   1    INTRODUCTION
   1.1  Purpose
  The 2016 Noosa Social Plan recommends Council develop an Arts, Culture and Heritage Plan
  (The Plan). The Plan will audit the current state of the arts, cultural and heritage sectors within the
   Shire and provide a blue print to assist audience development, community arts, cultural
  entrepreneurship, heritage preservation, and professional artistic development.
   The Plan will also identify how key stakeholders (including Council) can support the mechanisms
  that enable residents and visitors to fully participate in the sector as a creator, cultural
   entrepreneur, practitioner or audience member.
  The Plan will:
   ® review population and demographic forecasts
   * consider current and future trends and participation in the arts, culture and heritage sectors,
   ® review government (state and federal) strategic directions and resourcing policies,
   e audit existing community arts, creative industries, cultural and hentage activities (including events
      and tourism) and infrastructure in the Shire,
   « explore the synergies and opportunities for local cultural development and conflicting demands for
     local resources
   e identify gaps, duplications or opportunities for partnerships in delivery of arts, culture and heritage
      services and facilities
   e provide a roadmap for the future development of the arts, culture and heritage in the Shire.

   1.2  Scope
  The plan will include arts, culture and hentage activities (as defined in Table 1), the individuals,
   institutions and organisations (not for profit and commercial) that provide these activities, and the
  locations at which these activities take place within the Noosa Shire.
  Not included in the scope of this plan are:
   e Activities addressed in other council plans such as the Noosa Local Economic Development Plan,
     Libranes Plan and Service Reviews.
