l Noosa Netserv Plan Planning Assumptions June 2024
6. Consistency with SEQ Regional Plan
Under Chapter 4B Part 1 Section 99BK of the South-East Queensland Water (Distribution
and Retail Restructuring) Act 2009 Unitywater’s Netserv Plan planning assumptions must be
consistent with the SEQ regional plan (Shaping SEQ).
Table 6 below addresses how the Netserv Plan planning assumptions for the Noosa area
are consistent with relevant matters within the SEQ Regional Plan.
Table 6 - Consistency with SEQ Regional Plan matters
Goal 1: Grow
Element 1: Efficient • Unitywater’s planning assumptions support the
Land Use servicing of development under the Noosa planning
scheme, approved development, and future
development within the Urban Footprint.
• Future redevelopment areas consider locations
which are not currently zoned for development but
are within the Urban Footprint (e.g. rural zones).
Additionally, locations where spare capacity exists in
water and sewer infrastructure, or existing networks
can be cost-effectively augmented or when existing
development is not the highest and best use of land
that can fully utilise the capacity of existing and
planned infrastructure (water, sewer, transport).
• The 2021 consolidation/expansion dwelling ratio is
72/28. By 2046, the consolidation/expansion
dwelling growth ratio based upon the Netserv Plan
planning assumptions and the same existing urban
area extent is 71/29. This achieves ShapingSEQ’s
preferred 70/30 of total dwelling composition.
• Of the 5,467 additional dwellings by 2046, 3,393
(62%) are consolidation and 2,074 (38%) are
expansion. This growth maintains the 60/40
consolidation expansion dwelling growth ratio
outlined in ShapingSEQ.
• The Netserv Plan planning assumptions utilise land
available for development within the Urban Footprint
based upon the Noosa Planning Scheme, approved
development, any applicable structure plans or
master plans.
• The location of growth within the Netserv Plan
planning assumptions consider the proximity to
existing infrastructure and plans for service future
development areas. Refer to Section 3.10
• Netserv Plan density assumptions exceed Shaping
SEQ net residential densities. Refer to Appendix 2.
