EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Civil Operations Technical Officer to the Infrastructure and
Services Committee dated 2 February 2016 and award tender 1516T040 to SGQ Pty Ltd for a
contract value of $268,658.00 (excl. GST).
REPORT
An extensive slip occurred on Cooroy Belli Creek Road, Cooroy, during Ex Tropical Cyclone Marcia
in February 2015. Since the event, Council have had extensive design and testing completed.
Several options have been considered for the repair work with the method of soil nailing and wire
mesh considered the most appropriate.
As the slip occurred during a declared disaster event that is recognised by the Queensland
Reconstruction Authority (QRA), Council has received approval for funding for the slip repair under
the National Disaster Relief and Recovery Arrangements (NDRRA).
Under the NDRRA, Noosa Council will be required to contribute 25% of funds once a nominated
cost trigger point of $293,857.00 (excl. GST) is reached, however, QRA will not fund the project if
the trigger point is not reached. The trigger point is determined by the State Government.
The total QRA approval is for $376,725 (excl. GST).
The slip design and report was completed by a local geotechnical consultant, Grinceri & Associates
Geotechnical. The report has recommended that the slip repair be broken down into 3 components:
i) Downhill Slip Repair
ii) Uphill Slope Stabilisation
iii) Culvert Replacement.
A copy of the report has been made available in the Councillors’ Room.

INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 2 FEBRUARY 2016
1. Tender Process
A request for tender was advertised locally and nationally in accordance with Noosa Council’s
Procurement Policy. The tender consisted of three portions, consistent with the consultant’s
recommendation, as shown above.
2. Tender Assessment
Seven tenders were received and the tender evaluation panel carried out an assessment of the
seven conforming tender submissions from the following suppliers.
1) Carruthers Contracting
2) EarthTec Pty Ltd
3) GEO Stabilise Pty Ltd
4) Geovert Ground Engineering Pty Ltd
5) Nathan Contractors Pty Ltd
6) Sunshine Coast Consulting Pty Ltd
7) SGQ Pty Ltd.
The tenders were evaluated using the following criteria:
Capability and Resourcing
Contract Experience & Capacity
Methodology
Quality
Health & Safety
Environment Sustainability
Contribution to Local Economy
Price.
The evaluation methodology considered non-price elements (60% of the score) and a price
component (40% of the score).
3. Submissions
The tenders were evaluated using an evaluation Matrix (Attachment 1) with SGQ Pty Ltd scoring
the highest. The second highest scoring tender was from Geo Stabilise Pty Ltd and the third highest
score being from EarthTec.
SGQ Pty Ltd, a Sunshine Coast based company, have elected to project manage the overall
project whilst utilising some local and non-local sub-contractors to complete the works. The
nominated sub-contractor for doing the main component (soil nailing and mesh installation) is Rix
Group, a specialist in this line of work and based in Brisbane. The sub-contractor nominated for
rock pitching is Stacked Stone, a local specialist from Noosaville.
Whilst Geo Stabilise Pty Ltd submitted the lowest tender price element, SGQ Pty Ltd demonstrated
a higher capability in the majority of the non-price elements to deliver the works. As such, SGQ
Pty Ltd is recommended as the successful supplier due to the overall value for money to project
delivery.
4. Programme
Once the contract is awarded, a programme will be scheduled and work will commence as soon
as practical. It is envisioned that work will commence in March 2016 and will take approximately
4-6 weeks to complete.

INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 2 FEBRUARY 2016
Previous Council Consideration
Nil.
Finance & Risk
There is an allocation of $400,000 in the 2015/16 financial year for the Cooroy Belli Creek Road
slip repair.
QRA have assessed that the project is eligible for national disaster relief funding arrangements,
with the remaining component being funded by Noosa Council. The table below shows the
approval funding from QRA and the estimated project costs.
Component Description of Works QRA Estimated
Approval Total
($) Project Cost
($)
Component 1 Downhill Slip Repair $268,448.00 $217,547.62
Component 2 Uphill Slope Stabilisation $45,120.00 $25,796.62
Component 3 Culvert Replacement - $25,313.80
Design/ Design, Project Management, Q Leave, Contingency $63,157.00 $35,000.00
Management
Totals $376,725.00 $303,658.04
The total construction cost is estimated to be $303,658.04 (excl. GST). Noosa Council will be
required to contribute 25% of the costs for the eligible components. This will result in Noosa Council
contributing $75,914.51 and the QRA contributing the remaining $227,743.53.
If the completed project cost is less than the trigger point ($293,857), Noosa Council will be
required to pay the full amount.
Noosa Council has receipted an initial funding amount of $84,763.75 from QRA. This will be
required to be paid back in full if the project is under the trigger point.
Maintenance crews have cleaned the drains and made the area safe and continually monitor the
area, however, there is a high risk of further slipping if the repair is not completed as soon as
practical.
Consultation
External Consultation - Community & Stakeholder
Council held an industry pre tender briefing on 25 November 2015 to all interested contractors.
Council will also be in consultation with members of the public that will be directly affected by road
works once the contract has been awarded.
Internal Consultation
Finance, Procurement & Civil Operations.

Attachments 1. Capital Projects Delivery Status, 31 December 2015
EXECUTIVE SUMMARY
The project delivery status report is presented regularly to the Infrastructure and Services
Committee. The report highlights projects that have been either completed or nearing completion
and a general overview of projects being delivered.
This report also provides a capital project delivery spreadsheet (Attachment 1) that provides a
general overview of the projects’ status and general performance as the projects are being
delivered. The capital delivery project dashboard has been incorporated into this attached
spreadsheet to demonstrate an individual project’s status and overall delivery status.
RECOMMENDATION
That Council note the report by the Asset Planning Coordinator to the Infrastructure & Services
Committee Meeting dated 2 February 2016 providing an update on the status of the projects being
delivered in the 2015/16 Capital Works Programme.
REPORT
The purpose of this report is to inform the Infrastructure & Services Committee of the overall status
of the Capital Works Programme projects. The report also provides an opportunity to highlight and
discuss projects within the Programme and also confirm the completion of projects as they are
being delivered throughout the 2015/2016 financial year.
1. Current Projects
The project delivery approach for 2015/16 is to have the majority of projects well underway and/or
construction nearing completion in the third quarter of the financial year. This approach is to ensure
that projects are finalised and resources are ready for the next financial year. There are currently
121 active projects in the 2015/16 Capital Programme with a value of $29.77m (not including
Emergent Works reserve) as of 31 December 2015.
The major project and focus for project delivery and design staff in the first half of the financial year
was with the planning, design and commencement of construction for the Dr Pages Road upgrade.
This project is well underway and is currently on target for completion in early April 2016.

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Manager Infrastructure Planning and Design to the
Infrastructure & Services Committee Meeting dated 2 February 2016 and adopt the findings and
recommendations of the Noosa Traffic Study as prepared by Holland Traffic Consulting Pty Ltd.
REPORT
This report has been prepared specifically for Council to review and adopt the findings and
recommendations of the Noosa Traffic Study (the Study), as prepared by Holland Traffic Consulting
Pty Ltd.
1. Background
In 2006, Noosa Council adopted the Noosa Integrated Local Transport Plan 2016 (NILTP) which
was prepared by traffic consultant Colin Beard. This Plan has been utilised to guide the investment
in and delivery of transport related infrastructure from that time until now. Having reached the end
of its expected life, a review of the current traffic network has been undertaken and this review, if
adopted by Council, will replace the NILTP with the Study prepared by Holland Traffic Consulting
Pty Ltd. The Study has forecast traffic impacts and potential intersection augmentations to 2036.
2. Population Growth Rates and Base Traffic Volumes
Noosa Council has adopted population growth rates based on the latest 2015 State Government
Regional Growth Plan forecasts. These growth rates have a large bearing on predicting the traffic
growth and the implications of this growth on intersections and the existing road network. The
forecast population growth rates can be seen in Attachment 1 at page 22.
In addition to this forecast, a complete assessment of permanent road counters and supplemental
traffic counts were undertaken at high volume roads and intersections. This provided the latest
video count technology, thereby giving the study both accurate traffic count information as well as
video information for checking and validation.
This is set out and discussed in detail in the Study.

INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 2 FEBRUARY 2016
3. Noosa Traffic Study
The Study is primarily limited to road transport and is intended to inform Council of the current
status of the existing Noosa Shire road network and predict traffic growth to 2021, 2031 and 2036.
This will provide Council with the ability to assess likely traffic impacts and allow planning and
budgeting for any future road infrastructure upgrades that will be necessary to service the road
transport needs of the community into the future.
Importantly, one of the fundamental objectives of the Study has been to ensure that Noosa’s traffic
philosophy of the past continues into the future. To this end, there has been a strong emphasis to
ensure that traffic conditions found in cities (such as congestion, signalised intersections, four-lane
roads, and grade-separated fly-overs) will not be a consequence of development and future growth
in Noosa Shire.
Additionally, the Noosa Traffic Study will be used as a basis for the preparation of Local
Government Infrastructure Plan (LGIP) that the State Government requires Council to produce to
identify any needs related to new or upgraded infrastructure. The Study will also be used to guide
and inform preparation of the new Noosa Planning Scheme and assessment of future Development
Applications.
4. Key findings
The key findings of the Study are set out below:
A. Road Network
After complete analysis of current traffic volumes and growth rates based on the existing
planning scheme, no major new roads are required except the already identified
Beckmans Road duplication (covered under an existing De-maining Agreement).
The network will continue to operate under free flow conditions with no full signalised
intersections required based on the existing planning scheme, excepting peak period flow
metering.
B. Intersection Upgrades
Required intersection upgrades are included within the report based on growth rates with
the existing planning scheme.
The timing and trigger point for intersection upgrades are based on traffic volumes and
serviceability criteria including degree of saturation of intersections.
The cost of intersection upgrades can be subsequently estimated for inclusion in the
revised LGIP Infrastructure Plans.
A full copy of the Study is included at Attachment 1.
Finance & Risk
The study is a Council funded project and is within budget.

INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 2 FEBRUARY 2016
Consultation
External Consultation
No broad consultation with the community has been undertaken with this Study, as the study is
based on current traffic volumes and predicted traffic volumes based on planned population
growth.
The Study will be used to inform the broader Transport Strategy review which is currently underway
and will include extensive community and stakeholder consultation and engagement.
Internal Consultation
Internal consultation has been undertaken informally with other branches and an informal meeting
with Councillors held in September 2015 on the report progress.

4. Passenger Assistant at Noosa Heads Bus Station
One Sunbus passenger assistant was based at Noosa Heads Bus Station from 9.30am to 4.10pm
on the 29 and 31 December and 2 January (these days were selected based on busiest passenger
data from 2014/15). The passenger assistant addressed passenger enquiries and movements at
the station.
5. Feedback Survey
A feedback survey was available on Council’s website, Facebook, a link was referenced on the
Free Hiolday Bus posters and hard copies were distributed by the passenger assistant at the
Noosa Heads bus station. The survey consisted of 16 questions seeking feedback on areas such
as age, purpose of travel, satisfaction with trip, residential status, reasons for using the Free
Holiday Buses and awareness of public transport. Of the 16 questions, 5 of the questions were
targeted specifically at Noosa residents. A total of 65 surveys were completed (39 online & 26
hard copy). The passenger assistant reported that passengers were often unable to complete the
survey before their bus arrived.
Points of interest include:
Nearly 60% of respondents who caught a Free Holiday Bus had access to a car in Noosa.
The main reason people caught a free holiday bus was to avoid traffic and congestion, followed
by limited parking.
33% of users were satisfied with their trip and 61% were very satisfied.
71% of users caught a bus for recreational purposes e.g. to get to the beach, entertainment,
dining etc., 20% used it to perform errands such as shopping, 16% caught a bus to visit
friends/family and nearly 16% caught the bus to get to work (total is greater than 100% as people
could select more than one answer).
If the buses had not been free, 49% of the respondents would have driven their car and 20%
would have caught the bus anyway.
Street banners were the primary means by which people found out about the Free Holiday
Buses (28%), followed by word of mouth (26%), the newspaper (23%), and roadside traffic
signs/posters (13%).
The residential status of respondents included – Noosa Council residents (54%), Queensland
residents (11%), Sunshine Coast Council residents (14%),International visitors (14%) and
Interstate visitors (8%)
32% of respondents were aged between 26-40 years and 28% were 60 years and older.
Of the Noosa respondents, outside of the Free Holiday Buses, nearly 23% only catch a bus
once a year and 17% never catch a bus. The main reason cited for not catching public transport
was that it was inconvenient followed by cost.
When asked if there were free buses year round, would you/your household consider reducing
the number of vehicles you owned, 60% of respondents said yes!
The open ended feedback was mostly positive with requests for the service to run for longer and
for all buses to be free. There continues to be confusion/negativity about Route 620 & 631 which
are not part of the free services.

6. Noosa Heads Lions Park Car Park
The Noosa Heads Lions Park was to be used as a car park from 26 December 2015 – 10 January
2016 but was closed for two days during this period due to wet weather and, as such the park was
used for only 14 of the possible 16 days. Vehicles were charged a flat rate of $10. The car park
was managed by the Tewantin Noosa Lions Club with assistance from Council’s Civil Works
supervisor. There were a total of 5,683 cars with a daily average of 406 vehicles. (The total during
Xmas 2014/15 was 4,437 and the service ran for 1 extra day). The total income generated from
the car park was $56,830 with 60% of the parking revenue going to the Tewantin Noosa Heads
Lions Club. The remaining revenue is used to fund traffic control and park refurbishment.
7. Traffic Control
Two traffic control officers were employed from 26 December 2014 to 8 January 2015 (excluding
5 & 6 Jan due to weather), from 9.30am to 3.00pm each day to assist with traffic and pedestrian
movement. It is acknowledged that traffic control was not as effective this year, therefore a review
of traffic control operations will take place before the Easter Free Holiday Buses.

EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Project Officer to the Infrastructure & Services Committee
Meeting dated 2 February 2016 providing an update on the electric bus trial.
REPORT
The purpose of this report is to provide an update on the electric bus trial following the termination
of the original trial that was scheduled to commence in February 2016 with Patico Automotive Pty
Ltd as the electric bus supplier.
1. Contract Termination
The electric bus lease agreement with Patico Automotive Pty Ltd was terminated in November
2015 due to the contractor being unable to meet the required delivery date. The buses were
manufactured in the UK however, following testing, delays occurred as a result of technical issues
with the air conditioning system.
As the supplier could not meet the delivery date specified in the lease agreement, it was mutually
agreed that the agreement be terminated, and this was finalised in January 2016.
2. Department of Transport and Main Roads Support
The Department of Transport and Main Roads (TransLink) has confirmed that they remain
committed to the electric bus trial and will continue to support the trial as per the arrangements in
the existing Memorandum of Understanding.
TransLink are also supportive of the proposal to test the market on a satellite depot operation
based either at the Council Depot or a suitable site elsewhere in the Noosa area, subject to Sunbus’
support, and so long as it does not result in higher costs to the State during the trial.
This proposal has the benefit of reducing travel time from the current Marcoola depot thereby
increasing the range of the electric buses whilst servicing the route.
A further benefit of testing the market at this stage is that more electric bus manufacturers have
emerged since the original pre-feasibility study was undertaken in 2014. Additionally, battery
technology has improved which could mean greater range can now be achieved than previously.
Section 30
INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 2 FEBRUARY 2016
3. Fast Charge Infrastructure
Line marking has occurred in Diyan Street, Tewantin to allow for two electric buses to be fast
charged.
Two fast charge electric vehicle stations have been purchased and are currently stored at the
Noosaville Depot. The new Expressions of Interest electric bus specifications require the electric
buses to be compatible with the E-Station Cir Control Combination fast charger specifications.
4. Tender Process
Expressions of Interest for the electric bus trial will be advertised in early February with the
anticipated appointment of a Contractor in late February.
In order to reach a wide market, the tender will be advertised in the Australian Bus & Coaches and
the International Association of Public Transport publications.
5. Timeframes
February 2016 Appointment of electric bus contractor
March – August 2016 Procurement of electric buses
September – November 2016 Pre-trial testing of electric buses and charging infrastructure
December 2016 – May 2017 Six month electric bus trial (including two free holiday bus
periods at Christmas and Easter).
