    An assessment of the proposal against the Noosa Plan 2016; and
    A conclusion that provides summary grounds which support the proposed Material Change of Use.

An Acoustic Report has been prepared by RoadPro and a Site and layout plans has been prepared by Zest Design.
These are attached as Appendix A and Appendix B of this report.

The proposed Retail Business – Type 2 Shop & Salon (small take-away shop) is consistent with the intent of the
Planning Scheme’s Desired Environmental Outcomes and the overall outcomes sought for the locality. The
proposal is for a use which has been significantly reduced in scale and capacity of the current well-known
nonconforming restaurant. Therefore, approval with reasonable and relevant conditions is recommended.
