PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 DECEMBER 2021

5. CONCLUSION & REASONS FOR DECISION
The application is seeking retrospective approval for a Development Permit for a Material Change
of Use for a Home-based Business. The application encompasses a small-scale meat processing
facility located in a 51.7m2 existing shed located in the north-western corner of the subject site.
The shed has been retrofitted to facilitate the processing of wild game (venison) and is solely
operated by the landowner who resides on the lot.
The meat and products are sold by the operator at local markets and directly to restaurants. No
onsite sales are proposed, and no deliveries or commercial vehicles would attend the site.
The relevant assessment benchmarks support home-based businesses provided they are
facilitated where the nature, scale and intensity of the activity is compatible with the low density
rural residential character and amenity of the surrounding locality.
The proposed use maintains a domestic scale and operates in a manner that is subordinate to the
residential use on the premises. The home-based business would not unreasonably impact on the
amenity of the rural residential character of the area and therefore demonstrates compliance with
the Rural Residential Zone Code and the Home-based Business Code.
