PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 MARCH 2023
Annual renewal fees
The annual renewal fee was deferred and as a result there will be no income from annual renewal
fees for the 2022/23 financial year.
A renewal fee is proposed to be introduced from 31 July 2023 and apply to all properties approved
under the local law on an ongoing annual basis whilst the property continues to operate short stay
letting or home hosted accommodation. The annual renewal fee is proposed on a sliding scale
depending on the approval type under the local law:
Detached house $400
Detached house limited to 4 times and maximum 60 days $100
Unit $200
Unit limited to 4 times and maximum 60 days $100
Home hosted accommodation $100
The expected revenue from renewal fees for the next 2 financial years will be:
FY 2023/24 = $641,400
FY 2024/25 = $929,300
Risks & Opportunities
The implementation of the local law over the last 12 months has provided Council the mechanism
to regulate a previously unregulated short stay letting and home hosted accommodation industry
sector. The local law has provided the statutory framework for requiring approvals and undertaking
enforcement action where required. The proposed actions and additional resourcing outlined in
this report will ensure the continued successful implementation of the local law and will continue to
provide improved outcomes for residents and the wider community, safety of guests and fair
complaints management procedures.
Should the actions and additional resource requirements not proceed, the local law is at risk of not
being implemented in a timely manner or to its full capacity resulting in potential negative
community and industry reaction to the effectiveness of the local law.
