further advice
You are advised that, the following further information is requested:
Item – Bushfire Hazard
The submitted bushfire risk management plan has not adequately addressed P01, and P07 of the Bushfire Hazard Overlay Code or the requirements of the PSP8 Natural Hazards SC6.9.4 Bushfire assessment report and management plan.
A revised Bushfire hazard assessment and management plan is required to provide confirmation of the level of bushfire hazard shown on the bushfire hazard overlay map through site specific calculations of the bushfire hazard scores based upon quantitative and qualitative assessments.
The current best practice bushfire hazard assessment methodology is outlined within the State Planning Policy Guidance Material: Natural Hazards Risk and Resilience Bushfire 2019 and associated QFES Bushfire Resilient Communities 2019. Section 5 of this document clearly articulates the process for undertaking a Bushfire hazard assessment that will achieve the requirements of the Bushfire Overlay code and associated PSP8.
Information Required
Provide a revised Bushfire Hazard Assessment prepared in accordance with the hazard assessment methodology described in the Natural Hazards Risk and Resilience Bushfire 2019 and Bushfire Resilient Communities 2019. The response is to include, but not be limited to:
A Vegetation Hazard Class map that confirms:
the VHC of all assessable vegetation within 150m of the site;
takes into account the patch and corridor filtering process, where applicable, and post site conditions including assessment of confirmed conditions in the ‘Retained vegetation’
A Local Hazard Map which confirms the Potential Fireline intensity class all identified vegetation hazard classes within 150m of the site. The following parameters are to be used in the bushfire modelling to determine the Potential Fireline intensity class and a copy of working calculations and or modelling output is to be provided:
Use the fuel loads for the relevant VHC’s prescribed in Bushfire Resilient Communities 2019.
Set all upslope and level slopes to 1°not 0°as per Bushfire Resilient Communities 2019.
Set Flame Temperature to 1200°C not 1090°C as set under AS3959.
Set the FDI as assigned by redi Map QFES
Transcripts of modelling output is to be presented in the reporting to facilitate transparency and enable considered assessment by Council officers.
Item – Stormwater Discharge
The submitted detailed survey suggests that the natural grade of the site falls away from the road. There is insufficient information to demonstrate to Council that stormwater generated by any future development of the site will not drain into the National Park to the north and west.
Information Required
Provide additional detail demonstrating that stormwater generated by any future development of the site will not drain into the National Park to the north and west. The additional detail must be certified by an RPEQ (Registered Professional Engineer of Queensland).
Item – Kerb Adapter Grades
The submitted detailed survey suggests that the natural grade of the site falls away from the road. It is unclear to Council if the proposed kerb adapters can achieve the required minimum grade. A charged line has not been proposed.
Information Required
Provide additional detail demonstrating that the proposed kerb adapters can achieve the required minimum grade (taken from the proposed building envelope to the kerb). The additional detail must be certified by an RPEQ (Registered Professional Engineer of Queensland).
due date for response to further advice
Please respond to this email agreeing to stop the current period of the development application in accordance with section 32 of the DA Rules to allow for ample time to respond to the Further Advice items. Email your response to [email protected] details
