Dear Gavin,

RE: 3 Garnet Street, Cooroy – Noise – Response to Council Request for Information

Verve Building Design and Concepts (VerveBD) on behalf of Creekgold Pty Ltd has requested that
MRG Environmental (MRG) review and provide a response to Noosa Shire Council’s (NSC) request for
information dated 15 March 2016 (MCU16/0012).

This letter provides a response to NSC’s request for information (Item 19) and is based on
correspondence between MRG and NSC representative Geoff Atherfold.

Telephone and email correspondence (12/04/2016 and 28/04/2016) were exchanged between MRG
and NSC staff. This correspondence further clarified the details within the report (0101-R1-01 dated
2/02/2016). Mr Atherfold agreed that delivery vehicle hours of operation should be restricted as
proposed within the acoustic assessment.

Mr Atherfold stated that given this additional detail no further information was required, with the
exception of an additional noise assessment of the rooftop plant and equipment. Given that the
exact rooftop plant and equipment details are not known at this time, MRG recommended (email
dated 28/04/2016) that the assessment form part of the conditions package. A condition should be
included which requires the rooftop mechanical plant to be reassessed at detail design stage once
the exact specifications are known.

If you have any further queries please contact me.

Regards,

Thanks Geoff,

The mechanical plant is typically selected during detailed design (post DA) and a revised noise assessment
conducted at that time. Typically a condition covering mechanical plant noise certification may be used to trigger
the assessment during detailed design.

Let me know if you need anything further.

Regards,

Matt

Matthew
Yes if you are satisfied that background levels at the loading dock area (N2) will be a good representation at the
sensitive recivers at S! & S2, then I’m happy to accept those levels.
Restricted hours (7.00am to 6.00pm)for the loading dock delivery and waste pick up times is satisfactory
Please advise plant noise assessment once the plant type is known
Thanks
Geoff

Hi Geoff,

Thank you for taking the time last week to discuss the Garnet Street information request (Item 19, MCU16/0012).
                                                                               1

As discussed, the noise monitoring locations were selected to provide representative background noise levels given
the limitations surrounding the existing facility onsite.

In addition, the key noise mitigation measures reported include those regarding the delivery dock and mechanical
plant (report Section 4.3 and 5 dot points 1 and 3). These will restrict the operational hours of the dock and ensure
appropriate mechanical plant are installed.

Based on our discussions you advised that you do not require any further information at this time.

Please contact me if you have any queries.

Regards,

Matt

Hi Geoff,

Thank you for discussing the Garnet Street information request with me yesterday (Item 19, MCU16/0012).

As discussed, I just wanted to clarify a few items which are within the report:
    • The summary of background noise measurements (Table 3.4) located at N2 (Wimmers Lane), excluded the
mechanical plant spikes (∼70 dB) that are presented in Figure 3.2.

                                                                               2

Page 4

    • Receiver S1 and S2 used the background noise level measurements at N2 (Wimmers Lane) to set the LAeq
          criteria.
    • Hard surfaces have been included (Section 4) for proposed hardstand areas and existing roads and car
          parks.
    • Refuse vehicles are assumed to be HRV. I apologise as this was not clear within the assessment, but a
recommendation to restrict their hours of operation has been included based on the modelling.
‘Deliveries and refuse collection should be during the daytime only (7:00 am to 6:00 pm).’

Please let me know if this addresses your concerns or if you would like further information?

Regards,

Matt
