Executive Summary
This report considers the bushfire mitigation measures required for the development and ongoing
operation of a previously approved residential aged care (RAC) and retirement living facility over
land at 6 Grasstree Court, Sunrise Beach. Based upon previous bushfire work conducted and in
conjunction with on-site inspections and analysis, a range of mitigation measures are identified
herein to aid in the defence against bushfire with respect to areas of classifiable vegetation which
surround the development site.

The methodology adopted for the following bushfire hazard assessment and preparation of a
bushfire management plan and facility-specific bushfire emergency provisions is based upon a
detailed analyses of the following:

     •    Regulatory bushfire hazard context of the site and the approved facilities;

     •    Fire weather based on 2% annual exceedance probability (AEP) forest fire danger index
          (FFDI)

     •    Vegetation communities (at maturity) within 100m of the site;

     •    Effective slope assessment relative to key fire runs;

     •    Aspect;

     •    Bushfire behaviour assessment and extent of hazard;

     •    Adoption of the 2017 Method 2 assessment of AS3959-2009, conducted by RPS and verified
          via this assessment using FLAMESOL.

This report contains a number of recommendations relating to specific bushfire mitigation measures
and activities, pursuant to an assessment of the above characteristics. These recommendations are
summarised below for ease or reference (and may also prove useful as a compliance checklist),
and must be implemented by the relevant organisation (either the developer, operator or Noosa
Shire Council) both during construction and in perpetuity.

Construction recommendations
Once these conditions have been satisfied, they do not require ongoing management and are
taken to be satisfied upon completion of construction.

1. Upon Council acceptance of this report, provide a copy of this report to the local fire brigade
   for their information purposes.

2. Consider providing a copy of this report to Queensland Parks and Wildlife Service for their noting
   purposes.

3. Carry out the approved development in accordance with the measures, including relevant
   asset protection zones and BAL construction provisions, identified in this report and as per the
   Bushfire Management Plan contained at Appendix D.

4. Voluntarily comply with AS3959-2009 for the construction of the RAC facility, requiring BAL-29
   construction for the northern façade of the building and the entirety of the roof structure (for
   the whole building), and BAL-19 construction for the western, eastern and southern building
   facades pursuant to the building shielding provisions at Section 3.5 of AS3959-2009.

5. Consider the design suggestions at Section 7.5.1 for all buildings to simplify AS3959-2009
   compliance and enhance the overall resilience of each building through design (rather than
   construction) measures.

6. Undertake all landscaping activity in accordance with the provisions set out at Section 7. The
   landscape concept plan for the site has been prepared in accordance with these provisions.
