7. Compliance
Along with education and support, compliance measures are sometimes needed to achieve
management objectives for priority invasive plants and animals. Council’s trained authorised
personnel work with land managers to meet their general biosecurity obligations.

Where invasive species are detected through an inspection program or customer request,
Council will take steps to report and investigate, and if required for that species, work with the
land manager to remove, destroy, or control the species (refer Figure 7.1 below). Prohibited
species are reported to Biosecurity Queensland for advice, while for restricted species, land
managers are required to follow the recommended actions of Council. This involves Council
preparing a plan for control options in consultation with the land manager.

Where follow up inspections reveal continued non-compliance, Council may issue a
Biosecurity Order, Enter and Clear Notice or Penalty Infringement Notice when voluntary and
assisted options have not met the required outcomes. However, in most situations Council
officers can negotiate acceptable solutions with land managers that ensure biosecurity
obligations are complied with in a reasonable and practical manner. Monitoring plans are
developed to assess progress towards the management objective.
