SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 OCTOBER 2016

Finance & Risk
The original 2016/17 budget was based on sweeping a total of 6,000km in the financial year. This
estimate is considered inadequate to maintain the level of service based on the initial trial period,
as data from the existing contractor’s GPS system has revealed that most of this allowance
(5,642km) would be used sweeping the higher category streets.
This means that using the minimum service level of 12 weeks for sweeping residential streets,
would result in these streets being swept about 4 times a year and a total number of 7,634
sweeping kilometres. Based on feedback from staff operators, Council was able to deliver an 8
week cycle (i.e. approx. 6 times/year) on residential streets when Council’s sweeper was operating
during the initial trial which is at the higher end of range identified for these streets. It is estimated
that a total of 8,630km of sweeping would be required to achieve this level of service.
The number of customer requests for sweeping has also increased recently. Council has received
29 street sweeping requests over the first quarter of this financial year compared to only 8 for the
same time last year. Based on the submitted prices for Contract LBNA04, it is anticipated that the
following sweeping frequencies as detailed in table 2 below i.e. in accordance with the trial based
service level (i.e. 8,630 kms), can be achieved within the approved budget.
Table 2: Proposed Sweeping Frequencies
Proposed Level of
Service
Commercial Areas/High Profile Weekly
Arterial Roads/ Bikeways /Industrial Estates Fortnightly
Residential Roads 6/annum
The total cost of the contract over the four (4) years available under the contract is likely to be over
$1.1m if Council adopts the recommended level of service.
