EXECUTIVE SUMMARY
This report reviews an application for a Multiple dwelling development of 19 small affordable rental
premises and to reconfigure 4 lots into 2, with the existing character dwelling to be retained on
proposed lot 1 fronting Maple Street the multiple dwellings being developed on the residual lot.
The site is zoned Community Facilities and is annotated Healthcare Services. While the primary
intent of the zone is to accommodate community and health-related activities, the Community
Facilities Zone specifically contemplates affordable rental premises, accessible housing and other
special residential uses that meet an identified community need. In this regard, the proposal is
considered consistent with the broader intent of the zone by delivering 19 small affordable rental
premises in a well-serviced location close to existing healthcare, community services, public
transport and the Cooroy town centre. The proposal also aligns with the recommendations of the
Noosa Housing Strategy 2022 and the outcomes sought under the State Planning Policy in relation
to housing supply, diversity, and affordability.
The application is supported by a Deed of Agreement with BlueCHP – a tier 1 housing provider that
would manage the 19 small affordable rental premises for their ongoing use as affordable rental
premises. Conditions captured as part of this recommendation require a preservation covenant to
the site to ensure the continued operation as affordable rental premises for a duration of 20 years.
Given the recognised need for affordable rental accommodation in Cooroy and across the Shire, the
subject site is well suited to residential development due to its proximity to commercial amenities,
services and community facilities, and absence of significant physical or environmental constraints.
