                                                               Retirement Living & Aged Care Facility

      •    A built form and density which is commensurate with the nature of hazard and risk, with
           direct street access;

      •    Increased opportunity for casual surveillance of the area, including Noosa National Park,
           which may, inadvertently, reduce potential nuisance ignitions; and

      •    Continued access to the existing Noosa National Park fire trail network for land and
           vegetation management purposes.

Pursuant to the above, the built form solution provided has been designed with bushfire risk in mind,
adopting built form solutions which seek to mitigate against the various forms of bushfire attack.

7.3         Strategic Asset Protection Zones
The bushfire management plan included at Appendix D identifies the strategic approach to asset
protection, separation and defensible space across the site. The strategic-level separation is
provided by way of:

     •    asset protection zones;

     •    gardens and open space;

     •    stormwater detention basins;

     •    bulk earthworks and batters; and

     •    trunk infrastructure corridors.

A Method 2 assessment was conducted by RPS in 2016 as part of its peer review process, accepted
by Council (refer to Appendix B). The strategic asset protection zones provide built form separation
and defensible space to adjoining sources of potential bushfire hazard within Noosa National Park,
and align with that established by RPS’ Method 2 assessment in 2016. In brief, these zones measure:

     •    13.5m (BAL-29 distance) between the approved RAC facility and northern boundary;

     •    Approximately 12m between the approved RAC facility to the western boundary, shared
          with the Uniting Church (managed land adjacent to Lot 6);

     •    20m asset protection zone between the western boundary shared with Noosa National Park
          and the approved retirement living facility, with an additional 10m defensible space
          afforded by detention basins, gardens and open space for an overall separation to the
          western boundary of 30m;

     •    10m asset protection zone between the southern boundary shared with Noosa National Park
          and the approved retirement living facility, with an additional 4m defensible space afforded
          by gardens and private open space for an overall separation to the southern boundary of
          14m.

These strategic asset protection zones provide a slight improvement upon those verified by RPS in its
2016 bushfire peer review assessment, and have been tested using the FLAMESOL minimum distance
tool provided by the FPAA, to verify the extent of separation required. The FLAMESOL verification
activity largely reflected the accuracy of the 2016 RPS bushfire peer review, with a very minor level
of increased separation (generally less than 1m). Refer to the bushfire management plan at
Appendix D for additional information.

7.4         Fire Trails and Firebreaks
The Noosa National Park maintains an existing fire trail network, which is illustrated at Appendix D.
This includes a trail which hugs the western boundary of the approved retirement living facility. It is
noted the approval conditions note that reliance upon mitigation which is external to the site is not
sufficient. Whilst this trail network does assist, this assessment and the associated bushfire
management plan does not seek to rely on it as a defining mitigation measure. Rather, on-site
