1. Background
Unitywater has prepared new planning assumptions and demand forecasts for the Netserv
Plan based on the Noosa Planning Scheme using our Demand Modeller and Tracking Tool
(DMaTT) that support network planning and connection application assessment functions
within Unitywater.
The DMaTT tool allows for the incorporation of planning, development, demographic and
infrastructure knowledge and information within an automated demand modelling, forecasting
and tracking tool. The key purpose of developing planning assumptions and demand forecasts
using the DMaTT tool is that it facilitates the development of robust, consistent, transparent
and repeatable planning assumptions that are supported by evidence-based decision making
and validated assumptions. The DMaTT tool prepares baseline, projected and ultimate
development data for dwellings, population, floor space, employment and network demand
(Equivalent Person, Equivalent Tenement or any other demand unit). This information is at a
property level of detail and can be summarised and displayed at any catchment scale (i.e.
locality or water supply catchment).
The DMaTT tool has several prepared information inputs which the tool uses to prepare
forecast models. Figure 1 show’s conceptually how DMaTT forecast models use various
information inputs to prepare growth forecasts.
Figure 1 - Graphical representation of DMaTT Forecast Models
5
Page 6
l Noosa Netserv Plan Planning Assumptions June 2024
Unitywater’s planning assumptions articulate the type, scale, location and timing of
development at a property level within the context of the development pipeline. As shown
conceptually in Figure 2, Unitywater’s planning assumptions capture existing and future
development determined by the Planning Scheme, Priority Development Area Development
Schemes, Master Plan, Structure Plans or Development Control Plans and subsequent
development approvals spatially at a property level through to 2056 and ultimate. Frequent
revisions and updates to Unitywater’s planning assumptions then ensure alignment with
current and approved development. Network demand forecasts are required to 2056 to
support Unitywater’s Treatment Services Plan.
For the purposes of the assessment of connection applications (by Unitywater and Private
Certifiers) and network planning, the Netserv Plan planning assumptions are published on
Unitywater’s website within a mapping application that allow a user to establish Unitywater’s
planning assumptions (e.g. type, scale, location and timing of dwellings and network demand)
for a property. An assessment of proposed network demand compared to forecast network
demand is then undertaken to determine consistency with Unitywater’s planning assumptions.
Figure 2 - Planning Assumptions and the Development Pipeline
2. Purpose
Under section 99BR of the South East Queensland Water (Distribution and Retail
Restructuring) Act 2009, Part A of Unitywater’s Netserv Plan is required to be endorsed by
each participating council “as being consistent with the planning assumptions for its local
government area”. In addition, Netserv Plan planning assumptions must be consistent with
the SEQ Regional Plan. This Technical Note is intended to provide a guide on how the
information contained in this Technical Note was prepared, how it is used in DMaTT, how
assumptions are consistent with the Noosa Planning Scheme planning assumptions and the
SEQ Regional Plan and the resultant planning assumptions.

3.1. Population Projections
The DMaTT tool utilises population projections as the control total for property based
projected residential dwellings and population at a SA2 catchment and small area catchment
scale that has regard to:
• Queensland Government (QGSO) Medium and High Series population projections
2023 edition;
• the 2021 baseline population based upon land use information which may result in
variations to 2021 QGSO population projections at a SA2 level (i.e. higher/lower
2021 population than projected by QGSO);
• approved development which may result in variations to QGSO population
projections at a SA2 level;
• realistic availability of land supply and development capacity that considers
development allowable under such planning instruments as the Noosa Planning
Scheme and existing land uses where properties are already substantially developed
and don’t have any realistic capacity for future development; and
• the SEQ Regional Plan such as planning for development within the urban footprint
and dwelling benchmarks.
Small area catchments have been utilised for properties zoned medium and high density
residential and emerging communities to facilitate the consideration of:
• SEQ Regional Plan consolidation and expansion dwelling benchmarks;
• realistic availability of land supply and development capacity within consolidation
areas; and
• the timing and ability to service with infrastructure.
Refer to Section 4 regarding the testing and validation of population projections.

3.2. Baseline land use
DMaTT utilises baseline and a property level of detail as the source for existing dwellings
and non-residential GFA. Baseline land use was originally based on ratings land use data
provided by Noosa Council and translated into Queensland Planning Provisions - version 3.0
(25 October 2013) land use definitions.
Land use data on each property has been checked and updated using the latest MetroMap
aerial photography, completed development approvals and cross checked against
Department of Natural Resources and Mines land use data. In addition, dwelling counts have
been compared and checked against 2021 ABS Census mesh block data.
Baseline GFA was initially captured using Sunshine Coast Regional Council building
footprint and levels of GFA data. The building footprint data was checked for every property
with a non-residential use for accuracy and updated based on a more accurate digitisation of
the building footprint, lot area if group titled or completed development approval. Where
Council building footprint data was used (estimated at <10%) any footprint with 2 or more
storeys of GFA was checked using Google Street View to confirm the levels of GFA and
calculated GFA. Overtime GFA data has improved by capturing the GFA from approved
development.
The baseline land use information contains the number of existing detached and attached
dwellings (i.e. dwelling house, dual occupancy, multiple dwelling, retirement villages etc) and
the amount of GFA for non-residential land uses (i.e. shop, office, low impact industry) for up
to 10 specific land uses on a property (i.e. multiple dwelling, shop, food and drink). The
baseline land information also captures vacant land as a land use type.
Mapping of baseline land use is available within Unitywater’s Netserv Plan planning
assumptions mapping portal available here: https://www.unitywater.com/building-and-
developing/reference-library
3.3. Dwelling occupancy rates
DMaTT utilises dwelling occupancy rates for detached and attached dwellings for ABS SA2
catchments based on 2021 ABS Census dwelling and population data by dividing the
population by the total number of detached or attached dwellings. Attached dwellings consist
of apartments and semi attached dwellings. Detached dwellings consist of separate houses.
Dwelling occupancy rates for attached and detached dwellings are applied to existing and
future forecast dwellings and are reviewed every 5 years with release of new Census data.
Dwelling occupancy rates by ABS SA2 catchment are provided in Table 1.

3.4. M2 GFA per employee conversion rates
DMaTT utilises m2 GFA per employee conversion rates to covert GFA by land use type into
the number of employees. The conversion rates are based on land use and business
surveys (i.e. City of Sydney and City of Melbourne data) and previous economic studies,
conversion rates used by Councils in Local Government Infrastructure Plans. Calculated
2021 employment was compared to latest available employment data to validate conversion
rates.
Conversion rates for individual land use types are provided in Table 2.

3.5. GFA & Employment projections
The DMaTT tool utilises GFA projections as the control total for property based projected
GFA at a sub planning scheme zone scale with projections for specific unique density
provision areas that has regard to:
• latest available employment from Noosa Council, ABS and Forecast ID for
benchmarking against employment forecasts;
• projected employment in line with projected population growth;
• increasing levels of employment self containment over time;
• the 2021 baseline GFA based upon land use information;
• approved development;
• realistic availability of land supply and development capacity within specific density
provision areas that considers development allowable under such planning
instruments as the Noosa Planning Scheme and existing land uses where properties
are already substantially developed and don’t have any realistic capacity for future
development; and
• the SEQ Regional Plan such as planning for development within the urban footprint
and employment benchmarks.
Projected employment growth was based on applying GFA to employee conversion rates for
each specific density provision area (see Section 3.6) to projected GFA (i.e. 3,201 m2 GFA /
100 = 32 employees).
Refer to Section 4 regarding the testing and validation of GFA projections.
11

3.6. Development Approvals
Council development approvals are a key input for a DMaTT forecast model. Unitywater
captures and maintains spatial information for uncompleted development approvals by:
• Downloading development application data provided by Noosa Council’s planners;
• Filtering the data for MCU and RaL approvals, changes of approval;
• For each new approval:
o Create a GIS record and polygon;
o Look up the approval using DA Tracker;
o Use the Decision Notice to capture the number of approved attached,
detached dwellings and/or GFA by land use type (up to 10);
o Apportion the approval if over multiple properties;
o If the development approval is partially complete, capture approval
information that applies specifically to the balance lot;
o If the development approval is a preliminary type approval or creates lots for
future development, apply development densities to the unconstrained land
area to calculate the approved dwellings and/or GFA
o Capture the application number, description and decision date; and
o Populate the commencement date of the approval based upon its currency
period that is brought forward if development activity is seen using the latest
aerial photography.
• For existing approvals:
o Check/update each approval for completion / part completion;
o Check for a new approval that supersedes a previous approval;
o Update the spatial extent of the approval if required; and
o Check/update the status of the approval and update the commencement date
(i.e. development activity, extension to the currency period).
• For completed approvals;
o Transfer data to the baseline land use GIS layer; and
o Remove the development approval from the GIS layer.
12
Page 13

3.7. Noosa Scheme density provisions
DMaTT utilises development criteria from the Noosa Planning Scheme to apply to the
developable area of a property to determine ultimate dwellings or GFA. The extracted
development criteria are compiled for each unique combination of provisions to create
density provisions. All density provisions are derived from the allowable development
criteria within the Noosa Planning Scheme that have been validated against the
development yields of approved development and reflect the variations in the type and scale
of development.
This included the consideration of:
• Zoning;
• Local Plans;
• Precincts / Sub Precincts;
• Specific property provisions;
• Building Heights;
• Site cover;
• On-site car parking requirements and impacts on site cover; and
• Reconfiguration of a Lot minimum lot sizes
Table 3 contains a list and description of DMaTT density provision parameters. How density
provisions are used in the calculation of ultimate development is outlined in section 3.9.
DMaTT density provisions for the Noosa Planning Scheme are provided in Table A1.
In addition to zone based density provisions, DMaTT utilises specific density provisions for
local planning areas that override zone based density provisions. Local planning areas are
used where further planning has been undertaken (e.g. master plans, structure plans, priority
development areas) or future development will occur beyond the life of the planning scheme
(e.g. land within the urban footprint but not currently zoned urban).
To address realistic supply, development production bands have been set for each density
provision with the number of dwellings and GFA that can be produced per year.
Development production bands have been set based upon observed development rates and
regulate projected growth.

3.8. Development constraints
DMaTT utilises development constraints to calculate the developable area of a property by
removing the constrained land area from the property area. The developable area works in
partnership with land use and density assumptions when considering additional land
requirements for roads and park (see Section 3.7). Development constraint GIS data was
obtained from the Noosa Planning Scheme or from QSpatial. Exclusions were made for
specific areas where certain constraints were mitigated or did not impact on development
(i.e. industrial allotments).
Sources of GIS data were selected based on the best available information. A list of
development constraints, how they are used, and data sources are provided in Table 4.
The resultant development constraints layer was developed and validated against the
development extent of current development and approved development and the calculated
development yields using density and constraint assumptions. The validation process
confirmed what constraints and what levels of constraint impacted on the determination of
the developable area. Examples are shown in Figure 3 below. As shown in the examples
below, through the development approval process certain areas of constraints have been
mitigated that increase development yield. As such, development constraint assumptions
and calculated development yield in areas where future subdivisions will occur are seen to
be conservative.

3.9. Ultimate development calculation process
DMaTT calculates ultimate detached dwellings, attached dwellings, population, GFA and
employment using captured development approvals, density provisions, developable area of
land and m2 GFA per employee conversion rates. Ultimate development is used as the
source of available growth and as a cap to projected dwellings and GFA (i.e. projected
property growth cannot exceed ultimate).
DMaTT uses the following formulas in calculating ultimate development:
• Ultimate dwellings: (Area – Constrained Land =Developable area (ha)) - (easement
buffer where applicable (if developable area meets the min area)) x Dwell/ha
• Ultimate population: Ultimate dwellings x Dwelling Occupancy (detached or attached)
• Ultimate GFA: (Area – Constrained Land =Developable area (ha)) - (easement buffer
where applicable (if developable area meets the min area)) x Site Coverage x Max Num
Non Res Floors
• Ultimate employment: Ultimate GFA / m2 GFA per employee
A number of adjustments are made automatically including:
• Where a property does not have the minimum lot size, ultimate is capped at 1
detached dwelling.
• Where baseline and overriding development approval dwellings or GFA exceeds
ultimate, ultimate is amended to reflect baseline data.
3.10. Propensity for Development
DMaTT uses development sequencing criteria loaded into a Bayesian Network (BN) to assist
in the analysis of the propensity for development, the testing of growth projections and to
forecast the sequence of development and growth for any property with capacity for further
development under the Noosa Council planning scheme. The approach maps the
relationships between development sequencing criteria (nodes) through a BN to determine
the propensity for development (i.e. if land is vacant and has a development approval, the
propensity for development is very high). In addition, the sequencing criteria has an effect to
filter and sort properties which may be developed but not developed to the development
yield allowed under the Noosa Council planning scheme.
The BN is used to score (from 0-1) each property against a range of criteria (e.g. land
vacancy, development approval, financial feasibility and proximity to infrastructure) for any
property with the capacity for further development. The higher the combined score (which is
known as development desirability index), the higher the propensity for development. To
achieve a high development desirability index score, a property is required to achieve a high
score across all criteria. Where a property has multiple development factors within the main
criteria, the highest factor is used (i.e. is vacant inside the PIA, vacant factor is applied).
17
Page 18
l Noosa Netserv Plan Planning Assumptions June 2024
Within a DMaTT model, growth is automatically allocated to properties with the highest
development desirability index (DDI) until the aggregate of all property growth achieves set
population projections or GFA zone projections for each cohort year. For example, in early
cohort’s growth is allocated to properties with the highest DDI and in later cohort’s growth is
allocated to properties with the next highest DDI. The DDI is calculated at each projection
year and is continually variable to reflect changed conditions over time.
DMaTT development sequencing criteria within the BN considers:
• Development influences:
o Vacant land;
o Ownership;
o Property age;
o Existing land use; and
o Priority Infrastructure Area.
• Proximity to development;
• Approvals and applications:
o Development approvals (MCU, RaL, building);
o Connection approvals
o Development applications; and
o Infrastructure agreements.
• Development margin;
• SEQ Regional Plan Growth Monitoring Program Financial Feasibility Model
(FFM);
• Proximity to existing and future infrastructure
o Water & sewer;
o Local and main roads; and
o Public transport.
Many of the above criteria relate to the ability to service with infrastructure (i.e. development
or connection approval, location within the PIA, PDA or structure planned area, proximity to
existing and planned infrastructure) whereby growth is allocated to properties with an ability
to service before other properties where possible.
To ensure robustness and transparency, the DDI score and individual node values for each
property are published within a GIS layer and included as part of the forecast model
documentation.
The configuration of each node is also set within the model website interface as shown
below in Figure 4.
18
Page 19
l Noosa Netserv Plan Planning Assumptions June 2024
Figure 4 - BN Node configuration
The relationships between development sequencing criteria (nodes) in the DMaTT BN is
shown in Figure 5. As shown in Figure 5, development sequencing criteria combines into
four main criteria namely, development influences, development margin, proximity to
development, approvals and application, financial feasibility and proximity to existing and
future water, sewer, road and train station infrastructure. Each criterion has a weighted
development factor score based upon its influence in determining the propensity for
development.
The development sequencing criteria and associated development factor scores are shown
in Table 5.
The applied weightings and an example of how individual criteria scores result in a DDI
score is shown in Figure 6.

4. Forecast Model Scenario Testing and Validation
A key function of the DMaTT tool is the ability to run a forecast model with different growth
projections, development densities and timing of development within future development
areas. The NSC model has been developed through an iterative process of developing and
configuring of growth projections, development densities and the timing of development
assumptions, running the model and reviewing and testing the model outputs.
Each model export is reviewed to validate that forecast growth and the forecast sequence of
development is reasonable and credible having regard to the:
• timely incorporation of current and approved development;
• calculated development yield (based upon development densities and constraint
assumptions) is consistent with similar approved development;
• utilisation of vacant infill and greenfield land supply;
• available development capacity (ultimate development) of land within a population or
GFA projection catchment to accommodate forecast growth;
• realistic availability of development capacity to guide growth projections (i.e. in infill
areas, looking at realistically available capacity on vacant land or land substantially
undeveloped such as having a detached house or outbuilding, excluding capacity on
properties with existing attached dwellings and non-residential); and
• propensity for development of land and the associated forecast sequence of
development.
Subsequent amendments are then made growth projections, development densities and the
timing of development assumptions and run within a new forecast model. The process is
then repeated until forecast growth and the forecast sequence of development is reasonable
and credible having regard to the above. Typical examples of scenario testing resulting in
amendments to population or GFA projections include:
• where newly created vacant residential or non-residential lots (where there is
evidence that new dwellings or non-residential buildings are being constructed) are
not sequenced for development and require an increase to the population or GFA
projections to accommodate growth and redistribution of growth from another
typically adjoining catchment where possible;
• development approvals commencing within its currency period resulting in forecast
growth that exceeds population or GFA projections and require an increase to the
population or GFA projections to accommodate approved development and
redistribution of growth from another typically adjoining catchment where possible;
• population or GFA projections exceed the available development capacity of land
within a catchment and require a decrease in population or GFA projections and
redistribution of growth to another typically adjoining catchment where possible; or
• forecast development is occurring on properties with a low propensity for
development or exceeds realistic availability of development. This is typically
represented by the forecast sequence of development on properties which are
already substantially developed and have marginal capacity for further development
and require a decrease in population or GFA projections and redistribution of growth
to another typically adjoining catchment where possible.

5. Consistency with LGIP planning assumptions
Under Chapter 4B Part 1 Section 99BK of the South-East Queensland Water (Distribution
and Retail Restructuring) Act 2009 Unitywater’s Netserv Plan planning assumptions must be
consistent with the relevant planning assumptions for Noosa’s Shires Local Government
Area. Noosa Shire and Unitywater share a common set of planning assumptions
guaranteeing consistency.
The following sections summarise the Netserv Plan planning assumptions.
5.1. Residential Population
As shown in Figure 7, Netserv Plan resident population planning assumptions sit between
2023 edition medium and high series population projections. As shown in Figure 8, most net
residential population growth is occurring in the Noosa Hinterland (Noosa) SA2 catchment.
Figure 7 - Netserv Comparison of Residential Population Assumptions
Figure 8 - Netserv Plan Net Residential Population Growth
26
Page 25
l Noosa Netserv Plan Planning Assumptions June 2024
5.2. Employment
As shown in Figure 9, Netserv Plan employment planning assumptions are in line with
population planning assumptions. It has been identified that the 2046 Shaping SEQ
employment baseline is not in line with projected dwelling and population growth. It is likely
that the 2046 Shaping SEQ employment baseline was not adjusted when the 2046 dwelling
target was adjusted between the Draft and Final Shaping SEQ document.
As shown in Figure 10, most net employment growth is occurring in the Noosa Hinterland
(Noosa) and Noosaville SA2 catchments utilising GFA and employment supply within
centres, industrial zones and the Noosa Shire Business Centre.

6. Consistency with SEQ Regional Plan
Under Chapter 4B Part 1 Section 99BK of the South-East Queensland Water (Distribution
and Retail Restructuring) Act 2009 Unitywater’s Netserv Plan planning assumptions must be
consistent with the SEQ regional plan (Shaping SEQ).
Table 6 below addresses how the Netserv Plan planning assumptions for the Noosa area
are consistent with relevant matters within the SEQ Regional Plan.
Table 6 - Consistency with SEQ Regional Plan matters
Goal 1: Grow
Element 1: Efficient • Unitywater’s planning assumptions support the
Land Use servicing of development under the Noosa planning
scheme, approved development, and future
development within the Urban Footprint.
• Future redevelopment areas consider locations
which are not currently zoned for development but
are within the Urban Footprint (e.g. rural zones).
Additionally, locations where spare capacity exists in
water and sewer infrastructure, or existing networks
can be cost-effectively augmented or when existing
development is not the highest and best use of land
that can fully utilise the capacity of existing and
planned infrastructure (water, sewer, transport).
• The 2021 consolidation/expansion dwelling ratio is
72/28. By 2046, the consolidation/expansion
dwelling growth ratio based upon the Netserv Plan
planning assumptions and the same existing urban
area extent is 71/29. This achieves ShapingSEQ’s
preferred 70/30 of total dwelling composition.
• Of the 5,467 additional dwellings by 2046, 3,393
(62%) are consolidation and 2,074 (38%) are
expansion. This growth maintains the 60/40
consolidation expansion dwelling growth ratio
outlined in ShapingSEQ.
• The Netserv Plan planning assumptions utilise land
available for development within the Urban Footprint
based upon the Noosa Planning Scheme, approved
development, any applicable structure plans or
master plans.
• The location of growth within the Netserv Plan
planning assumptions consider the proximity to
existing infrastructure and plans for service future
development areas. Refer to Section 3.10
• Netserv Plan density assumptions exceed Shaping
SEQ net residential densities. Refer to Appendix 2.
28
Page 27
l Noosa Netserv Plan Planning Assumptions June 2024
Element 2: Housing • The Netserv Plan planning assumptions exceed
Supply Shaping SEQ dwelling supply targets.
• Development approvals inform Netserv Plan planning
assumption’s approved dwelling supply between 2021 –
2031 rather than using available dwelling supply which
is influenced by external factors to Unitywater or
Council.
• Netserv Plan planning assumptions dwellings by 2031 is
32,986 compared to the Shaping SEQ dwelling target of
30,500. Netserv Plan planning assumptions dwelling
growth by 2031 is 1,957 compared to the Shaping SEQ
target of 2,200 additional dwellings.
• Netserv Plan planning assumptions dwellings by 2046 is
36,496 compared to the Shaping SEQ dwelling target of
33,300.
• Netserv Plan planning assumptions dwelling growth
between 2021 and 2046 is 5,467 additional dwellings
compared to the Shaping SEQ dwelling target of 5,000
additional dwellings.
Element 3: Housing • The Netserv Plan dwelling planning assumptions are
Diversity generally consistent with Shaping SEQ dwelling diversity
targets as shown below.
• The Netserv Planning Assumptions forecasted the
following for total dwelling composition:
o In 2021 detached dwellings total composition of
the housing supply decreased from 66.1% to
59.1% in 2046.
o In 2021 attached dwellings total composition of
the housing supply increased from 33.8% to
40.9% in 2046.
o Netserv Plan 7% decrease in detached in favour
of attached housing supply is generally in
alignment with ShapingSEQ 9% change.
29
Page 28
l Noosa Netserv Plan Planning Assumptions June 2024
o In 2021 low-rise attached dwellings total
composition of the housing supply increased
from 30.7% to 35.9% in 2046.
o In 2021 Medium rise attached dwellings total
composition of the housing supply increased
from 3.1% to 5% in 2046.
• The Netserv Planning Assumptions forecasted the
following for new dwelling growth:
o Detached dwellings comprise 19.1% of future
development, compared to 14% target.
o Attached dwellings comprise 80.9% of future
development, compared to 86% target.
o Attached dwellings comprise 64.5% low-rise and
16.4% medium rise of the future housing supply.
• Netserv Plan planning assumptions dwelling
composition & new dwelling growth meets the servicing
needs and demands of ShapingSEQ benchmarks.
Where ShapingSEQ benchmarked growth for low-rise
attached dwellings, Netserv met the demand with the
higher servicing for medium rise attached dwellings
achieving diversity of housing choice and gentle density
options.
Element 4: Social • Netserv Plan planning assumptions support the
Housing and Affordable servicing of development under the Noosa planning
House scheme, approved development, and future
Element 5: Growing development within the Urban Footprint.
Rural Towns and
Villages
Goal 2: Prosper
30
Page 29
l Noosa Netserv Plan Planning Assumptions June 2024
Element 1: High- • Netserv Plan planning assumptions support the
Performing Outward- servicing of development under the Noosa planning
Focused Economy scheme, approved development and future development
within the Urban Footprint. Including growth within and
surrounding major employment centres (e.g. Noosa
Shire Business Centre).
• The Netserv Plan employment planning assumptions
are calculated by levels of current and approved
development and maintaining alignment of employment
growth with total population growth. Netserv Plan
employment planning assumptions between 2021 &
2046 is 6,707 new employees compared to
ShapingSEQ’s target of 12,100.
• The Netserv Plan planning assumptions percentage of
employment growth to total population growth can be
seen below.

Appendix 3 - Network Demand Projections
Unitywater’s Netserv Plan contains demand projections which form the basis of Unitywater’s
planning assumptions for network master planning, Unitywater’s capital works program and
schedule of planned trunk works expressed in Equivalent Persons (EP).
Residential demand projections are sourced from the Netserv Plan population forecasts
(resident and non-resident) and non-residential demand projections are based on the
Netserv Plan GFA forecasts and calculated network demand within DMaTT utilising
EP/100m2 GFA conversion rates contained with the Netserv Plan.
Residential and non-residential demand projections have been summarised by future water
supply and sewerage service catchments. Future service catchments reflect the future
service areas where water supply and sewerage infrastructure will be provided to
accommodate growth from development under the Moreton Bay Planning Scheme,
approved development and development within the Shaping SEQ Urban Footprint to 2056.
