Figure 7: Bridges 10-Year forecasted expenditures
The figure above identifies the current forecasts for the operational, maintenance and renewal
expenses to demonstrate the whole of life costs over a 10-year period for the bridges. In
summarising, the 10-year forecast has an overall expenditure range from a maximum of $7.3m in
2019/20 and a minimum $1.8m p.a. in 2024/25. There will be further asset renewals and
maintenance activities over coming years that will further influence this current forecast. However,
until good asset knowledge of all bridge structures, down to the component level, this type of
predictive modelling will continue to be limited.
The bridge assets have the longest useful life of any asset class maintained by Council. The bridges
useful lives vary based on construction and material type but are estimated between 90 – 130 years.
The oldest bridge operated by Council at present is the Cooroy-Belli Creek Road Bridge “A” identified
in Council’s asset register as being constructed in 1929.
The ongoing maintenance activities development will ensure that future asset failure will be
minimalised and a “no-surprises” approach is attained enabling the achievement of all identified
funding forecasts. This will be greatly supported through the initial development of condition
monitoring to predict potential maintenance and renewal requirements. However, in pulling these
forecasts together the following general assumptions have been identified:
• Proposed Capital Renewal Program will be funded as per the current Council model adopted;
• Renewal works will be prioritised according to asset condition;
• The condition of the assets reflect what is reported within this document;
• Current maintenance funding levels will meet service level requirements;
• Renewals, maintenance and isolated failure replacement is generally ‘like for like’;
• Where a renewal must be provided to a higher standard, the difference in cost between a ‘like
for like’ renewal and the higher standard is to be treated as an asset upgrade.
• Depreciation is in accordance with Council Policy;
• There is no allowance for CPI as the continuing revaluation and condition inspection process
will make adjustments for current rates.
