PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 DECEMBER 2021
and noise nuisance conditions that restricts noise emission that can be generated by the activity
including mechanical equipment.
It is considered that the activity would maintain the acoustic amenity expected within a rural
residential zone. Conditions of approval also enable monitoring and enforcement should it be
required.
It is noted that Council have not received a noise complaint about the facility which is understood
to be operational.
Odour
Some concern has been raised regarding the potential impacts of odour. The applicant has advised
that “…wild game is harvested and eviscerated in the field. Any waste not fit for use is left in the
field. Carcasses are kept refrigerated and approximately 98% of the animal is utilised and waste is
kept to a minimum.”
The only potential source of odour would be generated by waste (off cuts) if left to decompose
external to the facility. The applicant has advised that the minimal waste that is generated is
collected by the operator, appropriately bagged and taken by vehicle to Council’s Waste Recovery
Centre.
With the exception of this, the carcasses are refrigerated and well-sealed within the retrofitted
facility. It is noted that Council have not received an odour complaint about the facility which is
understood to be operational. Nevertheless, Council’s Environment and Health Officer has
provided a condition of approval to ensure the activity does not generate odour beyond the site
boundaries.
Rural Residential Zone Code
The Rural Residential Zone Code supports home-based businesses provided they are facilitated
where the nature, scale and intensity of the activity is compatible with the low density rural
residential character and amenity of the surrounding locality.
The proposed small-scale meat processing operation would not unreasonably impact upon the
amenity of the rural residential neighbourhood or surrounding properties. Vehicle movements are
limited, and the facility is operated exclusively by the landowner. The facility maintains a residential
appearance and is ancillary to the primary residential use occurring on the site.
The proposed development is considered to comply with the provisions of the Rural Residential
Zone Code.
