CCIQ Noosa #3 Noosa Convention & Cultural Centre Initiative
Pre-feasibility Study April 2016
d. Venue Depreciation
i. While most venues run at a loss, this is often caused by the
depreciation expense. As they are often built by Government
capital grants and ultimately replaced by another government
grant, this could be seen as an accounting conundrum given
depreciation is a non cash item.
ii. The normal rule of thumb is that the Venue owner covers the
considerable depreciation from general revenue, ie rates/taxes,
possibly giving rise to an across-the-board rate rise.
e. Site Impacts
i. Building noise (air-conditioning), lighting, performance noise etc.
will all need to be addressed, as will traffic management. While
these will require technical solutions, these issues would be
addressed in a feasibility study.
f. Grant Conditions
i. Such buildings are usually built using substantial Federal/State
funding, which would normally have topical building
requirements, e.g. Greenstar, sustainability, carbon footprint,
public art or regional economic job creation.
