GENERAL COMMITTEE MEETING AGENDA 13 SEPTEMBER 2021
The proposed new contracts between the State Government and Greenfleet and between Greenfleet
and Kabi Kabi (the ILUA) are relatively complex but Council is not party to those agreements nor
does it need to be. The consequential changes to the MOU, existing contract between the
State/Council/NPA and the existing contract between Council and NPA are relatively straightforward.
Nevertheless, the changes to those agreements are being checked by Council’s legal advisers prior
to signing to make sure they achieve the outcomes above.
5. Chairing the Transition Committee
One of the reasons this project has been successful has been because of the long term working
relationships that have been established via the Transition Committee. The Committee is not a
decision making forum per se but it acts as a clearing house to co-ordinate the management of the
project.
There has been stable membership of that Committee and a co-operative environment has
developed where all parties are working towards the same goal.
The Transition Committee has been chaired by the Noosa Council CEO since its inception.
To ensure the ongoing success of the project, the CEO is offering to continue to Chair the Committee
on an ongoing volunteer basis after his retirement. The other parties on the Transition Committee
are supportive of this approach. It will provide continuity and ongoing co-ordination for the Transition
Committee.
It is likely that the Council’s role in the Transition Committee will begin to diminish after the next 12
months or so. QPWS will take an increasingly important role as the project moves into operational
phases. Indeed, QPWS has recently established an operations group to manage the mechanics of
the proposed revegetation with that operations group including Greenfleet and the Kabi Kabi. The
Transition Committee will continue to play an important role until the land tenure issues have been
finalised with all of the land being transferred into National Park but as indicated elsewhere in this
report, that is likely to be finalised a year or more ahead of schedule.
