15.    CONCLUSION & REASONS FOR DECISION
The application is proposing 186m² of commercial gross floor area, plus amenities and 1515m² of
residential gross floor area. While the proposal satisfies part of a need for housing choice, it is
contrary to the Planning Scheme which seeks to retain centres for predominantly business and
employment purposes. With regard to proposed planning scheme amendments and the need for
social housing, the applicant is not willing to enter into the draft deed of agreement to ensure the 4
units remain with a social housing provider for 10 years and therefore the proposal does not satisfy
the proposed scheme amendments. Further, the Food and drink outlet is likely to result in adverse
amenity impacts to the residents opposite the site and is located on a road that is not a primary active
frontage. Therefore, the proposal is recommended for refusal.
