EXECUTIVE SUMMARY

ALTERNATIVE MOTION
That Council note the report by the Manager, Planning & Environment to the General Committee
Meeting dated 12 January 2015 and the Ordinary Meeting dated 15 January 2015 regarding
Application No. MCU14/0087 for a Development Permit for Retail Business Type 2 – Shop &
Salon situated at 13 Noosa Drive, Noosa Heads and refuse the application for the following
reasons:
1. The proposal provides inadequate, and poorly accessible on site vehicle parking and
manoeuvring areas;
2. Additional vehicles accessing the site from the proposed business are likely to impact on
the pedestrian and traffic safety of Noosa Drive; and
3. The proposal is contrary to the overall outcomes of the Noosa Plan’s Driveways and
Carparking Code.
REVIEWED REPORT
A report on this application was considered by the General Committee Meeting on 12 January
2015 (refer to page 99 of General Committee Agenda) and was subsequently held over for a
further report and to allow a site inspection by Councillors. During the course of discussions at
the General Committee Meeting, Councillors indicated that the additional business on the site
may not be appropriate given the site’s existing poor access and car parking arrangements.
Concern was raised that the proposal would generate further traffic safety issues.
The current access and car parking arrangements do not comply with current engineering
standards, with the existing access located too close to the existing roundabout, undefined
parking and limited ability for vehicles to turn around on site and leave the site in a forward
direction. A second inspection of the site following the General Committee meeting indicates that
it is likely that customer vehicles accessing the site may currently be unable to turn around on
site and have to reverse into Noosa Drive at times, dependant on the number of hire vehicles on
site. This does create potential traffic safety impacts, particularly considering the amount of
traffic movement in Noosa Drive and these potential impacts are only mitigated to a limited extent
by the slow speed traffic environment of Noosa Drive.
The applicant proposes to use 9m2 of the site for a beach lifestyle equipment hire/sales business
to be located towards the site’s frontage. The proposed area is currently being used to
store/display hire vehicles including mini mokes and scooters. This area currently
accommodates approximately 1 to 2 hire cars or 3 hire scooters.
