Due to the unforeseen Covid-19 event, subsequent business shutdowns, _~»y

building material shortages, and staffing constraints, Palm Lake Works is unable to
complete Stage two (2) one hundred and twenty (120) aged care (Special Needs) facility by 21 July
2026.

The development of the Special Needs Aged Care has been delayed due to on-going staffing
shortages, pertaining to the day-to-day management of the facility. The inflated cost of living in and
around Cooroy, has affected the number of quality Nurses, Carers, and ancillary staff available. The
rental market is sitting at a record low of under one (1) percent, making it difficult for staff to find
suitable, affordable accommodation within the surrounding suburbs.

All these issues and the excessive increase in construction costs combined, have created an
extensive delay in construction of the aged care facility.

In accordance with Noosa Council’s 2023-2024 Fee Schedule, the fee for this Minor Change
application is $3,875. Palm Lake will withdraw the extension of time application relating to the same
approval (MCU15/0111.04 & REC15/0031.04 - 15 Pearsons Road Cooroy) submitted in December
2023 and request that the fees already paid $3659 be transferred to this Minor Change application
with the remainder of the outstanding fees $216 to be paid upon receipt of a formal invoice from
Council.

It is worth noting that Palm Lake Works are currently redesigning the approved facility to improve
the design and ensure compliance with current regulations. These plans will be ready for
submission later this year.
