As discussed, Council is willing to allow the ongoing works while concurrently assessing the Minor Change application to the Operational Works approval (OPW24/0125). Please note that the Minor Change application must be lodged, and fees paid prior to Council issuing a ‘Letter of Support’ and the commencement of your works. To lodge the Minor Change, please submit the completed “DA Form 5” (attached) and associated material to [email protected] <mailto:[email protected]> – please CC [email protected] <mailto:[email protected]> and myself – and see that the fee is paid. In response to your 5 items mentioned below in the previous email thread. Please see my further comments in orange for your review and approval. I believe the attached should now satisfy all the below items. Please let me know if you require any additional information. Can you please confirm at your earliest an approval for us to proceed with the fire trail civil works and that this can happen concurrently with the Minor Change approval being completed. Cheers Item 1 – Bushfire Cert Satisfied with Josh’s certification. – Item confirmed as satisfied. Item 2 – Subgrade & Design CBR Council reserves concerns about the subgrade of the trail and how the trail will handle future construction activities, especially when catering for heavy vehicles. Council appreciates STP’s comments. However, the Fire Access Trail will become Council’s asset. A Proof Roll will be required prior to the installation of the cellular gravel and upon completion of the works. Please confirm this is acceptable. * Following your phone conversation with Leigh Stegman from STP on 7.04.25 & the follow up email (attached). It has been advised by Leigh that a proof roll cannot be completed prior to the install of the Geocell. Per the changes noted on the revised drawings, a proof roll will be completed after the gravel fill of the Geocell and another proof roll completed at “on-maintenance” of the fire trail. Item 3 – Rock Armouring The amended extent of Rock Armouring has been reduced by ~10% (100m2). As discussed, it’s reasonable to rock armour the batters adjacent to the crossings or where turf is not practical. The extended area “reviewed on site” should be minimised to “only where necessary” to ensure the areas that can be turfed, are turfed. As part of the change application, I believe a condition to similar to the following may be applied “The final extent of the rock armouring to be determined on site, with rock armouring minimised only to locations where turfing would likely limit the ability for long-term stabilisation and future maintenance. Prior to the acceptance of On Maintenance, RPEQ certification must be provided to Council certifying that rock armouring has only been installed where turf would limit the ability for long-term stabilisation and future maintenance.”. Please provide revised drawings confirming the above. * Rock armour & turf has been revised on the current drawings. Per our site walk with yourself and as reflected on the recently issued mark-up there is a reduction in rock and addition of turf. Item 4 – Alignment of Fire Access Trail It was discussed that the alignment of the Fire Access Trail would be realigned to be parallel with the property boundary following the loss of the existing vegetation that was previously being protected. Please provide revised drawings with this change. * Fire trail has been re-aligned on the revised drawings. This is as per our recent discussions and aligns with the approx. relocation shown on the mark-up and per the advice from the Arborist Consultants report previously issued to Council. Item 5 – Rock Armouring vs. Mower Access It was discussed that a concrete access driveway was to be installed adjacent to Crossing 1 to allow for a Mower to access the turf. The extent of this concrete access driveway is unclear. Please provide revised drawings that delineates the two uses – rock armouring for the crossing and concrete access driveway. The extent of the concrete access driveway is to be left to a minimum (i.e., the minimum to accommodate a mower). * The concrete driveway access for the mower is indicated on the revised drawings. It has been kept to a minimum as discussed to allow minimum access required for the mower. It is unclear if the granular gravel cells achieve the fire rating requirements. It is recommended that a comment by Josh Lee is included in your response that addresses the suitably of the cells with respect to the bushfire requirements. I have reviewed the proposed Neoloy tough cell product and its proposed application in the Ozcare Fire trail and am of the opinion it does not compromise the necessary low threat separation required between the buildings and adjacent hazardous vegetation. I understand the product is a polymeric nano-composite alloy in a honeycomb design set a min of 50mm beneath the non-flammable fire trail surface. It will be infilled with non-flammable gravel and overlaid with non-flammable fire trail compressed aggregate hence has no direct exposure to flame contact. The arrangement of the cell walls in a honeycomb design and in a vertical plane set a minimum of 50mm beneath the fire trail surface offers limited exposure to any potential radiant heat penetration through the fire trail surface should it occur. Furthermore, the product would be aligned parallel to the building rather than perpendicular hence it does not represent a direct conduit toward the building should it unforeseeably ignite, which again is considered highly unlikely. Council have concerns about the potential impacts a subgrade replacement will have on the availability of subsurface disposal and the conveyance of flow. STP have assumed a design CBR of 5%. Based on previous and today’s inspection(s), Council is concerned that CBR 5 may be unachievable without a subgrade replacement. It is recognised that the DCP testing logs provided today (21/03) suggest a CBR of 8-10 currently exists. It is recommended that STP Consultants provide additional detail on the likelihood of a subgrade replacement, what that treatment may be, and what impacts that treatment may have on subsurface disposal and the conveyance of flow. Its design based on photos and our site visit, the site is sand so even saturated sand will return CBR values that are higher than the soft material you see. This product at this depth will work for CBR 2%. If it gets lower than that then we would need to review the design with Geocell. 3. Council believes the extent of the rock armouring in the 5m buffer zone (i.e., along the Giraween side of the trail) is excessive and varies from the original intent of the approval and Infrastructure Agreement (to provide a more ‘natural’ treatment). Notwithstanding that parts of the trail require armouring due to poor soil and constant flow, the extent of armouring needs to be reduced in sections that can be treated in more ‘natural’ means (i.e., topsoil replacement and turfing). As discussed, providing rock armouring either side of the crossings is considered reasonable subject to confirmation regarding weed matting. It is recommended that an amended design is provided to Council that reduces the amount of rock armouring and includes commentary from STP Consulting around long-term stabilisation and ability to ensure ongoing maintenance by OzCare. Suggested amendment attached – so ride on mower can access. Reduction in stone and addition of turf. Small section of stone at North end replace with a slab for ride on mower access. Once these items are resolved, Council can begin discussions to allow for the assessment of the Minor Change concurrently with the works on site. After a review of the concept sketch, the proposed amended design appears to be reasonable as an engineering outcome but will require further assessment once a detailed design has been prepared. Understanding that the proposal appears to be a reasonable engineering outcome, the proposed amendment does vary from what was originally approved. This includes substituting a gravel access track with minimal infrastructure (i.e., concrete causeway) to concrete culverts, headwalls, rock scour protection and geocells in Council’s nature reserve. This carries additional maintenance responsibilities that will require additional consideration from Council and may potentially require amendments to the Infrastructure Agreement to ensure these responsibilities are captured appropriately. Far from CBR 20. As discussed, the solution we are currently pursuing is changing to a geocell gravel road. I’ve attached a concept sketch. We will be working with the geocell technical reps to develop the solution to suit ground conditions. As discussed where crossing 1 was proposed to be a concrete causeway. We would be looking to change to a pipe culvert with a headwall each side. Grouted stone pitch between existing pipe outlet on the high side of the proposed culvert.
