The Local Group has reviewed the risks identified and has aggregated them by consequence. It
has identified the five highest risks for the Shire as being:
• Severe wind and water inundation (east coast low, severe storm, cyclone, flood)
• Wildfire
• Hazardous chemical spill
• Pandemic*
• Terrorism*
Threat specific plans have been developed for these five high risk areas.
*Note: Queensland Health and Queensland Police Services are the lead agencies respectively and
have responsibility for development of these plans.
In addition to the hazard specific risks, the Local Group has identified the following generic disaster
management risks for the Shire in any disaster event:
• Loss of power and communications across the Shire
• Limited staffing for the LDCC to operate 24 hours per day for periods longer than 3-4 days
• Community resilience
• Limited relief and recovery capacity
7.2.1 Risk reduction strategies – 2016/2017
Having identified the major risks for the Shire in a disaster event the Local Group has worked with
Noosa Council during 2016/2017 to put in place the following risk mitigation and reduction
strategies:
• Amendments to the Noosa Planning scheme to reflect new flood modelling for waterways
within the Noosa Shire
• Amendments to the Noosa Planning scheme to reflect the latest bushfire mapping
• Continued Council support for local SES and Rural Fire Brigade groups
• Participation in the District Health Sub-Group with a view to developing a regional response
to any major health threat
• Disaster management training for key LDCC staff
• Annual program of disaster management exercises to test the coordination and response
capabilities of the Local Group and Noosa Council
• Exercising establishment of evacuation centres
• Participation in the State Governments “Get Ready” campaign with the delivery of Red
Cross disaster planning program
• Review of the Pomona Disaster Management Sub-Plan and exercise
• Installation of five new ALERT flood warning stations:
o Six Mile Creek catchments – Garnet St, Elm Street, Liane Drive, Subway Park
o Noosa River catchment – Kin Kin Gympie Road
7.2.2 Residual risk
As a result of putting in place these risk mitigation strategies the Local Group believes that it has
enhanced the Shire’s capacity to respond to and recover from a disaster event, however there
remain a number of residual risks which still need to be managed.
Going forward, the Local Group has identified that the major residual risks for the Shire will occur
