Officer: Patrick Murphy Direct Telephone: 07 5329 6436 Our Reference: MCU17/0572 Your Reference: PR137996-1 22 January 2018 NKS Corporation Pty Ltd C/- RPS Group PO Box 6149 MERIDAN PLAINS QLD 4551 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU17/0572 Street Address: 175 Eumundi Noosa Rd Noosaville Qld 4566 Real Property Description: Lot 1 RP 131576 No related Land Planning Scheme: The Noosa Plan (3 July 2017) INFORMATION REQUIRED The information requested is set out below: Issue Floor plans The submitted plans do not include a floor layout of the service station and retail area. The absence of the floor plans hinders the assessment of the required car parking as car parking for a Retail Business Type 2 is determined by use area and outdoor dining area. It is recommended that the provision of car parking comply with the requirements of the Noosa Plan. Information Required Floor plans of the service station, retail area and any associated outdoor dining area Issue Details of advertising devices The application includes Operational Works for an advertising device (pylon sign) however no details of the pylon sign have been provided. It is unclear how the signface area attributed to the pylon sign contributes to the 10m2 of signface area allowable for the site. It is recommended that the setback of the advertising device complies with the requirements of the Noosa Plan. Information Required Plans of the pylon sign which include details of all advertising, the height of the pylon sign, dimensions, signface area and any illumination. Details of all other signage proposed on site including dimensions and signface area. Issue Setback of canopy The submitted plans do not detail the setback of the canopy, the setback appears to be approximately 3.50 metres from the front boundary. The Noosaville Locality Code requires a 6.0 metre setback Information Required Amended plans which detail the canopy setback which should comply with the 6.0 metre requirement of the Noosaville Locality Code. Issue Presentation to Eumundi-Noosa Road Eumundi-Noosa Road forms part of the major road network. The Overall Outcomes for the Noosaville Locality include that the function, safety and visual amenity of the Noosa’s major road network are protected. The proposed plans marked ‘store western elevation’ do not contribute positively towards the visual amenity of the major road network. The proposed building form detailed on the plans marked as ‘store southern elevation’ does not contribute positively to the major road network. Furthermore a section of the building abuts the adjoining Open Space Conservation Zone where the Noosaville Locality Code requires a 3.0 metre setback. A 3.0 metre setback would enable landscaping to screen the building from the adjoining zone and the major road network. Information Required Amended plans which provide for improved visual interest to the southern and western elevations. It is recommended that the amended plans include the use of lightweight mixed materials and colours to the southern and western elevation. The setback from the southern elevation where the building abuts the Open Space Conservation Zone increased to 3.0 metres with landscaping provided in the setback. Issue The submitted engineering report includes comment in regard to earthworks, stormwater runoff and the lawful point of discharge. Additional detail and comment is required to fully assess the application. Information Required Provide a preliminary design of the earthworks required on the site. The plan must include but not be limited to: existing and proposed finished levels any proposed retaining walls, batters and banks Provide additional comment on and a preliminary design of the stormwater system required on the site. The comment and plan must include but not be limited to: existing stormwater connections and drainage paths proposed stormwater connections and drainage paths including finished levels comment from a suitably qualified person that demonstrates that the subject site has the legal rights to discharge into the drainage system in the adjoining property a design in accordance with QUDM 2017 and Council’s Planning Scheme Policy 5 sufficient detail to demonstrate that the downstream drainage system has the capacity to cater for the proposed runoff from the site Issue The submitted traffic report includes limited comment in regard to the existing bus stop and the impacts of the proposed entry and exit driveways. Council has concerns that there is insufficient length to provide the necessary bus stop and entry/exit tapers without affecting adjoining properties and other traffic on Eumundi Noosa Road. Information Required Provide additional comment, detail and preliminary plans for the frontage of the site. The comment, detail and plans must include but not be limited to: a bus stop, tapers and ancillary structures in accordance with Translink standards sight lines and distances for vehicles and pedestrians at the entry and exit driveways for the proposed development consideration for an indented bus stop to provide the necessary clearances to the existing traffic, cycle lanes and pedestrians comment on whether an indented bus stop assists with the entry movement of traffic to the site and the need for a left turn treatment any existing services, on-street parking and infrastructure that require relocation to provide for the bus stop and driveways any road widening necessary to cater for the frontage works Issue Manoeuvrability of trucks reversing from the loading bay The submitted swept path diagrams demonstrate that a 12.5 metre heavy rigid vehicle reversing from the loading bay will conflict with any vehicle utilising bowsers situated at the end of the canopy. Information Required Amended plans which detail that there will be no bowsers at the end of the canopy or plans amended so that this conflict is removed. due date for response to information request The due date for providing the requested information is 24 April 2018.
