The information requested is set out below:
Issue
The subject site is mapped in The Noosa Plan 2020 as being effected by the Landside Hazard Overlay (moderate hazard area) and the submitted planning report and geotechnical investigation do not include sufficient detail to demonstrate how the development achieves compliance with the overlay code.
Information Required
Provide additional detail that demonstrates how the existing and proposed works achieve compliance with The Noosa Plan 2020 – Landslide Hazard Overlay Code.
Issue
The submitted material does not fully demonstrate how the existing and proposed works achieve compliance with all of the relevant performance outcomes of the Earthworks Code and the Water Quality and Drainage Code of The Noosa Plan 2020.
The works have the potential to impact on the subject site, the adjoining property and the environment by altering the landform and the natural stormwater characteristics (location, quantity, quality and duration).
It is noted that part of the works (downslope batter) appears to extend beyond the property boundary into the adjoining property
Information Required
Provide additional detail to demonstrate how the existing and proposed works achieve compliance with:
The Earthworks Code – Performance Outcomes PO2, PO9 and PO11
The Water Quality and Drainage Code – Performance Outcomes PO1, PO2, PO5, PO6, PO10 and PO13.
Please note that any stormwater drainage plan and/or comments regarding impacts of changed stormwater drainage characteristics must be prepared by a suitably qualified person (RPEQ)
Provide a survey plan prepared by a suitably qualified cadastral surveyor that indicates:
the property boundary in the area of the works and
the full extent of the earthworks adjacent to the boundary (from the top of the batter to the toe of the batter)
If the survey plan indicates that the works extend beyond the property boundary provide plans for the works to be undertaken to relocate the earthworks to be within the subject site.
Issue
The geotechnical report includes recommendations for the various construction alternatives to maintain the stability of the subject site (retaining walls, altered banks/batters, stormwater drainage) but it is unclear which of the alternatives is preferred by the applicant.
Information Required
Provide comment on which is the preferred construction alternative and provide amended plans prepared by a suitably qualified person which clearly indicate the full extent of works required.
