ATTACHMENT 1 – OFFICER’S REPORT REPORT 1. PROPOSAL This application seeks approval for a Material Change of Use for Short-Term Accommodation at 94 & 142 Noosa Dr, Noosa Heads (refer to Figure 1). The proposed development is an extension to the existing RACV Noosa Resort, comprising of 15 self-contained dwelling units, a new lagoon pool within the existing resort complex, additional car parking and alterations to access arrangements. Specifically, the proposal includes: • Eight (8) separate buildings comprising fifteen (15) two (2) storey dwelling units, with cabin 1 containing three (3) bedrooms and cabins 2 – 15 containing two (2) bedrooms. • eighteen (18) additional carparks. • all buildings are elevated structures, the applicant has advised the locations of the cabins have been determined by the arborist, ecologist and koala expert in consultation with one another. • the buildings are each connected by an elevated timber boardwalk, with all access in and around Lot 3 being via the elevated boardwalk (ie no access to the natural ground level by guests, staff, services etc). • removal of a minimum of 71 (up to 82, pending an arborist review during construction) native trees (of 242 native trees surveyed on site), with a minimum of 27 (up to 33, pending an arborist review during construction) being koala trees. The development is proposed to be located primarily over Lot 3 (142 Noosa Drive), with cabins 2 – 15 being located wholly within Lot 3, whilst cabin 1 and the proposed parking partly extending into the existing RACV Noosa Resort on Lot 203 (94 Noosa Drive) (refer to Figure 2). Lot 0, while forming part of the existing resort development and the subject land as a whole, will not be impacted by the proposal. It is proposed that access to the associated car parking area be from Noosa Drive via the existing access driveway. Whilst access to Lot 3 is currently obtained over Lot 203 via an access easement, the applicant is proposing to amalgamate Lot 3 and Lot 203 as part of this development and therefore negate the requirement for access easements over Lot 203. The following images detail the subject site, zoning, proposed cabin designs and tree clearing plan. Figure 1 – Locality Page 1 of 38 Page 8 of 518
