2.    Pricing principles

When considering an amended fees and charges schedule, management sought the achievement
of four key pricing principles, being:
 Clarity: fees should be easily understood by staff and patrons alike and offerings should be
    simplified wherever possible.
 Consistency: discounting for concession and multi-visit entry should be based on a
    standardised methodology and should be applied consistently.
 Competitiveness: fees should be at a level that allows Council’s facilities to remain competitive
   in the local marketplace and should be reviewed on a regular basis to ensure this remains the
   case.
 Community-minded: fees should be affordable for a majority of the community and membership
   offerings should offer fairness and flexibility.

To ensure consistency, transparency and fairness, it is proposed that the following levels of
discount be offered against the equivalent full price of relevant fees:
 Concession discount: a 15% reduction for juniors under the age of 18 and holders of eligible
    pension cards, health care cards, seniors’ cards and full-time tertiary education cards.
 10 session VP discount: a 10% reduction and a validity period of 6 months.
 20 session VP discount: a 15% reduction and a validity period of 12 months.


3.    Proposed fees and charges and membership structure

The abovementioned pricing principles have manifested themselves in a revised fees and charges
schedule and membership structure, as shown below:
