Information Required
2. Provide a detailed Erosion and Sediment Control Management Plan, prepared by a
CPESC or RPEQ, which includes information on, but not limited to:
2.1. Staging of the works and how each stage will be stabilised immediately after
being completed;
2.2. How areas that are not part of the final cut/fill pad but will be disturbed as part
of the works (access tracks, manoeuvring areas, etc.) will be stabilised in the short
and long term;
2.3. How “dirty” water will be managed;
2.4. How “clean” water will be diverted from the destabilised area;
2.5. How will diversion drains be stabilised, namely the ones that divert clean
water;
2.6. Maintenance regime of the proposed controls;
2.7. Where the topsoil will be stockpiled and how it will be stabilised.
3. Provide CPESC or RPEQ certification that all proposed E&S controls, for each of the
proposed construction stages, have been sized in accordance with relevant standards
and legislation, and suitable contingency measures will be available onsite, or able to
be deployed to site prior to being required.
Response
An Erosion and Sediment Control plan accompanies this response. Note that the control
measures outlined in the report have been depicted on drawing 1995-C1101.
Issue
Building pad levels and building envelopes.
Information Required
4. Update the earthworks plan (DWG 19553-C1100A) to include minimum building pad
levels in order to demonstrate compliance with Condition 35.
5. Update the earthworks plan to show building envelopes and the current level of the dam
top-of-embankment on Lot 8 and demonstrate compliance with Condition 32(d) of DA
approval RAL19/0018.
6. Either remove the extension proposed for the dam on Lot 8 or reduce the building
envelope on this lot so that the enlarged dam does not encroach into the building envelop.
Response
Page 3
4. Building pad levels have been added to drawing 19553-C1100 and confirm compliance with condition 35, ie above 1% AEP. 5. Building envelopes have been added to drawing 19553-C1100 – lot 8 building envelop has been amended to ensure it is above the dam top of embankment. 6. Lot 8 Building envelop has been amended so it does not encroach into the enlarged dam. Note an additional building pad has been added for a storage shed on this lot. Issue Condition 7 of DA approval RAL19/0018 requires that: “A plan of the subdivision overlaid on a current aerial photo must be prepared by a registered cadastral surveyor and submitted to Council prior to the issue of an operational works approval.” Information Required 7. Provide a plan that complies with the requirements of condition 7 of DA approval RAL19/0018. Response 7. A current aerial photo has been added to the plan of subdivision drawing 19553-C1002. A letter certifying this plan has been provided by the Surveyor and accompanies this response. Issue Conditions 11 and 26 of DA approval RAL19/0018 require that a “site-specific geotechnical investigation for each approved lot” is prepared, including but not limited to information on the location of the effluent disposal area. Information Required 8. Provide a geotechnical report that complies with the requirements of conditions 11 and 26 of DA approval RAL19/0018. Response Individual geotechnical reports for each lot are attached to this response . We also provide a copy of the effluent disposal report for the site which identifies the areas for disposal for each lot/building pad. Issue Conditions 12d. and 12f. of DA approval RAL19/0018 require that the operational works application includes details for: “street lighting, signage, linemarking and underground services”; and “maintenance of suitable access (pedestrian and vehicle) to 21 Wilgee Court during the construction phase of the works”, respectively. Information Required 9. Provide detailed plans that comply with the requirements of conditions 12d. and 12f. of DA approval RAL19/0018. Response

9. Streetlighting and underground services are shown on the electrical and NBN drawings accompanying this response. Signage and linemarking are shown on the civil drawings however we believe that no intersection markings or signage is necessary at the intersection of Wilgee Court and Cordwood Drive. A note has been added to the drawings to state that access to the existing house at 21 Wilgee Court is to be maintained at all times. It should be noted that the existing concrete driveway is located within the future verge area of the Wilgee Court extension so this can generally be retained until the new road is completed. A temporary connection between the driveway and Wilgee Court will be provided as necessary during construction of the road. Issue Condition 13 of DA approval RAL19/0018 requires that the operational works application includes details for “a new intersection must be constructed joining proposed Road 1 with Lake MacDonald Drive.” Information Required 10. Provide detailed plans that comply with the requirements of condition 13 of DA approval RAL19/0018, specifically with regards to signage, linemarking and services (underground and overhead). Response 10. Linemarking and signage details for the intersection of Road 1 and Lake Macdonald Drive have been added to drawing 19553 – C1208. Lighting details have been provided on the electrical plans. Issue Condition 17 of DA approval RAL19/0018 requires that the operational works application includes details for concrete bin pads. Information Required 11. Provide detailed plans that comply with the requirements of condition 17 of DA approval RAL19/0018. Response 11. Concrete Bin pads have been added to the drawings – refer 19553-C1200 Issue Condition 22 of DA approval RAL19/0018 requires drainage easements over all flowpaths conveying discharge from roads. Information Request 12. Amend the engineering plans and provide supporting calculations to show drainage easements over the 1%AEP flow width for all stormwater discharges from new or proposed roads onto the new lots. Additional Easements are considered necessary for Lot 1, Lot 2, Lot 3, Lot 9, Lot 15 and Lot 16. Response

12. Amended plan 19553-DG-CAT shows the location of easements over the 1%AEP flow paths for all stormwater discharges from new and proposed roads onto the new lots. The flow widths have been determined from the previous flood modelling undertaken for the site plus an allowance of 3m width each side of the extent of flow. Issue No information has been provided to demonstrate compliance with conditions 39, 40, 43, 44 and 45 of DA approval RAL19/0018. Information Required 13. Advise if compliance with the conditions 39, 40, 43, 44 and 45 of DA approval RAL19/0018 will be undertaken by separate application for operational works or if the current application will be amended to include compliance with the afore mentioned conditions. Response 13. Landscaping plans are attached to this response and we ask that these be assessed as part of this application. Issue Condition 52 of DA approval RAL19/0018 requires that the applicant submits “any proposed landscaping and/or rehabilitation plans to Energex for approval.” Council acknowledges that a copy of the proposed civil works plans has been submitted to Energex, which did not include landscaping or rehabilitation information. Information Required 14. Provide evidence of compliance with condition 52 of DA approval RAL19/0018. Response 14. Energex have no objections to the civil works proposed – refer attached correspondence. A copy of the landscaping and rehabilitation plans have been sent to Energex and we await their response. Issue Advisory note 8 of DA approval RAL19/0018, requires a preliminary Construction Management Plan to be submitted with the Operational Works application. Information Required 15. Provide a preliminary Construction Management Plan in accordance with the requirements of advisory note 8 of DA approval RAL19/0018. Response 15. Preliminary Construction Management Plan attached. A more detailed plan will be provided prior to the prestart meeting by the appointed contractor. Issue The submitted plans indicate 1 in 2 cut and fill batters on road reserve.

Noosa Council’s Planning Scheme Policy 05 notes: “For roads where major earthworks are required, wider road reserves are required. Road Reserves are to be 3.0m from top of cut batter and 3.0m from toe of fill batter.” Information Required 16. Demonstrate how batters on Road Reserve are to be reasonably maintained if these are to be turfed. 17. Demonstrate compliance of the proposed design with Council’s Planning Scheme Policy 05. Response 16. As shown in the landscaping plans provided all batters steeper than 1 in 4 will be mulched and planted out. 17. As discussed with Mark Lewis due to the steepness of the site it is not possible to provide road reservice widths that fully contain the road batters without adversely impacting on the lot layout. As such is has been agreed that easements in favour of Council will be provided in the front of the new lots where the road batter extends across the property boundary. These easements are shown on the revised plans. We trust the above is satisfactory. Should you have any queries regarding this matter, please contact the undersigned.
