EXECUTIVE SUMMARY
ADG Engineers (Aust.) Pty Ltd was engaged by NKS Corporation Pty Ltd to prepare a Civil
Engineering Report suitable for submission to Noosa Shire Council for a site located at 175 Eumundi
Noosa Road, Noosaville. The proposed development is comprised of a service station and retail
centre.
The purpose of this Civil Engineering Report is to provide advice on the proposed development with
regard to earthworks, roadworks, stormwater drainage, sewerage and water supply, electricity,
communications, gas, stormwater quality and quantity measures, and flooding.
To understand with greater certainty the requirements from Unitywater (UW) for this development, a
Service Advice Notice Request has been prepared and lodged with UW with an expected issue date
November 2017.
The stormwater quantity objective was to demonstrate that there is no increase in peak discharges
from the subject site. This considered storm events up to and including the Q100 storm event. The
purpose is to ensure that the existing infrastructure and/or downstream properties are not adversely
affected. For the stormwater quantity assessment, ADG has determined that the increase to
impervious area is negligible due to the existing site development and as well as the increase to
discharged peak flow rates. As such, no on-site detention measures will be required for this
development.
The quality assessment includes a summary of the Water Sensitive Urban Design features included
in the design. Due to the greater probability of oil and petroleum spillage within the site special
precautions will be taken to ensure integrity of the surrounding environment and downstream
stormwater catchment. The site has been divided into two (2) catchments, a high-risk area and a
low-risk area. A Gross Pollutant Trap (GPT) (SPEL Ecoceptor or approved equivalent) will be
installed prior to the site’s discharge to remove oils and grits commonly encountered on surfaces
trafficked by motor vehicles.
A SPEL Puraceptor unit or approved equivalent is proposed to treat runoff from the high-risk area
before returning filtered run-off to the low risk drainage system for further treatment. This unit will
have an oil/petroleum storage volume of minimum fuel tanker compartment size to be clarified by the
fuel supplier.
The site appears to be adequately serviced by reticulated water, sewerage, stormwater
infrastructure, telecommunications and electricity. These services will need to be connected during
development. Information discussed in this report is inferred from DBYD records and information
gathered via site investigation.
All relevant standards and guidelines are addressed in this report including criteria from:

3 ACID SULFATE SOILS
As seen in Figure 3, land below 20m AHD is classified by Council as having a low potential for acid
sulfate contamination. The site survey in Appendix A confirms that the majority of the site is between
18.90-20.72m AHD. The proposed site will not require extensive excavation and it is expected that
the potential to encounter acid sulfate soils is low.

4 EARTHWORKS
4.1 Bulk Earthworks
The subject site will require minimal earthworks due to the low grade across the existing site. The
grading has been indicatively reviewed using the detailed survey levels and proposed site plan. No
extensive use of retaining walls or batters is anticipated to be required to facilitate the construction of
the service station or retail centre.
Details of the proposed earthworks including finished surface levels, typical cross sections and
quantities will be provided during the detailed design phase of the development.
Refer to Appendix C for the Preliminary Layout Plans prepared by this office.
A copy of the earthworks code has been completed and is provided in Appendix D.

5 ROADWORKS
5.1 Existing Infrastructure
The subject site is adjacent to the following roads:
Eumundi Noosa Road – Arterial road with two (2) moving lanes in each direction including a median
strip containing kerb and channel on each side. The section of Eumundi Noosa Road fronting the
development is not state controlled.
The site is currently accessed via Eumundi Noosa Road serviced by two vehicle crossovers.
5.2 Proposed Infrastructure
ADG anticipate that new vehicle crossovers will be provided to Eumundi Noosa Road to cater for the
development as shown in Appendix B. All existing vehicle crossovers are to be made redundant,
demolished and removed offsite as part of the construction works, with kerbs to be reinstated to
Council standards.
The development may require works for verge regrading, in order to achieve council standards.
A copy of the infrastructure design code has been completed and is provided in Appendix D.

7 STORMWATER INFRASTRUCTURE
7.1 Existing Infrastructure
A Noosa Shire Council and DBYD search identified the following stormwater infrastructure within the
vicinity of the subject site:
EMT B on RP154227 located adjacent to the south-west boundary contains a 900mm RCP
stormwater main including associated stormwater pits conveying flows south.
Refer to the NSC interactive mapping information in Appendix H and Appendix A for the detailed
survey for further information regarding the existing stormwater infrastructure.
7.2 Lawful Point of Discharge (LPD)
7.2.1 Existing LPD
Based on information gathered via survey and contour data, aerial imagery and site investigation it
has been determined that the subject site discharges stormwater flows via overland flow south-west
towards the existing stormwater easement (EMT B on RP154227). The easement contains multiple
inlet pits and a 900mm RCP stormwater conveying flows to the south.
7.2.2 Proposed LPD
It is proposed to maintain the existing Council stormwater infrastructure within EMT B on RP154227
adjacent to the subject site as the sites lawful point of discharge. Assessment of Council’s easement
conditions is to be investigated to address whether owner’s consent is required.
Refer to Appendix C for the Preliminary Layout Plans prepared by this office.

8 STORMWATER QUANTITY ASSESSMENT
The aim of the stormwater quantity assessment is to ensure that the development shall impose no
adverse effects on downstream properties or receiving water bodies and that the conveyance of
flows will be in a safe manner with minimal risk of human endangerment as well as the following
objectives:
Address the need for stormwater quantity control measures.
Ensure there is no increase in peak discharges from the subject site for events up to and including
the 1% AEP event.
Ensure proposed quantity control measures detain and convey flows in accordance with QUDM
(2013) minimum freeboard recommendations.
This section of the report should be read in conjunction with Appendix F which shows the values
used to calculate the peak flow rates.
8.1 Proposed Development and Associated Issues
It is essential that there are no increases in volume and flow rate of stormwater runoff, and that any
increases are mitigated such that post-developed peak flows do not exceed those for the pre-
developed case. In this development, the development leads to no increase in impervious area,
which implies there will be no increase in either discharge volume or flow rate.
8.2 Flow Rate Methodology
8.2.1 Design Storm Events
Based on recommendations within QUDM 2013, AS/NZ 3500.3 and Council standards (NSC-PSP05)
the major and minor storm events were selected as follows:
Minor Event: 10% AEP (10 year ARI)
Underground drainage infrastructure sized for a 10% AEP event through to point of discharge.
Major Event: 1% AEP (100 year ARI)
Overland flow capture system is to capture and pipe all flows up to and including the 1% AEP
(100 year ARI) event through to the LPD.
Surface drainage overflows in events up to and including the 1% AEP (100 year ARI) event will
not present a hazard to people or cause significant damage to property.
Emergency surcharge point to be located at site frontage to ensure flows discharge to Toral
Drive in the event of a blockage.
Pipe and overland flow channel sizing will be performed during detailed design and increased as
required to ensure a safe depth vs velocity is maintained at all times during the major event.
8.2.2 Rational Method for Peak Flow Rate
The peak flow rate for the site has been obtained using the Rational Method in accordance with ARR
and QUDM. Summaries of the hydrology calculations can be seen in Sections 8.4 and 8.5 for the
pre and post-development scenarios respectively.

Q = (2.78 x10-3) Cy Iy A Equation 1
Q = Peak flow rate (m 3/s) for average recurrence interval
Cy = Co-efficient of runoff for ARI of y years (dimensionless)
A = Catchment area (ha)
Iy = Average rainfall intensity (mm/hr) for a design duration of t hours and an ARI of y years
8.2.3 Catchment Area (A)
Catchment areas were measured using AutoCAD, contour surface data and known cadastral
boundaries. Catchment boundaries and areas for both the pre-developed and post-developed
scenarios can be seen in Appendix A and Appendix C respectively.
8.2.4 Co-efficient of runoff (C)
Given the 1I10 for Noosaville of 72.31 mm/hr and the relevant impervious fractions for each catchment,
Tables 4.5.3 and 4.5.4 of QUDM 2013 were used to determine the C10 values for the pre-developed
and post-developed scenarios. From the C10 values the remaining coefficients of runoff were derived
for all storm events up to and including the 1% AEP (100 year ARI) using the frequency factors
presented within Table 4.5.2 of QUDM 2013. Please refer to Appendix F for more details.
8.2.5 Time of Concentration
The time of concentration (tc) for each catchment was calculated using a combination of sheet flow
(using the Friend’s equation – Equation 4.5 of QUDM 2013), channel flow (using figure 4.8 of QUDM
2013) and standard inlet times (using table 4.6.2 of QUDM 2013). Please refer to Appendix F for
more details.
8.3 External Catchment
No significant upstream catchments act on the proposed site.
8.4 Pre-Development Hydrology
The hydrology of the pre-developed catchment has been assessed in accordance with Section 4.0
of QUDM 2013 using the Rational Method. From QUDM Section 4.0, the theoretical calculated peak
discharge for storm events ranging from the 63.4% AEP (1 year ARI) to the 1% AEP event (100 year
ARI) has been calculated and a summary of the results is presented in Appendix F.
The subject site has a total area of 1,972m2 and currently is comprised of a single lot featuring
detached commercial dwellings. The site area is comprised predominantly of impervious areas made
up of roof and driveway land uses. The Coefficient of discharge (C10) value for the site was derived
from QUDM 2013 Table 4.5.3 and Table 4.5.4. Fy frequency factors were applied to determine runoff
coefficients for various average recurrence interval (ARI) storm events in accordance with QUDM
2013 Table 4.5.2.
QUDM 2013 Section 4.6 was applied to determine a total time of concentration (TC). Due to the
existing catchment (EX1) consisting of smaller sub-catchments having short lengths of travel and the
site being in a developed urban nature, ADG has adopted a 5-minute time of concentration (Tc) for
the existing catchment. Rational Method calculations were performed, the results of which can be
seen outlined in Error! Reference source not found..
Please refer to Appendix F for a summary of the Rational Method calculations and all parameters
used.

8.5 Post-Development Hydrology
The total land area considered for the post-development was 1,972 m2. A catchment plan for the
post-developed site was determined based on preliminary architectural drawings. The post-
development catchment plan is attached within Appendix C for further information.
Based on preliminary architectural drawings, the area and fraction impervious of the various
catchment and sub-catchments were determined. The Coefficient of discharge (C10) value for the
site was derived from QUDM 2013 Table 4.5.3 and Table 4.5.4. Fy frequency factors were applied to
determine runoff coefficients for various average recurrence interval (ARI) storm events in
accordance with QUDM 2013 Table 4.5.2.
Similar to Section 8.4, QUDM 2013 Section 4.6 was applied to determine the total times of
concentration (Tc) of 5.0 minutes for catchment C1. Rational Method calculations were performed,
the results of which can be seen in Table 3

8.6 Detention Analysis and Strategy
ADG recommends no inclusion of on-site detention measures due to no net increase in post-
development peak flow.
8.7 Lifecycle Costs
A lifecycle cost analysis is not a part of the scope of this report. All stormwater infrastructure
associated with the development shall be maintained and serviced by the owners of the development
at their own cost.

9 STORMWATER QUALITY ASSESSMENT
9.1 Treatment Objectives
This assessment identifies issues relating to stormwater quality runoff and assesses possible
methods of treatment if required. The aim of this section of the report is to determine practical
approaches to achieving improvements in the quality of the stormwater run-off from the site that can
be readily implemented.
The SPP 2017 proposes criteria which apply to ‘high-risk’ development for stormwater. The criteria
include one or more of the following:
A Material Change of Use (MCU) for an urban purpose which involves greater than 2,500m 2 of land
that:
will result in an impervious area greater than 25% of the net developable area; or
will result in six (6) or more dwellings
A Reconfiguration of a Lot (ROL) for urban purposes that involves a land area greater than 2,500m 2
and will result in six (6) or more lots; or
Operational works for urban purposes that involve disturbing more than 2,500m 2 of land.
As per the SPP 2017 sites of an area less than 2,500m 2 are not required to achieve any specific
stormwater quality reduction targets through a treatment train. Since the site has an area of 1,972m2,
best management practice for stormwater treatment measures are to be implemented in accordance
with Table 14-61 in Division 20 of the Noosa Shire Plan 2006 and will consist of:
First flush device/s to divert initial flows to landscape area
Stormwater within the proposed development shall be initially directed towards landscaped areas via
first flush device/s. Internal hydraulic stormwater drainage shall be designed and constructed in
accordance with AS3500.3 and all other relevant standards and guidelines.
9.2 Site Analysis and Design Strategy
The proposed development may be categorised into two sub catchments comprising of a high-risk
area and a low-risk area. The proposed high-risk area comprises entirely of the ground floor area
directly beneath the proposed driveway canopy. This area is more commonly known as the fuel
dispensing and bulk fuel unloading area. The proposed low risk area comprises of the remainder of
the site, including the driveway, carparks, building roof, landscaped areas and paths.
9.2.1 Low-Risk Area Treatment
Currently no stormwater quality management measures are in place for the subject site. The following
SQID’s will be implemented to treat the low risk area:
An in-line Gross Pollutant Trap (GPT) (SPEL Ecoceptor or approved equivalent).
As it is highly likely that oils will be encountered on surfaces trafficked by motor vehicles, a Gross
Pollutant Trap which meets or exceeds Councils standards for treatment will be fitted upstream of
the proposed detention tank to capture any potential oil and petroleum prior to entering the tank.
Internal hydraulic stormwater drainage shall be designed and constructed in accordance with
AS3500.3 and all other relevant standards and guidelines.

February 2018
9.2.2 High-Risk Area Treatment
Due to the greater probability of oil and petroleum discharge within the high-risk area, specific site
requirements have been identified which include:
The containment of any potential contaminants typically associated with fuel dispensing and
bulk filling with a high environmental risk;
The provision of a canopy directly above the fuel dispensing and bulk fuel unloading areas in
order to intercept rainfall and minimise stormwater entering the area; and
The separation of the high-risk area from surface runoff from surrounding uncovered areas.
To achieve these site-specific requirements a bund will be implemented surrounding the proposed
high-risk area in order to essentially separate the area from the remaining site. Runoff collected within
this bunded area (the high-risk area) will be directed to an underground SPEL Puraceptor (or
approved equivalent) to treat stormwater runoff and separate potential contaminants. Treated runoff
from the Puraceptor will be directed directly to the bio-filtration basin. It must be noted that treated
runoff leaving the Puraceptor will not be of an adequate standard to discharge directly to the Lawful
Point of Discharge (LPD) and must be directed to the bio-retention basin for further treatment prior
to discharge to the LPD. SPEL Puraceptors are manufactured to set capacities. The appropriate
SPEL Puraceptor model will be selected to store the full volume of the largest compartment size of
the fuel suppliers refuelling tanker.
For further information on the conceptual layout of the proposed development refer to the
development drawings prepared by Nettleton Tribe Architects in Appendix B. Refer to Appendix G
for further information of the proposed SPEL Puraceptor.
9.3 Erosion and Sediment Control
9.3.1 Pre-Development Phase
An Erosion Hazard Assessment has been carried out for the proposed development – refer to
Appendix E for a copy of the completed Noosa Shire Council form. As a result of this assessment,
it was determined that the overall site is a ‘low’ risk.
Prior to construction commencing, the following erosion and sediment control measures will need to
be installed around the subject site to minimise disturbance and ensure the quality of runoff
discharging from the site is of an acceptable standard:
Sediment barriers to be installed on all entrances to downstream stormwater infrastructure (i.e.
gully pits);
Designation of transport routes through the site to minimise vegetation disturbance;
Maximise retention of existing vegetation to reduce soil disturbance and provide filter strip
treatment for runoff;
Install construction entry and exit shakedown areas;
Sediment fences are to be installed on the downstream boundaries of the subject site; and
Install dust control measures as required.
All erosion and sediment control measures are to be designed and installed in accordance with IECA
Guidelines. Further details regarding the proposed erosion and sediment control measures will be
provided during the detailed design phase of the development.

9.3.2 Bulk Earthworks Phase
During the bulk earthworks phase, the following erosion and sediment control measure will need to
be installed in addition to the aforementioned measures (Pre-Development Phase) to ensure there
is minimal disturbance to downstream receiving water bodies:
Construction chutes to control runoff over earthworks batters;
Construction of temporary bunds at the top of all earthworks batters to ensure runoff is directed
away from exposed batters;
Sediment basins to be constructed at low points within each stage of the proposed development;
Sediment fences to be installed on the downstream side of any stockpiles; and
Stabilisation of all batters upon reaching the finished earthworks levels.
All erosion and sediment control measures are to be designed and installed in accordance with IECA
Guidelines. Further details regarding the proposed erosion and sediment control measures will be
provided during the detailed design phase of the development.
9.3.3 Construction Phase
During the construction phase of the development, there is a risk of sedimentation transport due to
large areas of disturbed land. The following erosion and sediment control measure will need to be
installed in addition to the aforementioned measures (Pre-Development and Bulk Earthworks
Phases) to ensure there is minimal disturbance and the quality of runoff is maintained to an
acceptable standard:
Construction of temporary diversion drains to divert water to sediment basins;
Construction of temporary diversion drains to divert water to protect bioretention and treatment
devices as required;
Sediment barriers to be installed on all entrances to newly constructed stormwater infrastructure
(i.e. gully pits);
Sediment fences to be installed on the downstream side of any stockpiles and batters; and
Re-vegetation of all disturbed areas within two (2) weeks of completion.
All erosion and sediment control measures are to be designed and installed in accordance with IECA
Guidelines. Further details regarding the proposed erosion and sediment control measures will be
provided during the detailed design phase of the development.
9.3.4 Maintenance
All erosion and sediment control devices are to be maintained through the entire phase of the
development leading up to the operational phase. Erosion and sediment control devices will need to
be monitored closely throughout the entire project to ensure they are operating correctly and
efficiently. No erosion and sediment control devices are to be removed unless otherwise authorised
by a suitably qualified engineer or the site superintendent.
9.4 Operational Phase Treatment
During the operational phase, it is proposed to have the inlet pits within the site equipped with
StormSack’s (or approved equivalent) before discharging to the existing infrastructure within
Easement EMT B on RP154227.

Internal stormwater drainage shall be designed and constructed in accordance with AS3500.3 and
all other relevant standards and guidelines.
9.5 Stormwater Quality Improvement Devices (SQIDs)
A stormwater treatment train has been established to treat the runoff from the proposed
development. The treatment train will enable a higher level of pollutant removal efficiency by using
stormwater quality improvement devices (SQIDs). Maintenance of the SQIDs will be the
responsibility of the owners of the development. The maintenance should be carried out in
accordance with the manufacturer’s recommendations.
9.5.1 SPEL Puraceptor (High-Risk Area Only)
The Service stations require a bunded area around fuel dispensing areas in order to capture fuel
spills. The SPEL Puraceptor Class 1 is an integrated oil-spill capture and light liquid treatment
separator that is commonly used to treat stormwater runoff from within this high-risk area. Water
treated at the SPEL Puraceptor is then to be discharged to a secondary treatment device prior to
discharge to the LPD. The Puraceptor will be maintained in accordance with the manufacturers
maintenance manual. Refer to Appendix G for further information of the proposed SPEL Puraceptor.
9.5.2 StormSack (or approved equivalent)
The SPEL StormSack is a mesh basket that is hung within inlet pits. The StormSack features a mesh
made from woven polypropylene geotextile with US Mesh 20. The SPEL StormSack provides
effective filtration of solid pollutants and debris typical of urban runoff.
9.5.3 Gross Pollutant Trap (GPT) (SPEL Ecoceptor or approved equivalent).
This device is proposed to be installed immediately upstream of the detention tank in order to remove
oils and grits commonly encountered on surfaces trafficked by motor vehicles, including roadways
and carpark areas that cover a majority of the proposed development. The GPT will be required to
remove potential contaminants to the satisfaction of the parameters. A SPEL Ecoceptor is to be
installed or an appropriate GPT will be selected to adhere with Council’s specifications.
9.5.4 First Flush Device
The initial runoff from the site’s roof area will be directed to landscaping via a first flush device/s. This
will ensure that accumulated loose material collected in the initial roof runoff during a rainfall event
is diverted to landscape areas before flows leave the site. A first flush device has a set limit on its
capacity to convey flows. Once the initial runoff from a rainfall event meets this capacity the
remainder of flows for the event are diverted to the Lawful Point of Discharge.
9.6 On-site Treatment Lifecycle Costs
A lifecycle cost analysis is not a part of the scope of this report. All the recommended water quality
treatment infrastructure lies within the development site and it shall be maintained and serviced by
the owners of the development at no cost to Council.
9.7 Water Quality Monitoring
No water quality monitoring is proposed for this development at this stage due to the nature of the
development and the expected pollutant levels.
9.8 Maintenance
Maintenance of the SQIDs will be the responsibility of the owners of the development. The
maintenance should be carried out in accordance with the manufacturer’s recommendations.

16 CONCLUSION
The site appears to be well serviced by reticulated water, stormwater infrastructure, sewerage,
communications and electricity. These services will need to be connected during development.
Information discussed in this report is inferred from DBYD records and information gathered via site
investigation.
To understand with greater certainty the requirements from Unitywater (UW) for this development, a
Service Advice Notice Request has been prepared and lodged with UW with an expected issue date
November 2017. The required infrastructure will be subject to the conditions attached to the
Development Approval to be provided by Noosa Shire Council and any nominated referral agencies.
As outlined in Section 8 of this report, ADG recommends no inclusion of on-site detention measures
due to no net increase in post-development peak flow and an overall site reduction of impervious
areas.
In preparing this report, we have achieved all requirements for Stormwater Management Plans as
described in QUDM 2013 standards, as well as a pollutant load reduction as required by the SPP
2017 and Noosa Shire Council standards. ADG recommends the use of the following treatment
devices to meet the treatment targets specified by the relevant authorities:
SPEL Puraceptor (High-Risk Area Only)
StormSack (or approved equivalent)
Gross Pollutant Trap (GPT)
First Flush Device/s
Detailed engineering diagrams and management requirements for the proposed development are to
be submitted to Council for approval prior to any works commencing on site in accordance with an
Operational Works Approval with design certification prepared by a qualified stormwater engineer or
scientist.
