community benefit fund to use any profit from the community battery operation for
further emission reduction initiatives in the Noosa LGA.
4. HOW THE ACHIEVEMENT OF THE OBJECTIVES WILL BE MEASURED
4.1 The Objectives will be measured as follows:
(a) Council will measure the achievement of the Objective in clause 3.1(a) by assessing
whether the milestones in the grant application and agreement have been
consistently met and the community battery has been successfully delivered.
(b) Additionally, Council will measure the achievement of the Objective in clause 3.1(a)
by developing a lessons learned and future options report at the conclusion of the
process and assessing whether Council is in a better position to deliver subsequent
projects with less reliance on project partner.
(c) Council will measure the achievements of Objective in clause 3.1(b) and (g) through
the implementation of an Operations contract/agreement with YEF. As part of this
YEF will provide regular reports on the operational metrics of the battery including
emissions reduction.
(d) Council will measure the achievements of Objectives in clauses 3.1(c), (d), (e)
through the assignment of a Council Project Manager who will monitor the
performance of YEF under the agreed contract/agreement for this pilot.
(e) Council, in partnership with ZEN Inc., and supported by YEF as required, will
measure Community satisfaction during this pilot utilising appropriate metrics.
5. ALTERNATIVE WAYS OF ACHIEVING THE OBJECTIVES
5.1 Alternative ways of achieving the Objectives
(a) Council could conduct one or more open requests for tender pursuant to section 228 of
the Regulation for the engagement of one or more suitable contractors to undertake
the manufacture, design, installation and/or operation and maintenance of the
community battery.
5.2 Why the alternative ways were not adopted
(a) An open request for tender process was not undertaken because:
(i) Council does not have adequate knowledge or expertise in this industry to
make the grant application or properly scope and assess tenders and is
heavily reliant on YEF to provide the necessary expertise;
(ii) this is a pilot project for a very new piece of infrastructure that will benefit the
community and assist in meeting Council’s Environment Strategy 2019 and
Climate Change Response Plan 2021 for Noosa LGA to achieve net zero
emissions by 2026;
(iii) as can be seen from the risk analysis in clause 7:
A. whilst there are other providers of “in front of the meter batteries”
operating to soak up excess solar, other providers such as
Distribution Network Service Providers (DNSP) or for profit
companies operate the batteries to meet their own objectives such as
grid stabilisation and/or profit.
B. to our current knoweledge YEF is the only organisation that is not for
profit and has successfully installed and operated an “in front of the
