GENERAL COMMITTEE MEETING AGENDA 13 SEPTEMBER 2021
Current Status of these negotiations:
. The Staie govemment and Greenfles? are working through the legal complexities associated
with the proposal. The Stale government has provided Greenest with a pathway outlining
prescribed steps for the panies to follow to achieve the desired outcome.
. Council has assisted in facilitating discussions between the various parties as the outcome
would be a good one for the project. In particular, ihe Council faciftated discussions between
Greerfleet and the Kabi Kabi group.
. The State government is seeking formal “in principle” agreement from the onginal project
partners to proceed with the proposal from Greenfleet.
What the Greenfleet proposal means for Council:
. Council currently has remediation obligations for the pine forest areas (capped at $125,000
per year 5 years). This obligation only begins 5 years afer the signing of the ofiginal
agreements. Noosa Parks Association has a similar obligation
. The proposal by Greenflest will achieve a better environmental outcome given its scale and
scope - approximately $4M investment and also covering the hardwood areas.

PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA T JULY 2020
. Council is negotiating with the State goverment about wnat would be required by Council if
the Greenflect proposal proceeds. At this stage, we are proposing that Council would not
need to undertake any further remediation work but tat rather, funding that we would have
otherwise committed to remediation would be quarantined for potential future acquisition of
more environmenial land in the Yurol Ringtail precinct if that opportunity arose. Noosa Parks
Association is proposing a simila approach. The State government appears comfortable
. if the State and Greenfieet are able to reach agreement in relation to the carbon offset issue
and the arrangements between Greenfieet and the Kabi Kabi are crystallised. then the
onginal contracts entered into between the State govermnment/Council/NPA will need to be
amended to reflect the new arrangements.
. The State goverment is currently seeking “in principle” agreement from all of the onginal
project partners to the proposal from Greenfleet to advance the negotiations.
. The recommendation above proposes that Council provide that “in principle” agreement to
enable the negotiations to continue. In the event thal those negotiations are successful and
contract vanations are required, the CEO would report hack to Council providing details of
any contraci variation and seek Council's approval to any such contract variations.
Overall, the proposal from Greenfleet io undertake broad scale and significant remediation is a
positive one that will further enhance the success of this project.
