Prevention and Disaster Mitigation 8.1 Prevention The Act defines prevention as the taking of preventative measures to reduce the likelihood of an event occurring or, if an event occurs, to reduce the severity of the event. 8.2 Disaster mitigation Disaster mitigation is the means taken in advance of, or after, a disaster aimed at decreasing or eliminating its impact on communities, the economy, infrastructure and the environment. The objective of prevention and disaster mitigation activities is reduced risk and vulnerability through initiatives to enhance community resilience and sustainability. Prevention and disaster mitigation can be, in part, achieved through application of building codes and planning policies and legislation. 8.2.1 Building codes, building use regulations and planning policies Codes and regulations that are relevant and apply include: a) Body Corporate and Community Management Act 1997 b) Building Act 1975 c) Building Code of Australia d) Building Fire Safety Regulation 2008 e) Building Units and Group Titles Act 1980 f) Local Government Finance Standard 2005 g) Noosa Plan h) Queensland Coastal Management Plan 2014 i) Queensland Development Code j) State Planning Policy 8.2.2 Insurance There is significant risk to the community in recovering from a disaster due to under-insured and non-insured properties and businesses. While this is of concern to the Local Group it is considered that this is an issue for the insurance industry and the State Government with input from the Local Group through its members. 8.2.3 Land use management initiatives The Noosa Council planning scheme identifies areas at risk from natural hazards including flooding, bushfire, landslide and acid sulfate soils. For complete information, go to https://www.noosa.qld.gov.au/the-Noosa-plan . 8.2.4 Counter terrorism risk management Following the Lindt Café incident in Sydney the terrorism threat level across Australia is deemed to have heightened. A counter-terrorism risk assessment for the Sunshine Coast region has been carried out by the Queensland Police Service (QPS). The results of this assessment are confidential and are held by the QPS who are the lead agency for counter terrorism. Noosa Local Disaster Management Plan 2018 Page 47
