186 Cooroy Noosa Road Tewantin Noosa Care NOTES OF PRE-LODGEMENT MEETING Date of Meeting: 10 November, 2010 at 10am Venue: Sunshine Coast Council 9 Pelican Street Tewantin Attendees: Sunshine Coast Council: Kerri Coyle (Manager Planning Assessment North) Denis Wallace (Senior Development Planner) Mark Lewis (Senior Engineering Officer) Applicant: John McCafferty (Paynter Dixon) Shiva Tabrizi ( Paynter Dixon Morag Gilbert (Buckley Vann Town Planning Consultant) Megan D Elton (Noosa Care) Steven Kidd (Noosa Care) 1. Purpose of meeting and key issues to be discussed were outlined. 2. Overview of the proposal and why the proposed amendments to the Preliminary Approval are required were outlined. The Overall Site Plan SK01 Rev P3 was tabled. 3. Want to ensure that that the proposed changes still only trigger a code assessable development. 4. Council stated that their concerns related to ensuring that the proposed changes to the preliminary approval are permissible changes (in terms of the Sustainable Planning Act 2009) and that the proposed changes would be unlikely to cause a person to lodge a submission, if allowed. If not, then an impact assessable development application will be required. 5. The Council provided a copy of the Code of Development for the site. Any future development application must comply with the provisions of this Code, or application must be made to change the Code of Development if needed. 6. Issues discussed: (a) Proposed GFA of new special care building The proposed GFA for the new special care building is 1,536m2, with 32 beds and 4 staff. The preliminary approval plan indicated a GFA of 1,320m2 with 24 beds and 4 staff. Proposed overall site cover is 20.3%. Council is not concerned with this increase, provided the overall GFA of the development does not exceed 12,2000m2, with a site cover of 30% as permitted in terms of Condition 2.5 of the approval. Population density must not exceed a maximum of 400 persons as provided for in Acceptable Solution A1.2 of the Code of Development. 140 Brunswick Street Fortitude Valley Q 4006 (b) Setback to rear boundary PO Box 205 Fortitude Valley Q 4006 Tel 07 3852 1822 The proposal includes a driveway along part of the rear boundary of the site. Approx 1.5m Fax 07 3852 1750 is provided for landscaping along the rear boundary. This was discussed in the context of ABN 45 056 421 759 Condition 2.10 of the Preliminary Approval which states: [email protected] -1- www.buckvann.com.au

A minimum landscape setback of 6 metres shall be provided to all boundaries, apart from existing
development, with existing vegetation retained and reinforced in the setbacks to maintain the amenity
of adjoining residents and a visual screen to Cooroy Noosa Road.
Concerns raised by Council included:
proximity of driveway to adjoining site to the north;
the interface between the facility and the residential uses to the north;
amenity issues; and
frequency of laundry vehicles and gas delivery vehicles.
Alternatives were discussed including reducing the width of the driveway and introducing
a passing bay, whilst still ensuring emergency vehicle access is provided, so as to be able to
increase the amount of landscaping along the rear boundary.
An alternative solution is to be provided addressing Council s concerns
(c) Setback to street frontage
The proposal includes car parking along the southern boundary of the site. This car
parking is set back 4.5m from the street frontage, as opposed to 6m as required by
Condition 2.10.
Council indicated that the proposed 4.5m setback could be acceptable, provided existing
vegetation is retained and/or more landscaping provided.
(d) Setback to eastern boundary and location of new kitchen block
The proposal includes a turning circle in the south eastern corner of the site, within the
6m setback requirement. Access to the turning circle is from the existing access point. This
turning circle removes the need for a refuse and delivery vehicles to undertake a three
point turn in this area. It is proposed to move the kitchen block to the eastern side of the
site close to this delivery area. The kitchen block is more than 6m from the eastern
boundary.
Concerns raised by Council included:
protection of neighbour s amenity;
noise generated by vehicles and by kitchen and service block;
reversing operations so close to neighbouring property;
high activity area so close to neighbouring property;
preferable not to extend in this corner unless layout reviewed; and
number of parking spaces here can be reduced provided overall parking spaces on the
site comply with the planning scheme requirements.
Options were discussed relating to relocating the manoeuvring area, landscaping, acoustic
treatments, and a traffic management plan which restricts the number of delivery and
refuse vehicles permitted per day. The location of the new kitchen and services block was
discussed in relation to access, refuse collection and deliveries, and acoustic issues.
An alternative design solution and layout is to be provided addressing Council s concerns.
(e) Engineering issues
