As requested, the opinions of market values of vacant land relative to property category, location and
type is not necessarily specific to an individual property, rather an opinion of a likely achievable value for
a typical average sized allotment. Obviously, a reasonable degree of market value range would apply in
most instances. We have however attempted to provide an opinion of value represented as a single
value within our spreadsheet matrix assessments.
For ease of reference, each property category is consistently colour coded throughout all 3 divisional
areas. The location within each divisional area is subsequently referenced to individual maps attached to
this report which assists with the identification of bundled suburbs within each division.
Our assessments by necessity make some fundamental assumptions as to typical property sizes relative to
property type. These property sizes and range of sizes are clearly identified within the spreadsheet
matrixes.
We advise that our opinions of market values are based upon a large body of market evidence and
transactions that have occurred within the previous 2 years within the Sunshine Coast Regional Council
Local Authority. We confirm that we hold this evidence on file. Due to the ongoing effects of the Global
Financial Crisis, the Sunshine Coast market continues to be within a recessionary phase with this market
remaining subdued. The volume of property transactions coupled with a continuing trend of declining
values is anticipated to continue for 2012. Due to this trend of declining values and transaction
numbers, we have attempted to reflect this market sentiment within our Generic Land Value Assessments.
| trust that our spreadsheet matrixes assist with your future infrastructure planning.
Should you have any further queries concerning the outcomes of our brief and/or any specific opinions of
values, CBRE will be happy to assist.
Yours faithfully,
CBRE Valuations Pty Limited

The Stormwater network in Noosa Shire is an open network divided into to a number of
catchments focussed on urban land within the Priority Infrastructure Area (PIA). The
catchments are identified on the Stormwater network maps and summarised in Table 1.1.

The demand assumptions for the Stormwater network have been based on the ultimate
urban developable lot area obtained from GIS data for urban IPA Planning Scheme Zones
within each PIA service catchment. The respective conversion rate applicable for each urban
development zone is summarised in Table 1.2.

The ultimate impervious area possible for each urban development zone/type was derived
from applying the ultimate urban developable lot areas with their respective conversion
rates. The resulting ultimate urban impervious areas were then apportioned according to the
LGIP’s PIA development planning assumptions (total dwellings and gfa projections) to derive
the projected demand over time for each Stormwater PIA service catchment (refer to excel
spreadsheet: Stormwater Demand Calc.xlsx). The resulting total Stormwater demand for the
service catchments is summarised in Table 1.3 below:

2. TRANSPORT NETWORK - DEMAND ASSUMPTIONS AND CONVERSIONS
2.1. Service Catchments
The Transport network in Noosa Shire is an open network operating as 2 major catchments
being the coastal area and balance hinterland area. The service catchment geography aligns
with the planning scheme localities as sub-catchments and is identified on the Transport
network maps and summarised in Table 2.1.

2.2. Demand Assumptions & Conversions
Demand generation rates were sourced from “RTA Guide to Traffic generating
developments” (October 2002) and in consultation with Holland Traffic Consulting Pty Ltd,
were used to establish the average vehicle trips/day for each land use and is shown in Table
2.2.

The estimated Transport demand over time for each service catchment was derived from
applying the development planning assumption projections (resident dwellings and non-
residential m2 gfa) with the respective adopted demand generation rates from Table 2.2
(refer to excel spreadsheet: Transport Demand Calc.xlsx). The resulting total Transport
demand for the service catchments is summarised in Table 2.3 below:

3.2. Demand Assumptions
The demand generation rate for the Public Parks and Land for Community Facilities network
is stipulated in the LGIP Desired Standards of Service, Quantitative Standards which
amounts to 3.7 ha/1000 resident population.
The estimated Public Parks & Land for Community Facilities demand over time for each
service catchment is therefore the development planning assumptions resident population
estimated within each planning scheme locality (both inside + outside the PIA) (refer to excel
spreadsheet: Public Parks & LCF Demand Calc.xlsx). The resulting total Public Parks &
Land for Community Facilities demand for the service catchments is summarised in Table
3.2 below:
