     •    Evacuation Plan – develop an evacuation plan (reference to NSW RFS bushfire evacuation
          plan guideline);

     •    Landscaping – consider requirements of asset protection zones; and

     •    Maintenance – all bushfire mitigation measures to be suitably maintained.

3.2         2017 DA Extension Approval
In 2016, RPS Group prepared a peer review assessment of the 2008 LandGraphics BMP to inform the
2017 extension application, and demonstrating current bushfire planning and building provisions are
capable of being satisfied. This peer review assessment however stopped short of constituting a full
BMP and did not incorporate any form of bushfire evacuation plan.

This bushfire peer review assessment and associated plans, informing the 2017 approval extension,
are included at Appendix B.

The peer review assessment found that based on the preliminary slope and vegetation assessment,
it is unlikely that a new BMP would result in any recommendations that would affect the approved
layout, however advice regarding the treatment of the 10m and 20m buffer areas will need to be
provided during the detailed design stage to ensure these areas separating the development from
the adjoining vegetation provide suitable defendable space to allow emergency service personnel
to operate and to reduce the level of exposure to radiant heat.

It is noted the balance of this report takes into consideration the methodologies and findings of both
the preceding LandGraphics and RPS reports, demonstrating consistency over time with regard to
the bushfire protection measure relevant to the approved development, and that information
which Council has previously considered as part of its various decision-making processes.

3.3         2018 Minor Change Application
In November 2018, an application for a minor change to the existing application was made to
Noosa Shire Council, for which a bushfire technical note was submitted by Meridian Urban.

The bushfire technical note confirmed the nature of the minor changes continued to comply with
or improve upon the previous assessments completed by LandGraphics in 2008 and RPS in 2016. The
minor changes sought, insofar as they related bushfire protection, included:

     •    altered building siting for the residential aged care facility on Lot 6, and minor changes to
          the internal layout; and

     •    altered product and layout for the retirement facility on Lot 9, including revised vehicle
          circulation network.

None of the proposed minor changes impacted upon the identified asset protection zones or
separation buffers previously noted by RPS in 2016, or other bushfire protection measures which have
been identified.

The RAC facility building was sought to be shifted forward on the site to increase the extent of
separation to the narrow vegetated tributary to the rear, between the site and Sunshine Beach
State High School to the north. Whilst this corridor is constrained by virtue of its dimensions and
disturbance / management, relocation to achieve a separation distance for BAL-29 is now
provided. This represents an improved outcome from the previously approved separation for Lot 6.

The revised vehicle circulation network across Lot 9 and servicing the approved retirement facility
remains capable of accommodating emergency fire appliances, as required as well as continue
access to surrounding vegetation. Further, it does not present any adverse or unintended impacts
on existing adjoining development to the east from that previously approved.

The current set of plans is included at Appendix C, to which this report relates.
