EXECUTIVE SUMMARY
At the Ordinary Meeting on 4 June 2015, Council approved the construction of a new lifesaving
storage shed at Noosa Spit adjacent to the sand pumping compound. The new shed will store
both lifeguard service and lifesaving support services equipment and will replace the existing
dilapidated shed at the end of Hastings Street (near the resort complex known as ‘No.2 Hastings
Street’). In accordance with conditions in the associated Decision Notice, the existing shed will be
removed allowing the area to be returned to public open space. Removal of the shed also allows
Council’s Infrastructure Services Department to undertake a cost benefit analysis to consider a
new western boardwalk link joining the current boardwalk immediately east of the current shed
location. This project (if ultimately approved by Council) will significantly improve pedestrian
connectivity west into Noosa Woods and is expected to increase the community’s use and
enjoyment of the area.
Surf Lifesaving Queensland will fund construction of the new storage shed and have requested a
20 year lease over the new shed to provide security of tenure given their investment and
commitment to providing ongoing lifesaving services. SLSQ’s 20 year lease proposal is
recommended to provide Surf Lifesaving Queensland with appropriate tenure to support ongoing
operations.
RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 7 November 2017 and:
A. Authorise the CEO to enter into negotiations for a 20 year lease to Surf Lifesaving
Queensland Inc. over part of Lot 115 MCH839107; and
B. Apply the exception to the requirement for tendering of the lease under Section 236 (1) (b)
(ii) of the Local Government Regulation 2012 as the lease is to a community organisation.
REPORT
The purpose of this report is to seek Council’s endorsement to grant a 20 year lease to Surf
Lifesaving Queensland (SLSQ) for a new storage shed to be constructed on Lot 115
MCH839107 located on Noosa Spit Recreational Reserve Claude Batten Drive Noosa Heads
(Attachments 1 & 3).
