Risk management is a coordinated approach to the management and control of risk by Noosa
Council.
5.1 Critical Assets
The identification of critical assets is based on the consequence of failure multiplied by the likelihood
of failure (adapted from the International Infrastructure Manual 2015 Section 3.2.4). For an indicative
draft table of risk measures refer to Councils Risk Matrix in Council’s Corporate Risk Register.
5.2 Risk Assessment
It is important to have a good understanding of the risks associated with the operations of the Bridge
Assets. Council continues to develop its bridge management activities to ensure that the bridges are
meeting the intended design life and where necessary work on the optimised intervention for
undertaking rehabilitation and renewal activities. However, there are risks associated with delivering
the levels of service above and not being able to enact identified activities as referenced in this asset
management plan, Council has identified the main risks as:
1. Bridge deterioration and structural failure possibly accelerated by the increasing severity
in weather and climate change conditions. Currently there is assessments proposed for
all bridges in marine areas, to identify any calcification and impacts from the saltwater
environment on these structures. Increased asset failure due to carbonation of concrete
bridges needs greater emphasis and further investigations.
2. Asset Performance – No asset failures that influence the service levels.
3. Asset Knowledge - The need to understand the performance of the bridge assets at
component level and a componentisation process needs to be undertaken. Improve
decision making to mitigate bridge related risks.
4. Climate Change adaptation considerations to be implemented into the asset decision
making processes.
5. Funding – the ongoing operational and maintenance costs for bridges will continue to rise
and efficiencies and cost savings are reviewed regularly. Grant opportunities for
renewals/upgrades must always be considered.
6. Workforce Continuity - there is a specialist team within the organisation that is responsible
for the operations of bridges, the continuity beyond the current workforce must be
considered over the next 3 to 5 years.
These risks and all other current risks will be regularly reviewed and if necessary, they can be
documented in the Infrastructure Services – Risk Register. Should the need for them to be further
escalated they can be addressed for consideration by the Risk and Audit Committee.
To mitigate these risks there are resulting actions from this AMP. For Council to make informed
decisions, it is understood that focus must be placed on consistent cyclical inspections across all
bridge assets with condition data accurately recorded in Technology One (T1). This then supports
the reconciling of financial asset data, GIS data and inspection data to have a single point of truth
for all road and bridge assets.
