Soil and Erosion and Sediment
Control – Engineering Guidelines for Queensland Construction Sites (IEAust 1996).
3. The general principles of the E&SCP are to ensure that:
• All construction activities occur within dedicated construction areas as advised by
Superintendent;
• All disturbed earthworks areas are to be temporarily stabilised by mulching with material
produced from indigenous vegetation cleared from the site (refer Landscape Master Plan).
Any cleared areas are to be stabilised within two weeks of the clearing operation.
• The site is revegetated as soon as practicable after clearing. All revegetation within the
RHD construction area shall be carried out in accordance with relevant management plans
(see Element C.2);
• No clearing of vegetation, ground disturbance and associated earthworks activities covering
areas in excess of 600m2 are to be undertaken without an erosion and sediment control plan
being available for such works;
