Assessment
The subject site is identified as a Connecting Habitat Area on Map SFM-4 - Biodiversity
(Strategic Framework).

The applicant has provided the following comment in relation to PO26:
      the proposed development will not have a significant adverse impact upon biodiversity,
      natural vegetation, native fauna habitat (discussed further below), landscape quality, water
      quality or cultural heritage values, including:
      •   changes to natural drainage;
      •   disturbance to any wetland system;
      •   the management of bushfire risk;
      •   erosion and the transport of sediments off site;
      •   unmanaged public access; and
      • changes to fauna habitat and behaviour, which will be improved by the development
The proposal plans indicate that there are 242 surveyed native trees on the site, of which:
• 160 will be retained
• 71 will be removed
• 11 are proposed to be retained pending an arborist review during construction
Of the trees surveyed on site 150 are by ‘state’ definition ‘koala trees’ with
• 117 to be retained
• 27 to be removed
• 6 are proposed to be retained pending arborist review during construction
The development layout reduces the width of the current ecological linkage and proposes
development within the linkage which will result in undesirable interaction between koalas and
development/infrastructure. The development does not maintain or enhance connectivity in the
north south direction, and is likely to result in significant adverse impacts on biodiversity, natural
vegetation and native fauna habitat, including changes to changes to fauna habitat and
behaviour.
Additionally, as outlined above in the Stormwater assessment, Councils Stormwater consultant
has provided advice that the proposal (in its current form) will result in significant adverse impacts
