1. Executive Summary Noosa Council is responsible for a diverse and extensive range of community assets which represents a major investment over many years. To fulfil its objectives in delivering a variety of services to the community, Council must ensure that the assets supporting these services are managed in a way that guarantees an optimal balance of cost, risk and performance. Council’s road bridges play a vital role in connectivity of the 867km road network (both 670km sealed and 197km unsealed roads) across the Noosa Shire. There are a total of 51 Road Bridges and 5 Underpass pedestrian bridges on Council’s asset register, considered in this Asset Management Plan (AMP). These bridges have a current replacement value of $103m, which equates to 10% of Council’s financial assets. The operational and maintenance expenses for road bridges make up approximately 3% of the $70m annual budget. The capital works program fluctuates from year to year, however, the proposed 2018/19 capital works program with the capital investment of $2.53m for road bridges equates to 9% of the $28.5m capital works program. The mitigation of risks is fundamental in the management of bridge structures. For Council to make informed decisions, with the focus placed on consistent cyclical inspections across all bridge assets. The condition data needs to be accurately recorded in the asset management system (Technology One). Bridge data was established by reconciling financial asset data, GIS data and inspection data to achieve a “single point of truth” for all bridge assets. Good maintenance and renewal practices have been established, with regular inspections and subsequent Condition Assessments (CA) across the network of road bridges. There are three levels of inspections undertaken and they are in accordance with the Department of Transport and Main Roads Structures Inspection Manual September 2016. Future condition assessments will also capture a breakdown of assets and comprehensive condition information against bridge components and will also include the estimated economic life, asset condition, repair priorities, expected year of replacement and asset values for loading into the asset management system. This Road Bridge AMP meets the objectives of the Noosa Corporate Plan. Key focus areas under Theme 4 (Long term planning for Noosa Shire) of the Corporate Plan includes: to undertake long term financial sustainability planning identifying asset management outcomes and establish functional Asset Management Plans for all Council asset classes. These focus areas have been a major driver in the development of this AMP. The road bridges AMP provides the relevant information and organisational activities to ensure the organisational objectives for asset management have been achieved and that the pathway for continual improvement across all management activities for road bridges has been established. The provision of road bridges is, therefore, a significant part of the infrastructure services provided by Council. Asset Management Plan: Road Bridges Page 3
Section 5
2. Introduction
2.1 Asset Management Plan Definition and Purpose
“Documented information that specifies the activities, resources and timescales required for an
individual asset, or a grouping of assets, to achieve the organisation’s asset management
objectives.”1
The purpose of the road bridges asset management plan is to define the whole of life activities
associated with operating and maintaining of road bridges for the Noosa Community. The plan
identifies the assets and the levels of service to meet the expectations of the Noosa Community. A
key outcome of the asset management plan is the identification of the current state of the asset
conditions and the development of renewal and maintenance plans. Importantly, the identification of
future costs and potential risks to the assets that support the service for operating road bridges is
fundamental in achieving the asset management objectives for Noosa Council.
2.2 Scope
The scope of this asset management plan is to ensure the road bridges meets, demonstrates and
incorporates the following key asset management objectives:
• A description of assets and the services provided.
• Links to Councils long term financial plan through:
o An asset renewal program reflecting Council’s Capital Works
Program.
o A maintenance program.
• Levels of service and demand are identified and determined.
• The assets are identified with a condition.
• Life cycle costs are addressed.
• Long-term cash-flow requirements are forecasted for asset
renewals, maintenance and operations.
• Asset rationalisation and disposal is addressed.
• The risk management activities associated with the road bridges.
2.3 Road Bridges
There a total of 56 structures within the Road Bridges asset management plan (AMP). For the
purpose of this AMP these assets including timber bridges, concrete bridges and concrete
underpasses will be referred to throughout this document as “Bridges”. Other smaller bridges such
as pedestrian bridges will be included in the pathways and boardwalks AMP and major culverts that
are similar in structure to bridges are included in the Stormwater Drainage AMP.
The Bridge assets included in this document consist of:
o 23 Timber Road Bridges
o 28 Concrete Road Bridges
o 5 Concrete Underpasses
Bridges are critical infrastructure to Noosa’s transportation network with the primary function of
maintaining connectivity of council’s sealed and unsealed road network. This asset management
plan (AMP) consolidates Councils available data and analysis on the bridge assets. It also presents
the output of how systematic approaches are applied by Council to optimally balance cost, risk and
performance. This is essential to meet forecasted demand and the levels of service required.

Asset Management Plan: Road Bridges Page 4
Section 6
2.4 Road Bridges Asset Management Objectives
The AM objectives detailed in the AMP include:
• A consolidated asset register that identifies (Refer to Annex B):
o Asset description;
o Asset condition;
o Useful life and renewal dates; and
o Replacement costs.
• The levels of service provided by bridges to the Noosa Community;
• Current and future maintenance expenditure;
• Identifying any future demand forecasts for the bridges;
• Stakeholders (refer to Annex F);
• Identifying any legislative considerations necessary in the management of the bridges;
• Documenting the financial forecasts for the bridges;
• Identifying all risks and opportunities related to management of the bridges; and
• Documentation of any future actions identified to improve the asset management objectives of
the bridges.
2.5 Levels of Service
The levels of service that are currently being maintained for Council’s bridges are aligned to the
Corporate Plan and Branch Plan objectives. The continuous development and implementation of the
asset management objectives that include good asset governance and asset knowledge are also
aligned to the Corporate Plan objectives. The service delivery is provided internally with external
specialists and technical consultants engaged as required.
There is no demand to change the current levels of service on our bridges, any changes in the levels
of service to the bridges will be required to demonstrate the benefit and will require Council approval.
Changes in levels of service should be addressed through the asset management governance
framework prior to the approval by Council. An example of a change in levels of service would be
the upgrade of a bridge to improve flood immunity. There will be a requirement to provide a business
case to demonstrate the overall community benefits before these changes in the level of service
would be approved.
2.6 Legislative & Standards Requirements
The Legislative and Standards requirements relative to bridges are:
• Transport Operations (Road Use Management) Act 1995
• Department of Transport and Main Roads - Structures Inspection Manual, September 2016.
• AS 1742 - Manual of uniform traffic control devices
• Australian and Queensland Road Rules
• AUSTROADS Guidelines for Bridge Management: Structure Information, 2004
• AUSTROADS publications:
• AP-13/91 Bridge Management Practice
• AP-14/91 Guide to Bridge Construction Practice
• AP-15/96 Australian Bridge Design Code
• AP-23/94 Waterway Design: A Guide to the Hydraulic Design of Bridges, Culverts &
Floodways.
Asset Management Plan: Road Bridges Page 5
Section 7
2.7 Current Levels of Service
The current levels of service for bridges is to ensure connectivity of council’s sealed and unsealed
road network. Council’s bridges are designed and constructed to suit the hierarchy of the road
network and therefore structure types, load limits and traffic demands determine the levels of service.
The overall management of Council’s bridges are in accordance with the Department of Transport
and Main Roads Structures Inspection Manual - September 2016.
Regular inspections are critical to the management of bridges and the inspections undertaken by
Council and by third party providers will meet the standards and statutory requirements to ensure all
structures remain safe to all users of bridges. The scheduled maintenance activities will be within
the defined timeframes to ensure that all potential or identified defects are rectified.
Levels of service must be readily measurable and preferably from available data sources or
otherwise. Each level of service should be stated in terms of appropriateness and understood by the
community for whom the service is provided. The levels of service in this AMP are intended to:
Measure the effectiveness of this AMP;
Assist with the identification of the expenditure and benefits of the Noosa Council services being
offered;
Provide focus for the development of future bridges asset management strategies;
Provide guidance for current and future services to be offered; and
Define the specific levels of service provided by Noosa Council.
The levels of service outlined in this Bridges AMP are also aligned to:
Statutory, legislative and relevant code requirements.
Information obtained from asset condition assessments and maintenance analysis; and
Noosa Council’s Corporate Plan.
The current levels of service are catalogued and is located at Annex A.
2.8 Measured Levels of Service
To demonstrate the levels of service of the bridge assets a table of performance measures have
been drafted and are located at Annex A. This table of Measured Levels of Services are to inform
responsible staff of their obligations in maintaining the current levels of service. When targets are
not achieved they should be escalated and reported through the Asset Management Governance
Framework.

Section 8
3. Future Demand
3.1 Demand Drivers
There is currently an ad hoc approach of demand management applied to the management of the
bridges through the monitoring of the asset conditions and traffic volumes. Load limits are a key
demand driver on the current and future levels of serviceability for bridges. Significant changes in
the monitoring of these activities should act as an indicator to reviewing demand management for a
specific bridge. It is Council practice that any change in the level of service due to demand is reported
to Council in accordance with current guidelines and practices. The major drivers of capital upgrade
for bridges will be:
changes in legislative/statutory requirements,
changes to load limits,
Changes to traffic volumes,
external funding opportunities,
Improvements to trunk networks,
risk management,
climate change adaptation,
Flood mitigation,
changes in technologies or impacts on operational and maintenance activities.
The current bridge inspection program will act as a trigger for any need to improve on preventative
maintenance activities to preserve the life of the assets.
3.2 Demand Impacts on Assets
The most significant impact on assets from demand relate to periods of scheduled closures for asset
repairs/refurbishment or maintenance works. These scheduled activities should ideally be
undertaken outside of the peak traffic periods (Christmas to Easter) where vehicle movements on
our road network is most prevalent. Where practical, night works for scheduled maintenance may
be necessary to reduce the impacts on parts of the road transport network.
3.3 Climate Change Adaptation
Responding to changing natural hazard risks due to climate change will be another demand driver
that will affect bridge assets across the local government area. Consideration of impacts from
increases in the terrestrial areas subject to and intensity of natural hazards such as catchment
flooding, storm tide inundation, coastal erosion and shoreline recession, periodic tidal inundation,
and increased atmospheric temperatures must be taken into consideration for future upgrades for
those affected assets.
Those assets potentially affected by coastal hazards and catchment flooding can be identified within
the flooding and coastal hazard layers, which are viewable using Intramaps. These hazard layers
are located in the Emergency module and Development Assessment module, respectively.
Consultation with Council’s Program Coordinator, Climate Change Adaptation should be undertaken
for any assets within these zones. Council is currently pursuing more detailed and actionable
information regarding future climate conditions, including increased atmospheric temperatures, for
the local government area. Once obtained, this information should be considered as part of asset
design and maintenance.

4. Lifecycle Management Plan
4.1 Assets
Council’s bridges play a vital role in connectivity of the 680km road network (both sealed and
unsealed roads) across the Noosa Shire. There is a total of 56 structures that are made up of
concrete and timber bridges as well as concrete pedestrian underpasses that are considered in this
Asset Management Plan (AMP). A detailed register of these assets is located at Annex B.
The 56 structures include:
• 23 x Timber road bridges
• 28 x concrete road bridges
• 5 x concrete underpasses
4.2 Asset Valuation
The value of the Bridge Assets, at the end of the financial year 2016/2017 for the purposes of this
AMP is summarised below.
May 2018 Current Asset Cost Current Depreciation Written Down Value
Road Bridges $103,604,223 $ 25,168,425 $78,435,798
Table 3: Road Bridges Asset Valuation
4.3 Asset Condition
Levels of service and asset management decision making is directly linked to asset condition; this
determines what condition the asset should be in before an asset management intervention. The
intent of current and future Condition Assessments (CA) is to:
• Provide a robust and repeatable process for carrying out condition assessments on Council’s
bridge assets;
• Use condition assessments to develop programs for intervention with regards to further
inspection, monitoring, maintenance and renewals;
• Provide a basis for information for the modelling of condition data for the likelihood of asset
failure for those assets not inspected.
A consistent condition ranking scale has been chosen by Council as the framework for measuring
bridge assets, based on the 1 to 5 ranking according to the International Infrastructure Management
Manual (IIMM). Any asset scoring 4 (fair) to 5 (poor) will be considered under a renewal program.
Asset Management Plan: Road Bridges Page 8
Section 10
The safety and condition of bridge structures on Council’s road network is monitored through a three
level hierarchical inspection regime based on the Department of Transport and Main Roads
guidelines.
The three inspection levels are as follows:
Level 1 – Routine Maintenance Inspection − A visual inspection to check the general serviceability
of the structure, particularly for the safety of road users and to identify any emerging problems. Leve;
1 inspections are conducted every 6 months.
Level 2 – Condition Rating Inspection − An inspection to assess and rate the condition of a
structure (as a basis for assessing the effectiveness of past maintenance treatments, identifying
current maintenance needs, modelling and forecasting future changes in condition and estimating
future budget requirements). Level 2 inspections are conducted every 3 years or more frequently if
recommended from previous inspections.
Level 3 – Special Inspection − An inspection to provide improved knowledge of the condition, load
capacity, in-service performance or any other characteristic beyond the scope of other types of
inspection. Special inspections may be used to inform/develop the scope of other types of inspection.
The frequency of level 3 inspections will be a result from an escalation from a previous level 2
inspection in the first instance.
Level 3 inspection categories include:
structural engineering
Asbestos Containing Material (ACM) identification
ACM verification
underwater access
fracture critical/low redundancy
sub-standard load rating
complex/unique structures
known/suspected deficiencies
confined space inspection.
Condition Assessments (CA) are conducted as part of the Level 2 inspections, undertaken by
Council staff on a 3 yearly cycle or more frequently if recommended from a previous inspection(s).
The CA covers all bridge components above the high water mark and provides an overview of the
condition of the components of a bridge. The Level 2 inspections are the trigger to activate the need
for a Level 3 type inspection, which is a more invasive and detailed condition assessment of all
bridge components. Level 3 inspections are only undertaken when there is escalations in defects
observed from a Level 2 inspection or when recommendations from previous Level 3 inspections are
recommended to do so.
The Level 3 assessment includes:
estimated economic life,
asset condition,
repair priorities,
expected year of replacement and costs for replacement of assets,
underwater components,
more detailed electrical/ mechanical assessments that were not included in previous
inspection, and
consideration of future condition assessment timeframes.
Asset Management Plan: Road Bridges Page 9
Section 11
The asset conditions are ranked according to the International Infrastructure Management Manual
(IIMM). The combined rating of these assets resulted in an average condition rating of 3 (Good). The
five underpasses included in this total all had a condition rating of 3 (Good), except the Girraween
Underpass that had a condition rating of 1 (New). Because of these condition ratings, the
underpasses have not been identified in the 10 year renewal program. These assets are grouped
consistently as Timber and Concrete and reported accordingly throughout this document. There are
two timber bridges (Old Noosa Rd Bridge & Mary River Rd Bridge) that have reached condition 5
and these bridges are being renewed in accordance with the 10-year capital works program.
The Bridge Working Group are currently developing a Level 2 and 3 bridge inspection priority
program. There is a current list of bridges that are being addressed for inspection over the next 12
months and are listed at Annex E.
In asset reporting an approach to linking individual assets to either timber bridges or concrete
structures has been undertaken. The graph below details the combined Condition Assessments for
both timber bridges and concrete structures which includes the five (5) concrete underpasses
included in concrete assets.

The breakdown of replacement costs by asset condition is depicted in the graph below. The
importance of this graph is to identify the value of each asset condition and where future investments
are required to renew or rehabilitate the bridge assets. There are a number of bridges that have
bridge components that are close to failure that impact the life of the bridge. On the rehabilitation or
renewal of the specific bridge component the overall bridge condition is expected to improve and the
condition rating will be adjusted within the asset management system (T1).
The timing of the renewal of these assets will be addressed in the asset renewal plan that is included
in this AMP and, will be reflected in Council’s 10 year Capital Works Program.

Operational costs for the Bridges are those expenses not specifically targeted towards upgrade,
replacement, maintenance or restoration. These day-to-day operational costs have no effect on
bridge conditions but are necessary to keep the management of bridge assets appropriately utilised
and operating within the organisation.
Typical operational activities include:
• Utility costs.
• Salaries.
• Depreciation.
• Staff training.

4.5 Bridge Maintenance Plan
Maintenance is fundamental for the ongoing management of the bridges. It is considered an
investment rather than a liability. The bridges rely on maintenance costs as these are a significant
annual investment that directly influence the potential for a bridge asset to reach its intended useful
life. The ongoing development of asset knowledge through asset inspections, improved maintenance
inspections and activities, subsequent defect monitoring and repairs are fundamental in developing
sustainable intervention levels for renewal and replacement of bridge assets.

Ongoing maintenance costs are identified to ensure council understands the whole of life costs
associated with the day-to-day management of bridges. The figure below identifies the long term
financial commitment required in maintaining assets. In order to maintain assets to an acceptable
level, the cumulative costs over a ten-year period will equate to $23m. It is proposed to develop a
more detailed list of maintenance activities per annum, by bridge assets, through the utilisation of
the T1 asset management system. Annex C highlights the budget for 2018/19 Maintenance.
However, more detail and longer term planning for maintenance has been identified as an
improvement from this AMP.

4.6 Asset Renewals The purpose of developing a renewal plan is to identify assets that need to be replaced to maintain the current level of service. Asset failure due to lack of renewal will affect the capacity to deliver future renewals of bridges and subsequently the service bridges provide to the Noosa Community. Bridge asset renewals are condition based. Recent condition assessments has provided staff the ability to develop a Capital Renewal Program (Annex D lists the current bridges in the 10 year renewal program by asset and year). Bridge assets have an estimated useful life of up to 100 years, it is difficult to forecast the renewal beyond a 20 year period, even with good asset condition knowledge. There are still more bridges to be considered in future renewal plans. However, until all the bridges that require level 3 inspections are completed further development and prioritisation of the renewal program will be carried out. The individual asset components of the bridge assets are yet to be componentised consistently within the T1 asset system. The ongoing asset management maturity and development of the condition assessments and subsequent maintenance and renewal plans relies heavily on the componentisation of all bridge assets. Renewal expenditure is work which does not increase the bridges design capacity but restores, rehabilitates, replaces or renews an existing asset to its original service capacity. Improved condition assessment data capture is currently being developed to include asset renewal considerations based on physical conditions and estimates of remaining useful life of assets to guide and improve renewal programs. Renewal plans are developed to maintain levels of service to ensure assets achieve their optimal useful life before they reach the asset condition range of 5. A renewal program is defined in Annex D and only has bridges that have been identified through the level 3 inspections for renewal. Further development of the renewal program is required to identify the bridges in need of renewal over the next 10 years and beyond. The safety and condition of structures on Council’s road network is critical to the linkage of Noosa’s communities. The trunk road network in the coastal areas is sensitive at peak periods and the failure or part closure of any of those bridge assets will result in a reduction of the levels of service on the community. The graph below depicts the planned renewals by asset class over the next 10 years. There are major renewals in 2018/19 for the Old Noosa Road Timber Bridge and Mary River Road Bridge planning activities on Witta Circle Bridge and Doonella Bridge for future renewals. Other bridges to be assessed for renewal works include the Orealla Bridge and Cooroy Mountain Road Bridge. As the bridge assets age, continued CAs are required to monitor the assets and adjust more defined renewal plans. The graph below enables Council to identify and plan for these significant renewal activities in the shorter term. Further condition assessments will assist in developing a more robust and defined 10-year renewal program. Furthermore, the graph below also identifies the cumulative costs and future investment required in renewing bridges over a 10-year period. The current renewals are identified in Annex D and are reflective in Council’s 10 year Capital Works Program on the adoption of this AMP. Asset Management Plan: Road Bridges Page 13

4.7 Capital Upgrades and New Assets
There is a need to develop more maturity in the overall assessment and management of our bridge
assets before there is a consideration for further upgrades and expansion. Evidence based data
such as traffic volumes, vehicle types, trunk networks, cost benefits, sustainability, environmental
impacts and overall community benefit are key indicators when planning for capital upgrades and
new bridge assets.
The development of the Noosa Transport Strategy may have indicators that identify when upgrades
or new bridge assets should be considered. In May 2018, an initiative from the transport strategy
identified an integrated long-term transport proposal called ‘e-Noosa’, for the purpose of seeking
funding for long term initiatives. The e-Noosa concept focused on a subset of the components of
the broader Transport Strategy and Vision that could be implemented as an integrated transport
solution.
An initiative of the e-Noosa that proposes upgrade or new bridge assets for Noosa Council is to
duplicate the Garth Prowd Bridge, to include transit lanes and clear ways on Noosa Parade to
improve bus and bike access. There is no priority or timeframe currently proposed for if/or when this
proposal may be considered and will require Council approval.
4.8 Capitalisation of Assets
All new and renewed assets will be acquired and commissioned in accordance with the Noosa
Council Capital Delivery Framework.
Asset Management Plan: Road Bridges Page 14
Section 16
4.9 Disposal and Replacement of Assets Disposal of assets will be consistent with statutory and regulatory requirements. The replacement of assets will be driven from the condition assessments. The disposal and commissioning of assets from the asset register is undertaken in the capitalisation and asset write-on/off process. This process is being delivered via the Asset Management Branch and Finance Branch. Asset Management Plan: Road Bridges Page 15

5. Risk Management
Risk management is a coordinated approach to the management and control of risk by Noosa
Council.
5.1 Critical Assets
The identification of critical assets is based on the consequence of failure multiplied by the likelihood
of failure (adapted from the International Infrastructure Manual 2015 Section 3.2.4). For an indicative
draft table of risk measures refer to Councils Risk Matrix in Council’s Corporate Risk Register.
5.2 Risk Assessment
It is important to have a good understanding of the risks associated with the operations of the Bridge
Assets. Council continues to develop its bridge management activities to ensure that the bridges are
meeting the intended design life and where necessary work on the optimised intervention for
undertaking rehabilitation and renewal activities. However, there are risks associated with delivering
the levels of service above and not being able to enact identified activities as referenced in this asset
management plan, Council has identified the main risks as:
1. Bridge deterioration and structural failure possibly accelerated by the increasing severity
in weather and climate change conditions. Currently there is assessments proposed for
all bridges in marine areas, to identify any calcification and impacts from the saltwater
environment on these structures. Increased asset failure due to carbonation of concrete
bridges needs greater emphasis and further investigations.
2. Asset Performance – No asset failures that influence the service levels.
3. Asset Knowledge - The need to understand the performance of the bridge assets at
component level and a componentisation process needs to be undertaken. Improve
decision making to mitigate bridge related risks.
4. Climate Change adaptation considerations to be implemented into the asset decision
making processes.
5. Funding – the ongoing operational and maintenance costs for bridges will continue to rise
and efficiencies and cost savings are reviewed regularly. Grant opportunities for
renewals/upgrades must always be considered.
6. Workforce Continuity - there is a specialist team within the organisation that is responsible
for the operations of bridges, the continuity beyond the current workforce must be
considered over the next 3 to 5 years.
These risks and all other current risks will be regularly reviewed and if necessary, they can be
documented in the Infrastructure Services – Risk Register. Should the need for them to be further
escalated they can be addressed for consideration by the Risk and Audit Committee.
To mitigate these risks there are resulting actions from this AMP. For Council to make informed
decisions, it is understood that focus must be placed on consistent cyclical inspections across all
bridge assets with condition data accurately recorded in Technology One (T1). This then supports
the reconciling of financial asset data, GIS data and inspection data to have a single point of truth
for all road and bridge assets.

Section 18
6. Financial Summary 6.1 Financial Statements and Projections Council’s bridges play a vital role in connectivity of the 867km road network (both 670km sealed and 197km unsealed roads) across the Noosa Shire. There are a total of 51 Road Bridges and 5 Underpass pedestrian bridges on Council’s asset register that are considered in this AMP. These bridges have a current replacement value of $103m, which equates to 10% of Council’s financial assets. The operational and maintenance expenses for bridges make up approximately 3% of the $70m annual budget. The capital works program fluctuates from year to year, however, the 2018/19 capital works program the capital investment of $2.6m for road bridges equates to 9% of the $28m capital works program. The Civil Operations Branch Plan details the financial statements and projections associated with the operational and maintenance expenses for the road bridges on an annual basis. The capital investments including renewals, upgrades and expansions are highlighted in the annual capital works program which is reflected in the 10 year capital works program. 6.2 Funding Strategies The immediate improvements to funding requests for maintenance and renewals in the budget process are now evidence based and are supported from the condition assessments that have been carried out. The funding strategy, key assumptions, reliability and confidence levels are detailed in the Council’s long-term financial plan. More detailed funding strategies that promote the long-term sustainability of the road bridges will be further developed and defined in future asset management plans. 6.3 Budget Forecasts Budget forecasts will continue to be developed as information is captured and reported from the Technology One (T1) financial system. The annual review of actuals, maintenance and renewal activities against budget will initiate further development and identify trends that are reportable and reflect future year forecasts. Figure 7: Bridges 10-Year forecasted expenditures
The figure above identifies the current forecasts for the operational, maintenance and renewal
expenses to demonstrate the whole of life costs over a 10-year period for the bridges. In
summarising, the 10-year forecast has an overall expenditure range from a maximum of $7.3m in
2019/20 and a minimum $1.8m p.a. in 2024/25. There will be further asset renewals and
maintenance activities over coming years that will further influence this current forecast. However,
until good asset knowledge of all bridge structures, down to the component level, this type of
predictive modelling will continue to be limited.
The bridge assets have the longest useful life of any asset class maintained by Council. The bridges
useful lives vary based on construction and material type but are estimated between 90 – 130 years.
The oldest bridge operated by Council at present is the Cooroy-Belli Creek Road Bridge “A” identified
in Council’s asset register as being constructed in 1929.
The ongoing maintenance activities development will ensure that future asset failure will be
minimalised and a “no-surprises” approach is attained enabling the achievement of all identified
funding forecasts. This will be greatly supported through the initial development of condition
monitoring to predict potential maintenance and renewal requirements. However, in pulling these
forecasts together the following general assumptions have been identified:
• Proposed Capital Renewal Program will be funded as per the current Council model adopted;
• Renewal works will be prioritised according to asset condition;
• The condition of the assets reflect what is reported within this document;
• Current maintenance funding levels will meet service level requirements;
• Renewals, maintenance and isolated failure replacement is generally ‘like for like’;
• Where a renewal must be provided to a higher standard, the difference in cost between a ‘like
for like’ renewal and the higher standard is to be treated as an asset upgrade.
• Depreciation is in accordance with Council Policy;
• There is no allowance for CPI as the continuing revaluation and condition inspection process
will make adjustments for current rates.

Section 20
7. Plan Improvement and Monitoring
7.1 Status of Asset Management Practices
Currently all Asset Management activities are managed within the Noosa Council Asset
Management Governance Framework and enabled through Technology One (T1) asset information
management system.
7.2 Improvement Program
The following initiatives are recommended:
1. Asset Inventory – Componentisation –
Ensure that there is one single asset register/hierarchy that captures all parent and child assets
required; at a level of the lowest or appropriate repairable unit. All other duplicated asset
lists/registers should be eliminated. The T1 is the Enterprise Asset Management Repository.
Prior to the revaluation, it is recommended a detailed asset register and data reconciliation
project establishes a single point of truth for asset data within T1.
2. Condition Assessments – Consideration for more detailed and regular condition
assessments, to include all component and sub-component assets of the bridges. Condition
assessments for the underwater infrastructure should be incorporated in future condition
inspection routines. Condition assessments should also utilise the standard template to ensure
both maintenance and renewal activities are developed. The Bridge Working Group are
currently developing a cyclic Level 2 & 3 bridge inspection priority program that will be over a
number of years. There is a current list of bridges that are being addressed for inspection over
the next 12 months and is listed at Annex G.
3. Workforce Continuity - there is a specialist team within the organisation that is responsible
for the operations of bridges, the continuity beyond the current workforce must be considered
over the next 3 to 5 years.
4. Asset Systems – There is an initial implementation of operational work orders for planned,
reactive work and inspections to date. There is a number of functions within the T1 system that
would improve the operational and maintenance activities and as a result further enhance the
asset management objectives of the organisation. These include:
i. Planned maintenance work orders;
ii. Costings via work orders;
iii. Inspections and defects logged within T1;
iv. Asset performance reporting from T1;
v. Data capture – asset validation and updating.
5. Renewal and Maintenance Plans – Plans must be regularly reviewed and incorporated into
the annual budget process. Continued inspections and recording of asset condition and
maintenance activities are key to achieving this initiative. This will be a key outcome for the
Bridge Working Group to regularly review the bridge maintenance and renewal plan. The need
to develop longer-term maintenance plan beyond a single year is required for more effective
resource planning.
Asset Management Plan: Road Bridges Page 19
Section 21
7.3 Monitoring and Review Processes for the Asset Management Plan
This first edition of Asset Management Plan for the bridges refers to current levels of service that
have existed over recent years. This AMP is to be a ‘living’ document reflecting actual practices used
in managing the bridges. In accordance with this, Council will use best practice to balance cost, risk
and performance needs for the bridges.
The AMP will have a high-level annual review for developing the annual budget from the
maintenance and renewal plans. A full document review will occur on a three-year cycle, in line with
the completion of detailed condition assessments and the financial asset revaluation of the bridge
assets.
7.4 Asset Management Effectiveness
The effectiveness of this Asset Management Plan will be measured in terms of:
1. Adoption of the Road Bridge AMP by Council.
2. The ongoing development of good asset knowledge through a commitment to recording
information against assets and the undertaking of cyclic condition assessments at the facility.
3. Maintenance and renewal plans that are robust and initiate the annual budget process.
4. Historical asset activities that are recorded and located in Council’s asset management
system.
5. Limited reactive work and more planned maintenance activities.
6. The Road Bridge AMP becomes the reference point of all information that enables good
decision making for asset related activities and investments.
