Ecological Assessment Report

7 SUMMARY ASSESSMENT
The following Ecological Assessment Report (EAR) has been prepared by Litoria
Consulting Pty Ltd on behalf of Calile Malouf Investments Pty Ltd for land described as 3 -
7 Serenity Close, Noosa Heads (Lots 10 and 11 on SP195871).
The purpose of the EAR was to:
● Describe the ecological features and processes of the development site;
● Provide an assessment of the nature conservation values of these features and
processes;
● Provide a description of threatening processes evident on site;
● Document potential development impacts upon these ecological values and
features; and,
● Detail impact mitigation measures which will be undertaken to avoid or mitigate
those impacts to an acceptable standard.
The EAR has been prepared generally in accordance with Noosa Council Planning Scheme
Policy 3 - Ecological assessment guidelines; however, also includes additional, targeted
survey for the Koala (Phascolarctos cinereus) and Glossy Black Cockatoo
(Calyptorhynchus lathami). The EAR includes:
● Identification of the flora, fauna and habitat of the site and its immediate
environment to determine the ecological features,
● Identification of matters of environmental significance on and adjacent to the site,
● Determination of the potential impacts of the operation and construction phases of
the development on the matters of environmental significance on and adjacent to
the site, and on long term viability and function of these matters, and,
● Recommendations in relation to any measures or changes to the development
design that may be required to avoid or mitigate any impacts of the development
design, construction, and operation.
The proposed change is for a resort complex with ancillary retail. The development
comprises resort accommodation, with 174 rooms, 16 suites and five (5) villas; resort
facilities, including restaurants, function rooms, indoor and outdoor recreation, well-being
and open space areas; and resort retail.
The results of the impact assessment suggested:
● Spatial analysis of the impacts of the proposed change indicated that the
development would be positive in terms of impacts to vegetation and potential
fauna habitat, as a greater area of native vegetation will be retained.
● Whilst the desktop assessment indicated that the assessable area could impact on
habitat for conservation significant species such as White Throated Needletail, Koala
and Glossy Black Cockatoo, the impacts are not expected to be significant because,
