                                                                          Bushfire Emergency Provisions
                                      Residential Aged Care Facility – 6 Grasstree Court, Sunrise Beach

The above procedure seeks to negate a situation where an emergency evacuation of the facility is
required on the basis of a warning on any day of increased fire danger, instead providing for a more
orderly, organised and lower-stress evacuation process.

ACTION TRIGGER 2: BUSHFIRE WARNINGS
RESPONSIBILITY: The chief and deputy fire wardens may request assistance from Queensland Police
Service or Noosa Shire Council to assist in this process, but must not wait for assistance if the bushfire
threat is immediate.

In a situation where, on a LOW-MODERATE, HIGH, VERY HIGH or SEVERE fire danger day an
INFORMATION OR ADVICE WARNING has been issued for the area including Sunrise Beach, or for an
ignition in Noosa National Park or surrounds, the chief and deputy fire wardens must contact the
Noosa Shire Council Disaster Management Team (or Queensland Police Service or Queensland Fire
and Emergency Services) for advice and possible instruction to commence evacuation procedures.

Where a WATCH AND ACT warning is issued, the chief and deputy fire wardens must commence off-
site evacuation procedures in accordance with the overall emergency plan for the facility.
Alternatively the EPC may take advice/instruction from either emergency services or the Noosa Shire
Council Disaster Management Team.

RESPONSIBILITY: The chief and deputy fire wardens and EPC are to commence off-site evacuation of
the facility in a situation where a WATCH AND ACT warning issued for a bushfire event which is within
20kms of the facility. Alternatively the EPC may take advice/instruction from either emergency
services or the Noosa Shire Council Disaster Management Team.

This process seeks to avoid a situation where an emergency evacuation of the facility is required on
the basis of an emergency warning on any day.

Despite the above however, should a situation arise where an EMERGENCY WARNING is issued, the
following actions should be followed:

     •    Call 000 and advise them of the situation and the procedures being undertaken and request
          immediate emergency firefighting and ambulance assistance.

     •    Immediately enact the emergency off-site evacuation procedures outlined by the overall
          emergency plan for the facility.

     •    If there is deemed to be insufficient time to complete an off-site evacuation procedure,
          prepare for on-site sheltering by relocating all occupants and staff to the front-most fire
          compartment of the building at the Grasstree Court frontage of the facility and closing all
          doors and windows, including internal fire doors LEAVING ALL WINDOWS AND DOORS
          UNLOCKED.

     •    Follow the advice of emergency services (this is likely to be very specific to the nature of the
          emergency and the conditions unfolding on the day).

BUSHFIRE-SPECIFIC EVACUATION
The overall emergency plan for the facility will incorporate detailed provisions regarding off-site
evacuation and these provisions will not only be in response to bushfire events but other situations
(i.e. flooding, cyclone, etc.). It is understood BlueCare’s standard triaging approach to off-site
evacuation.

Where instances requiring off-site evacuation eventuate, a ‘triaging centre’ will be established at
the facility. Occupants will be prioritised in order of:

     1. Closest to threat (relocate persons from rear of the building toward the front of the building,
        and staging them for off-site evacuation). This is ONLY RELEVANT if the facility is subject to
        immediate bushfire threat. Otherwise, occupants may remain in situ until it is time to depart
        the premises;
