2.3 STRATEGIC FRAMEWORK
There are several key planning and tourism documents and strategies which outline the goals
and direction in which the tourism industry and regional development should expand throughout
South-East Queensland and more specifically, the Sunshine Coast. In this section, Urban
Economics outlines key goals of these strategic frameworks, having particular regard to Noosa
and Peregian Beach.
SOUTH EAST QUEENSLAND REGIONAL PLAN (SEQRP)
The South-East Queensland Regional Plan (SEQRP) 2009-2031 is a statutory document which
outlines the Queensland Government’s vision to shape South East Queensland over a 20-year
period. It outline’s the State’s strategy to manage expanding population and issues such as
housing affordability, congestion and climate change. Specifically, the vision for the Sunshine
Coast region is defined as follows:
“The Sunshine Coast seeks a diversified, viable, interdependent and self-sufficient urban and rural
economic base that maximises local job creation and employment options, and builds economic
strength and resilience. Innovation, knowledge-based and creative industries, research and
development, health, tourism and sport are all essential to the Sunshine Coast’s economic
development.”
It is noted that SEQRP is currently under review with a draft of the new version released in 2016.
The Draft outlines some key planning assumptions and intentions for Noosa including the
provision of some 11,800 additional jobs and 8,100 additional dwellings in the Shire between
2011 and 2041, as well as population growth of around 9,500 persons between 2015 and 2041.
THE NOOSA PLAN
The Noosa Plan provides the planning framework to guide sustainable economic growth within
the region over the coming decades, as well as desired environmental outcomes, land uses, and
development standards. The existing version was created in 2006, and was most recently
amended in October 2016, though it is noted that the Noosa Council is currently preparing a new
planning scheme, which is currently in the process of public consultation.
The Plan highlights that the goal in respect to the tourism sector is to ensure that “The community
and tourism industry of Noosa Shire works so well together that Noosa is internationally
recognised as an innovator in achieving interdependent economic, social and environmental
sustainability”. With respect to residential development, the strategy emphasises that “A variety
of housing types is allowed for, with higher densities being encouraged in proximity to business
centres, neighbourhood centres or village centres”.
