EXECUTIVE SUMMARY
Property Branch meets with Tourism Noosa representatives on a two monthly basis. At the
March 2019 meeting, Tourism Noosa provided a list of events it intends to conditionally fund and
promote to 31 July 2020. As a condition of funding, each event organiser must obtain a
Temporary Event Permit from Council. The final determination regarding permit approval rests
with Council.
Council officers have no objection to providing in-principle approval for the events listed in
Attachment 1 to this report subject to Council’s normal assessment and approval processes.
However, it is recommended Council not provide in-principle approval for the Maze Art Street
Village 2019 event and the Beach Club 2019 event at this time but consider these events at a
later date when complete applications have been made that includes evidence of support from
the Hastings Street Association as key stakeholder.
This report also recommends event applications received within four months of the proposed
event commencement date (which is the timeframe noted on Council’s Temporary Event
Application form for High Impact events) be charged additional administrative fees relating to the
necessary resourcing impact resulting from the reduction in the timeframe for application
assessment.
RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 7 May 2019 and:
A. Note the list of events provided by Tourism Noosa proposed for conditional sponsorship in
Attachment 1 to this report to 31 July 2020 which is a requirement of the funding
agreement between Council and Tourism Noosa;
B. Provide in-principle approval of those events subject to each event submitting a Temporary
Event Application, satisfactory assessment and provision of appropriate permit conditions
to manage each event;
C. Not provide in-principle approval for the Maze Art Street Village 2019 event or the Beach
Club 2019 event but consider these events at a later date subject to each receiving
stakeholder support from the Hastings Street Association; and
D. Note event applications received within 4 months of the proposed event commencement
date will be charged additional administrative fees relating to the necessary resourcing
impact resulting from the reduction in the timeframe for application assessment.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 MAY 2019
REPORT
On 18 August 2017, a new funding agreement (the Agreement) was finalised between Tourism
Noosa and Council. The term of the Agreement is 1 July 2017 – 30 June 2020 and it addresses
funding arrangements, strategy and planning requirements and the responsibilities of both parties
in relation to managing events. In accordance with the Agreement, Tourism Noosa must provide
to Council by 31 July each year, a list of events it intends to conditionally fund and promote.
Tourism Noosa must also ensure it includes as a condition of grant funding that the event
organiser obtain a Temporary Event Permit from Council. The final determination regarding
permit approval rests with Council.
Council’s Property Branch meets with Tourism Noosa representatives on a two monthly basis. At
the last meeting held in March, Tourism Noosa provided a list of events proposed for conditional
funding and promotion (see Attachment 1).
Tourism Noosa Sponsored Events 2019-20 – Attachment 1
Council officers have no objection to providing in-principle approval for the events listed in
Attachment 1 subject to exceptions noted in this report and each event organiser submitting a
Temporary Event Application, satisfactory assessment and provision of appropriate permit
conditions to manage each event.
The following commentary is provided for noting and further consideration:
Tourism Events proposed for Noosa Main Beach remain unchanged from the event listing
approved at Council’s May 2018 Ordinary Meeting (see events highlighted yellow); and
Other highlighted events are noted as ‘Conditional’ in Attachment 1 because these events
have not provided evidence to Tourism Noosa of stakeholder support from the Hastings
Street Association.
A summary of the event details for both events is included below:
Maze Art Street Village
The Maze Art Street Village event was held in July 2018 as part of the Noosa Alive! festival. In
2019, the Maze Art Street Village event is proposed to be held in August/September as a
standalone event, a month later than the Noosa Alive! festival. Further details include:
Applicant - Wonderland Inc.
Event dates – 30 August 2019 to 1 September 2019.
In 2018, an event was held in the Maze carpark by Beachfront Company Pty Ltd on behalf of
Noosa Alive!
The proposed event is not part of this year’s Noosa Alive! festival which is held between 19 -
28 July 2019.
The event is proposed to comprise:
Jazz, blues and soul acts.
Youth performers, orchestras.
Gourmet food and locally produced wine and beer etc.
Market style stalls

Summary
This report recommends that Council provide in-principle approval of the events listed in
Attachment 1, subject to each event submitting a Temporary Event Application, satisfactory
assessment by Council officers and provision of appropriate permit conditions to manage
each event.
It is proposed in-principle approval is not provided for the Maze Art Street Village 2019 event
and the Beach Club 2019 at this time, however both events can be considered at a later date
subject to each receiving support from the Hastings Street Association.
It is recommended applications received within 4 months of the proposed event
commencement date (which is the timeframe noted on Council’s Temporary Event
Application form for High Impact events) be charged an additional administrative fee relating
to the necessary resourcing impact resulting from the reduction in the timeframe for
application assessment
Previous Council Consideration
Ordinary Meeting Minutes, 17 May 2018, Item 4, Page 15
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 8 May 2018 and
A. Note the list of events provided by Tourism Noosa proposed for conditional sponsorship in
Attachment 1 to this report to 31 July 2019 which is a requirement of the funding
agreement between Council and Tourism Noosa; and
B. Provide in-principle approval of those events not taking place on Main Beach, and provide
in-principle approval of those events on Main Beach that require the beach or water as a
core element, subject to each event submitting a Temporary Event Application, satisfactory
assessment and provision of appropriate permit conditions to manage each event; and
C. Provide in-principle approval for Noosa Food & Wine Festival 2019 and Noosa Alive 2019
except for the Noosa Food & Wine Festival and Noosa Alive activities to take place on
Main Beach, but instead consider these activities at a later date, most particularly following
assessment of this year’s Noosa Food & Wine and Noosa Alive events, and also following
further discussions with the event operators about alternative sites for those activities in
2019.
Finance
A review of the fee structure has been undertaken for event application fees and these fees are
adopted as part of Council’s annual budget.

Risks & Opportunities
Risks
There is considerable relationship and reputational risk involved in Council approving events
which do not have appropriate stakeholder support. Hence, it is recommended Council not
provide in-principle approval for the Maze Art Street Village 2019 event and the Beach Club 2019
event at this time.
Opportunities
Approval of the listed events allows Tourism Noosa and event organisers to undertake and
finalise event programs, marketing and planning. Event debriefings will be undertaken with
Tourism Noosa and event organisers as required and issues of significance pertaining to
particular events and their impact will be subject to further discussion with Council.

RECOMMENDATION
That Council note the report by the Project Support Officer to the Services & Organisation
Committee Meeting dated 7 May 2019 and agreed to name the Noosa Botanic Gardens shade
house the “Noosa Botanic Shade Garden”.
REPORT
1. Background
An inspection of the existing Botanic Gardens shade house in 2017 revealed structural issues
and subsequently the shade house was closed to the public for safety reasons. Temporary repair
work to the structure allowed the existing plant display to be maintained, while a design for a
replacement shade structure was completed.
A site sensitive shade canopy design has been finalised, including a formal entry gate. The entry
gate provides an opportunity to formally name the structure and to assist in improving community
visibility of the project and the Noosa Botanic Gardens.
The name of the shade house is required to allow pre-fabrication of the entry gate in accordance
with the current construction schedule.
2. Community Engagement process
Staff and community groups associated with the Noosa Botanic Gardens suggested a number of
names. Ultimately, all groups agreed on “Noosa Botanic Shade Garden” as being instantly
identifiable.
Previous Council Consideration
In May 2014, Council adopted a policy on the naming of roads, parks, community infrastructure
and street numbering:

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Services & Organisation
Committee Meeting dated 7 May 2019 providing an update on progress with the implementation
of the Operational Plan to 31 March 2019 and details of Council’s Key Performance Indicators.
REPORT
As usual, this quarterly report is in two parts. The first part provides Council with an overview of
progress in implementing the annual Operational Plan. The second part focuses on the Key
Performance Indicators (KPIs) which are reported to Council on a quarterly basis.
To provide context about how our organisational reporting to Council works, the following graphic
is provided:
This report relates to the third quarter of the 2018/19 financial year for the Operational Plan and
some management KPIs.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 MAY 2019
1. OPERATIONAL PLAN UPDATE
Only the major initiatives are included in the Operational Plan with day to day “business as usual”
activities included in Branch Plans.
The Branch Plans are being used by Managers to manage day to day activities. They are an
effective tool for ensuring that all of the “business as usual” activities are undertaken and that any
minor projects are followed through. They are reported to Council by Directors on a quarterly
basis and those reports are on this round of Council meetings.
Details of each Operational Plan project is set out in Attachment 1 with an assessment of
whether the issue is completed, on track or behind schedule. Comments are also provided for
the information of Councillors about the status of each issue. It is important to note that this is
“as at 31 March” i.e. the end of the third quarter and in some instances, the actions have been
advanced further since that time.
There are 28 initiatives in the 2018/19 Operational Plan. The current status of those projects is:
Status Quarter 1 Quarter 2 Quarter 3
(July – Sept 2018) (Oct – Dec 2018) (Jan – Mar 2019)
Not started 3 2 0
Behind Schedule 3 3 5
On Track 22 20 20
Completed 0 3 3
The table below highlights some specific Operational Plan issues that may be of interest to
Council.
Initiatives Comment
Environment Strategy A draft Environment Strategy is currently out for community consultation.
Yurol and Ringtail Forest The Joint Transition Committee has met three times to manage the day-
Project to-day transition process. The first tranche of the transfer of State
Forest to National Park (approximately 340 ha) is almost complete.
Noosaville Library This project was completed and officially opened on 30 November 2018
refurbishment and the new refurbished library is operating well.
New Planning Scheme The draft planning scheme is currently open for community consultation
until 20 May 2019. A comprehensive community engagement process
has been underway since the draft scheme was adopted for the purpose
of community consultation.
Noosa Transport Strategy Council adopted a series of actions to alleviate the transport congestion
over the Christmas and Easter periods. Those actions were
implemented successfully over those periods and the results will be
reported to Council in due course.
Asset Management Plans The Stormwater Asset Management Plan was adopted in February
2019.
Noosa North Shore This project was delayed as a result of native title issues associated with
Campground the land swap but the project is proceeding for the areas not affected by
that issue. A tender for project work closed in December 2018 and we
are also awaiting the result of a State infrastructure grant application.

Initiatives Comment
Tewantin Administration The roof refurbishment is now underway which includes the installation
Building Master Plan of solar panels. A comprehensive security audit has been undertaken
and we are implementing some improvements for security and DDA
compliance regarding access.
Revenue Diversification This project was delayed due to other emerging priorities (e.g. TAFE)
Project but a review of the Sunrise Beach shops was completed in December
2018 with those recommendations being assessed. A draft Revenue
Diversification Strategy and Project Plan has been developed and is
being considered by the Executive Team.
Bi-annual Community This survey began on 29 March 2019. The survey is being conducted
Satisfaction Survey by Market Facts Qld of residents using the same methodology as the
2017 survey. Result should be available to be reported to Council in
June/July.
Review of Community This review has now commenced with workshops being held with
Engagement Strategy Councillors and the Executive Team.
2. KEY PERFORMANCE INDICATORS
As Council would be aware, KPIs were first developed for our organisation at the beginning of
2014/15. 30 management KPIs were developed and 16 of those KPIs are reported to Council on
a quarterly basis.
As far as the CEO is aware, we are one of the few Councils in Queensland to make this KPI
information available to the public via “non-confidential” reports. The KPIs are included in
Attachment 2.
The key issues arising from an assessment of the KPIs for the first quarter are as follows:
Our People
In relation to Workplace Health and Safety, our insurance rate has peaked and is beginning
to decline following improved performance. There is a normally a couple of years lag
between an improvement in performance and a reduction in premiums. The 2018/19 rate
was 1.807% (expressed as a percentage of payroll cost) but the 2019/20 rate will be
1.773%.
Personal leave was up again in February and March quarter after lower levels in the first 5
months.
Our staff turnover rate remains below other Councils. In the March quarter, staff turnover
was 3.5% which was slightly higher than historic levels.
Our Customers
Over the last few years, the total number of customer requests received by Council has
remained relatively high. Our Customer Service Manager has begun to focus on providing
follow up reports to managers to ensure that they follow up on any outstanding customer
requests.
The average time to process planning applications is variable. Council has recently
decided to add additional resources to our Development Assessment team to assist in that
regard.
Section 13
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 MAY 2019
Our Finances
Our financial KPIs measure solvency, investment performance and outstanding rates. All
of these KPIs continue to be on track.
Council receives a financial performance report at the end of each month which provides a
more detailed analysis of Council’s financial position. Council receives a detailed report on
Capital Works progress every quarter with such report being on this round of meetings.
Our Systems and Processes
The use of the App – Snap Send Solve continues to grow year on year with some recent
promotion to encourage its use. We are one of the largest users of that App. The
aspirational long term goal of 40% may be achievable. 33% of requests for service lodged
with Council in March were lodged electronically.
The “web chat” facility enabling customers to “chat” live online via our website with a
customer service officer is operational but there is still relatively low customer take up.
Previous Council Consideration
Quarterly reports are provided to Council outlining our progress with the Operational Plan.
Finance
The projects within the Operational Plan are reviewed and funded as part of Council’s annual
budget process.
Risks & Opportunities
A failure to achieve the outcomes set out in the Operational Plan would be problematic. In some
cases, projects may take longer than anticipated to achieve the best outcome.

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Asset Planning Manager to the Services & Organisation
Committee Meeting dated 7 May 2019 providing an update on the projects being delivered
throughout the 2018/19 Capital Program.
REPORT
The purpose of this report is to inform Council of the overall status and associated activities of
the Capital Program for the third quarter of the 2018/19 financial year.
There are currently 119 projects listed in the 2018/19 Capital Program, with a total allocated
budget of $28,390,657. This is inclusive of all carryover projects, budget reviews and recent
emergent works.
1. Tender Preparation
Throughout the third quarter, the Design and Delivery staff have allocated resources to the
preparation of tenders for a number of projects. Tender preparation and procurement activities
are lengthy periods of any project and as a result, there has been less construction activity
occurring throughout the third quarter in comparison to previous years. The tenders are in
various stages of progress and are detailed below.

2. Multi-year Projects
Multi-year projects are projects that will continue through more than one financial year and are
considered: large projects that require extended periods for delivery, or need to be timed to
reduce the impact on the community, or are complex that require extended planning and
consultation periods before construction can commence. These include but are not limited to the
following projects:
Hinterland Playground, Cooroy (planning & design) - $310k
Noosa River Holiday Park Amenities (Small & Large) Upgrades - $652k
Tewantin, Hilton Terrace intersection upgrade $765k
Peregian Beach, Public Amenities upgrade $150k
Lake Macdonald, Noosa Botanic Garden Shade Structures $22k
Lake Macdonald, Noosa Botanic Gardens Shade Structures (Design only)
3. Projects commenced or nearing completion
Projects continue to be delivered across the capital program with the majority of projects well
underway. Some projects commenced or nearing completion in the third quarter of the financial
year include:
Pomona - Stan Topper Park basketball court renewal $35k
Pomona - Pioneer Park upgrade $193k

4. Project Design and Delivery
The Project Design and Delivery Branch have been impacted by staff resignations and staff on
extended leave. These resourcing impacts continue to disrupt the tender, contracting and
delivery of projects to be delivered for the remainder of the 2018/19 Capital Program. Design and
Delivery staff have made adjustments to a number of projects in the third budget review of the
Capital Program to compensate for reduced resourcing. This will assist Council to have a realistic
approach to the delivery of the Program for the remainder of the 2018/19 financial year and the
establishment of the 2019/20 capital works budget.

Finance
The current capital delivery expenditure to 23 April 2019 including actuals and commitments is
$25m or 88% of the full year Capital Program. The delivery and completion of projects continues
across the Program with staffing resources to be increased in the coming months to support the
design and delivery phases of the projects.
The Program is currently behind schedule for the year to date budget of $22.6m, with year to
date actual expenditure of $20.6m to 23 April 2019. Increased activities across all projects will
continue for the remainder of the financial year.
The table and the graph provided shows a breakdown of expenditure as at 23 April 2019.
YTD Actual Expenditure $20,615,061

Risks & Opportunities
The current risk to the Capital Program is the resourcing of Design and Delivery staff. In
mitigating this risk, projects have been reviewed and where necessary, projects were re-profiled
and adjusted through the budget review process. In addition, the recruitment activities for the
recent resignation and additional resources for delivery staff will commence in coming weeks.
