DEVELOPMENT PROPOSAL
The proposal is for a NDIS residential development which will consist of 11 one and two bedroom units. Based on
the Noosa council Planning Scheme, the parking requirements for the site will be achieved through provision of a
total of 15 car parks, including 3 visitor spaces, 3 PWD spaces and an SRV loading bay. An additional 2 vehicle spaces
are also provided for the sole use of the existing house fronting Maple Street.
The geometric layout of the proposed parking facilities has generally been designed to comply with the relevant
requirements specified in the Planning Scheme and Australian Standard publication AS2890.1:2004.
The proposed car park has been provided with the following minimum characteristics:
Resident parking: 2.6 metres x 5.4 metres
Visitor parking: 2.6 metres x 5.4 metres
PWD parking: 2.4 metres x 5.4 metres with 2.4m shared space adjacent
SRV Bay: 3.5 metres x 6.4 metres
Aisle width: 4.5 metres (minimum) to 6.2 meters (maximum).
The proposed site plans are shown in Figure 3-1, Figure 3-2 and Figure 3-3.

SIGHT DISTANCE ANALYSIS
Council has requested further detail regarding the sight lines available from the access in accordance with
Austroads Guide to Road Design Part 4A (AGRD4A), including the Safe Intersection Sight Distance (SISD) and
Minimum Gap Sight Distance (MGSD) when considering all parking spaces and bus bays are occupied.
As the driveway is considered to function as a property access, rather than an intersection, it is desirable for the
access to achieve the above distances, noted as the normal design domain (NDD), however the minimum standard
for an access is to be assessed using the extended design domain (EDD) criteria for SISD.
4.1. Safe Intersection Sight Distance (SISD)
The SISD represents the sight distance on the major road from the eye height (1.1m) to observe a vehicle on the
minor road at 1.25m height, representing the upper part of the car as shown below in Figure 4-1 and Figure 4-2.
Figure 4-1 – SISD Plan– Figure 3.2 of AGRD4A
Figure 4-2 – SISD Long Section – Figure 3.2 of AGRD4A
The SISD is based on a combination of the decision time (D T), 85th percentile operating speed (V), coefficients of
deceleration (d) and longitudinal grade in the direction of travel (a), as described below

Section 10
Where, DT= 5.0 seconds (3 second observation time + 2 second reaction time)
d= 0.36
a = 5% (NE – SW), -5% (SW – NE)
The area of Maple Street within which the site is located is within a 40km/h speed limit area. A review of Noosa
Council traffic counts has identified that a 2002 count collected in a location 100m south of Myall Street (asset id:
0007511) is the closest count available to the proposed driveway access to assess the 85th percentile speed. Over
the week of data collection, the 85th percentile speed in this location was 46.1km/h which is considered suitably
representative of the expected conditions. The most recent traffic count in the dataset at #72 Maple Street (2017)
gives an ADT of 2587 vehicles.
The desirable NDD SISD for the driveway access is therefore:
- 91m for vehicles travelling from SW to NE, and
- 84m for vehicles travelling from NE to SW
In accordance with AGRD4A 3.4, the EDD criteria set the minimum limits for SISD. In accordance with AGRD4A
Appendix A.2, the observation time for the EDD criteria is reduced to 1.5 seconds and d is increased to 0.46 under
the site conditions. The minimum EDD SISD for the access is therefore:
- 65m for vehicles travelling from SW to NE, and
- 61m for vehicles travelling from NE to SW
4.2. Minimum Gap Sight Distance (MGSD)
The MGSD represents the critical acceptance gap distance that allows vehicles to enter or cross traffic from an
intersection. The sight distance is captured representing the line of sight from the eye level of the driver
approaching the conflict point (1.1m) to an object at 0.65m on the travelled road representing a car’s indicator as
shown below in Figure 4-3.
Figure 4-3 – MGSD for right and left turning vehicles
For both left turn and right turn movements across a two lane road, AGRD4A Table 3.5 gives a critical acceptance
gap of 5 seconds. Table 3.6 of AGRD4A relates the critical acceptance gap to the 85 th percentile speed of
approaching vehicles. Interpolating the given values for a 46km/h approach speed, the minimum gap sight
distance is determined to be 63m in both directions.
4.3. Sight Distance Assessment
Using LIDAR topography (Noosa-Gympie 2015 Project) of the region, an assessment of the proposed access has
been carried out against these sight distance requirements.

Using aerial imagery, the on street parking and bus loading area have been identified in order to assess the sight
distance considering all spaces within Maple Street to have a parked vehicle present. A car space has been
represented by an object of 1.25m while the bus is represented by a 3.5m tall object.
Plans demonstrating the sight lines under the proposed access arrangement are provided in Appendix A Sight
Distance Plans, and a summary of the findings is presented below in table

EDD SISD Southbound 61m 78m+ Yes*
MGSD Northbound 63m Min 63m Yes
MGSD Southbound 63m Min 63m Yes
+ This distance is limited by proximity to the Garnett Street roundabout
* requires removal of on-street parking
Due to the local site geometric constraints, the SISD in both the NDD and EDD is not able to be achieved for
northbound movements. It is recommended therefore that the driveway be restricted to left-out only movements.
This is not considered an excessively prohibitive design constraint as vehicles wishing to head north have only to
head approximately 250m south to the Crystal Street roundabout to turn around which is considered an
acceptable outcome. The left-out movement will be controlled with signage and line marking at the driveway
crossover.
In order to achieve the sight distance in the southbound direction, it is necessary to remove 2 additional on-street
parking spaces (in addition to the space located in front of the proposed driveway) located between the proposed
driveway access and the bus loading bay as shown below in Figure 4-4.

Section 12
It is noted that the line of sight will still be impacted by a bus standing in the bus bay, however due to the short duration with which this occurs, the impact is considered a transitory rather than permanent obstruction. As drivers are typically more wary around buses due to the requirement to give way to them, drivers will be more alert in these instances, offsetting the reduced visibility. The available line of sight to the south is therefore considered adequate and compliant with the removal of the nominated parking spaces. Regarding the loss of on-street parking spaces, it is noted a number of properties fronting Maple Street will be serviced by the sole proposed access. An additional access right that the properties would otherwise have to Maple Street has not been sought, negating the loss of a space that would be required. In addition, the occupants of the existing dwelling fronting Maple Street will have off-street car parking as a result of the development, potentially reducing the need for the occupants vehicles to take up on-street parks. The removal of on-street parking is therefore considered to be offset by these factors resulting in no worsening to local parking conditions. Section 13
PASSING OPPORTUNITY AND VEHICLE MANOEUVRABILITY In the Information request, Item 4, Council has sought additional information in particular in the area between Chainage 40 and 80, specifically: • if two B99s can pass each other between Chainage 40 and 80; and • if they are unable to pass, what systems are in place to avoid collisions and reduce risk of safety hazard (e.g., parabolic mirrors, give-way signs/line-marking). RECOR has undertaken a swept path analysis of the subject section of the driveway. Although it has been demonstrated that a B99 and B85 are able to pass each other in accordance with the requirement of AS2890.1, the additional turning radius required for two B99 vehicles to manoeuvre means they are unable to simultaneously manoeuvre around the corners as shown in Figure 5-1 below. Figure 5-1 – Two B99 vehicles manoeuvring Ch40 to Ch80 As a result of the above, and to ensure the safety of this stretch of driveway, the driveway will be modified to rely on a give way system to reduce vehicle conflicts. Both approaches are to have a marked give way line to require them to give way to any traffic already on the constrained section of road. The convex mirrors located at the opposite corners of the driveway will improve visibility of cars on the driveway due to obstructed line of sight from the buildings. On the rare occasion that two vehicles enter that section of the driveway at the same time, the awareness and vigilance of the drivers will have been enhanced by the signage and the consequent limited speed will reduce the risk of collision. VEHICLE SWEPT PATHS
In the Information request, Item 5, Council requested to provide additional details and an amended Vehicle Swept
Paths Plan that demonstrates how the proposed carparks are functional and in particular:
a. realistic starting and finishing vehicle locations;
b. assume all neighbouring carparks are occupied;
c. provide comment demonstrating if the proposed ‘Visitor’ parking is limited to ‘rear-in’ only and what systems are
in place to indicate this to visitors;
d. demonstrate how a B99 vehicle can enter and exit the ‘Existing Dwelling Parking’ without the overhang of vehicle
leaving the internal driveway; and
e. demonstrate how a B99 vehicle can enter and exit the southern-most carpark outside ‘Unit B’.
RECOR has undertaken a swept path analysis and the resulting representative set of Plans are presented Appendix
B.
Figure 6-1 shows the entering and exiting swept paths of a B99 vehicle in the Existing Dwelling parking.

Finally, regarding the Visitor parking, a B99 vehicle is only able to enter these spaces using a reverse in movement.
To ensure that visitors are alerted to this requirement, ‘Reverse Parking Only’ signage will be provided at each end
of the visitor parking area. With the signage, the movements can be achieved as demonstrated below in Figure 6-3.

Section 17
SUMMARY OF CONCLUSIONS AND RECOMMENDATIONS
As demonstrated within this report, the development is able to address the requirements of the Noosa Council
Transport Code. The main considerations in addressing the information request are as follows.
• The development will provide a total of 15 car parks, including 3 visitor spaces, 3 PWD spaces and an SRV
loading bay. An additional 2 spaces are also provided for the private use of the existing dwelling fronting
Maple Street.
• The sight distance from the driveway access has been determined and checked in accordance with
Austroads Guide to Road Design Part 4A. The assessment has found that due to sight limitations to the
south from the driveway, the exit shall be restricted to a left out only movement. The sight lines to the
north are able to be achieved through the removal of 2 on-street car parks which at present will interfere
with the available sight distance.
• Although the bus bay will impact sight distance, it’s transitory nature does not result in a permanent
obstruction, and drivers’ heightened alertness around buses will reduce the risk posed by the temporary
obstruction.
• A total of 3 on-street car parks will be removed to achieve safe access. As the site amalgamates a number
of lots servicing Maple Street with a single driveway crossover rather than providing separate accesses
which would result in the loss of on-street parking, as well as providing off-street car parking for the
existing dwelling on Maple Street, it is considered that the overall impact will be mitigated.
• The parking movements are able to be achieved by a B99 vehicle as demonstrated in the swept path
plans. Reverse parking only signage will be provided to the visitor parking area to ensure visitors use a
reverse in movement.,
• To reduce risk of collision within the internal driveway from chainages 40-80, give way line markings will
be provided at each approach, as well as convex mirrors to enhance visibility through this section.
