6.0 NEEDS ANALYSIS
It is Urban Economics’s opinion that there is strong need for the proposed development including
both short-term accommodation at the right mix and scale to ensure viability and residential
dwellings; and that the subject site represents a logical and strategic location for the proposed
development. Need includes a variety of iterations including community need, economic need
and planning need, which have been discussed in more detail below.
More particularly, there is an opportunity to consolidate activity in Peregian Beach in
contributing to the vitality and vibrancy of the Peregian Village precinct, and to the Peregian
lifestyle for both visitors and permanent residents.
Balancing demand and need with potential impacts on existing facilities and operations is in part
a planning solution and in part a market-led solution. In considering the potential impacts of a
proposed development, it is not simply about protecting existing operations and facilities, rather
it is analysing whether on balance:
potential adverse impacts of a development may otherwise be mitigated
the proposed development is an appropriate outcome for the area
there is a community need for the proposed development
there are community and economic benefits of the proposed development that may
mitigate potential negative impacts
As outlined in Chapter 4, Peregian has demonstrated declining occupancy rates for commercial
short term accommodation facilities as a result of both demand and supply factors, suggesting
that existing facilities are not necessarily meeting the needs of current and emerging visitor
markets and that there is a need for new and additional facilities at the right type and scale in
order to remain viable and in order for Peregian to retain its relevance and competitiveness in
the Coast’s tourist and visitor markets. Emerging visitor markets for the Sunshine Coast are not
necessarily well represented or catered for in Noosa Shire and Peregian Beach.
Moreover, with investment in major new short term accommodation facilities and infrastructure
to the south, such as Coolum, Mooloolaba and Maroochydore, presenting improved choice in
short term accommodation, there is a need for sustainable and strategic investment in Noosa
and Peregian accommodation markets in maintaining the region’s relevance for the ever-
evolving tourist sector.
