Attached to the e-mail MCU15/0034 Development Application - Cover letter, Forms, Proposal plans & Planning Reports.
Our Ref: NBN-4BBZ-4GYM-5132-Schreibers 23 April 2015 – Chief Executive Officer Noosa Council PO Box 141 TEWANTIN, QLD, 4565 Dear Sir/Madam, Application for a Development Permit - Material Change of Use (Impact Assessable) for a Proposed NBN Fixed Wireless Telecommunications Facility (Infrastructures Use, Service & Utility (Type 3 –Tower) located at Schreibers Road, Cooran QLD 4569 (Lot 12 on RP883248) NBN Co has engaged Ericsson as the equipment vendor and project manager to establish the infrastructure required to facilitate the fixed wireless component of the National Broadband Network (NBN). Ericsson has in turn engaged Aurecon to act on its behalf in relation to the establishment of the required fixed wireless network infrastructure. The NBN is an upgrade to Australia’s existing telecommunications network. It is designed to provide Australians with access to fast, affordable and reliable internet and landline phone services. NBN Co plans to upgrade the existing telecommunications network in the most cost-efficient way using best-fit technology and taking into consideration existing infrastructure. To enable the provision of these services to the local community, NBN Co has undertaken a thorough analysis of potential site alternatives and during this process has attempted to select the most appropriate site. Factors such as the ability to meet the required coverage and technical objectives, opportunities for co-location, the surrounding landscape and community needs have all been carefully considered as part of this selection process. Based on this assessment, NBN Co determined that the above address would be the most appropriate location to establish a facility so as to provide high speed wireless broadband coverage to the rural outskirts of Cooran. Please find enclosed an application for a planning permit and supporting information for a proposed telecommunications facility comprising a 40 m monopole along with ancillary components at the above address which will form part the NBN fixed wireless infrastructure. The application is accompanied by: Completed Development Application (IDAS) Forms; Planning Report including the development plans and attachments; Owners Consent; A recent copy of title;

Payment for the sum of $25,311 will be made direct to the assessment manager via cheque.
Please also find attached correspondence from Council received on 9th March 2015 in
response to a fee waiver request. The fee waiver request states that: ‘In this instance, while no
waiver is agreed to for the lodgement of the applications, a partial refund of the application
fees may be considered at the time the application is reported to Council for a decision.’
We are therefore again requesting that a partial refund of the application fee $25,311, that
accompanies this application, be made once a Council decision has been granted. We
endeavour the assessment of this second NBN Co application, in the rural outskirts of Cooran,
to progress smoothly and quickly due to the following factors:
1. In accordance with Council’s advice, NBN Co has in good faith investigated the feasibility
of alternative sites (adjacent to the HV towers off Schreibers Rd) to service rural Cooran
and withdrawn the original Development Application (Coles Creek Road, Cooran - DA
MCU13/0051)
2. NBN Co highlights that a second lease and second Development Application (this subject
application) has now been lodged which has required extensive re-work costs and
network-wide revisions.
3. We believe that NBN Co has demonstrated a record of real cooperation and flexibility with
both Council and residents in Noosa Shire, and that this approach is evident at Cooran,
where alternative sites have been investigated in response to community feedback and
Council’s advice.
We trust that you have all the necessary information to commence your assessment of this
application.
If you have any queries regarding the subject application please do not hesitate to call Claire
Harris on (07) 3173 8738 or alternatively email on [email protected] Sincerely,
Lisa Shields
