l. Forecast modelling scenario testing and validation
3.1. Population Projections
The DMaTT tool utilises population projections as the control total for property based
projected residential dwellings and population at a SA2 catchment and small area catchment
scale that has regard to:
• Queensland Government (QGSO) Medium and High Series population projections
2023 edition;
• the 2021 baseline population based upon land use information which may result in
variations to 2021 QGSO population projections at a SA2 level (i.e. higher/lower
2021 population than projected by QGSO);
• approved development which may result in variations to QGSO population
projections at a SA2 level;
• realistic availability of land supply and development capacity that considers
development allowable under such planning instruments as the Noosa Planning
Scheme and existing land uses where properties are already substantially developed
and don’t have any realistic capacity for future development; and
• the SEQ Regional Plan such as planning for development within the urban footprint
and dwelling benchmarks.
Small area catchments have been utilised for properties zoned medium and high density
residential and emerging communities to facilitate the consideration of:
• SEQ Regional Plan consolidation and expansion dwelling benchmarks;
• realistic availability of land supply and development capacity within consolidation
areas; and
• the timing and ability to service with infrastructure.
Refer to Section 4 regarding the testing and validation of population projections.
