GENERAL COMMITTEE MEETING AGENDA 13 SEPTEMBER 2021
2. Background
The section of the report effectively creates a library of all of the previous reports to Council on this
issue stretching back over the last 4 years.
The CEO provided two reports to a Special Council meeting on 13 October 2017 which set out the
background to negotiations to that point, some information about the land and its tenure and details
of a proposed MOU (see attachment 1 to the “Further Report” below).

The report to the Special Council meeting on 27 June 2018 can be downloaded from Council’s
website:
That report includes a copy of:
the contract entered into between the State government, Noosa Council and Noosa Parks
Association (see attachment 2 to that report)
the contract entered into between Noosa Council and Noosa Parks Association (see
attachment 3 to that report).
In May 2019, the CEO provided the Council with an update report on progress with this project. That
report updated Council on a range of issues including:
details of the contract signing
an update on the work of the Transition Committee (see section 5 below for the latest
information)
an update on the first tranche of tenure transfer to National Park
an update on the harvesting of existing pine plantations by HQP and DAF (see section 2 below
for the latest information)
opportunities for third parties to become involved in the remediation (see part 4 of this report).
That 7 May 2019 update report by the CEO can be found on Council’s website
(https://www.noosa.qld.gov.au/downloads/file/606/2019-05-07-planning-environment-committee-
agenda-pdf).
Most recent Council report:
On 7 July 2020, the CEO provided an update report to the incoming Council on this project. That
report provided a good summary of the history of the project and flagged to Council the ongoing
negotiations with Greenfleet and the Kabi Kabi and the opportunity to make this award-winning
project even better.
A copy of that full report can be found on Council’s website
(https://www.noosa.qld.gov.au/downloads/file/2274/2020-07-07-planning-environment-committee-
agenda)
1 Reports leading up to the signing of the MOU and also the subsequent signing of contracts were initially
classified as confidential. This was at the request of the State government as the negotiations were leading to
Ministerial announcements. In the case of both the MOU and the subsequent contracts, Council removed
confidentiality upon the signing of the MOU and contracts and the Ministerial announcements. The MOU and
contracts are on Council's website as part of the Council agendas.
