Reference is made to the referral agency material for the development application described
above which was received by the Department of Transport and Main Roads (the
department) under section 272 of the Sustainable Planning Act 2009 (SPA) on 28 May 2013.
The department has carried out an initial review of the development application. This review
has identified that further information is required to fully assess the proposal against the
department’ s jurisdiction namely land use and transport coordination under the Transport
Planning and Coordination Act 1994.

Buses
The applicant is advised that the proposed ‘bus stop’shown on Site Plan –Stage 1 and Site
Plan –Stage 2 prepared by Mode Design is unlikely to be supported or serviced by
TransLink for an urban bus service. Accordingly, the applicant is requested to amend the
proposal plan to either remove the ‘bus stop’entirely or alternatively to show this as a
setdown area for private buses such as community buses, courtesy buses and the like.
Taxis
“Site Plan –Stage 1”and “ Site Plan –Stage 2”submitted with the application show a ‘ taxi /
drop-off zone’outside the proposed tavern. A taxi parking area also currently exists in the
Coles car parking area, however, this existing facility is not likely to be adequately located or
designed for the intended redevelopment of the site. The applicant is therefore requested to
amend the Traffic Engineering Report prepared by TTM to demonstrate that adequate taxi
facilities will be provided and suitably located to address the impact of the mixed use
redevelopment of the site. This should consider likely passenger volumes and the demand
for taxi services given factors such as the gross floor area, land use mix, demographic
considerations and integration with other transport modes namely scheduled urban bus
services and the bus station. In particular, this assessment should take into account the new
entry and retail shopping frontage being provided to the existing Coles supermarket and the
intended patronage or demand likely to be generated by the proposed tavern (including beer
garden and any proposed night club or other entertainment facilities).
It is noted that taxi services provide an essential form of transport for those who cannot
access other forms of transport or drive independently and are completely reliant on taxi
services.
The applicant is also required to amend the proposal plans as follows:
to take into account the recommendations of the revised Traffic Engineering Report
regarding the provision of taxi facilities. The amended proposal plans should clearly
show the taxi facilities proposed to address the likely impacts of the development,
including any additional taxi facilities as well as the upgrade and/or
replacement/re-location of existing taxi facilities;
to clearly dimension taxi setdown areas and show the number of intended parking
spaces within each setdown area;
to demonstrate taxi ranks are appropriately positioned to maximise coverage and
decrease the distance that potential passengers have to walk. This should consider
siting taxi ranks near uses that generate major trips, for example, supermarkets, key
shopping centre entries and major pedestrian facilities and so as to allow convenient
connections to other public passenger transport services. Any taxi facilities servicing the
proposed tavern should be in the direct line of sight of the entry to the tavern; and
each taxi facility should include at least one taxi parking bay suitable for use by people
with disabilities.
The applicant is advised that the relevant standards for ensuring taxi parking bays are
suitable for use by people with disabilities include:
Page 3
Disability Standards for Accessible Public Transport 2002 - subsection 31(1) of the
Disability Discrimination Act 1992;
AS1428.1 –Design for Access and Mobility; and
AS2890.6 –Parking Facilities, Part 6: Off-street parking for people with disabilities.
In addition to the disability standards cited above, the applicant is advised that other
standards applicable to designing taxi facilities include AS2980.5 –Parking facilities, Part 5:
On-street parking and AS1742.11 –Manual of uniform traffic control devices as well as the
Taxi Rank Design Specification April 2012 (Australian Taxi Industry Association).
Educational Use
The applicant has applied for a material change of use for mixed use development that
includes ‘Education –‘ Education Type 3 Adult’ . The submitted proposal plans and town
planning report do not clarify the intended nature of this use. The applicant is therefore
requested to clarify what type of Education use is proposed and its gross floor area,
anticipated student population and location within in the mixed use redevelopment proposal.
Pursuant to section 278 of the SPA, the applicant must respond to this information request
by giving the requesting authority (the department) –
